Atlsnta, March A—There ban been in
tbia oity no grave apprehension that any
disastrous consequences would result
from the paasage of the Civil flights bill,
but the past two or three days have de
monstrated that there are a very respect
able number of negroes bent on mischief,
a few of whom hope to realize money
from prosecutions grouting out of the pro-
v sions of the Civil Bights bill. To-day
seems to have been the time agreed up-
on by a few for a general attack on bar
rooms, and billiard rooms; and with what
success the Beqnenee will prove, some be
ing repulsed and others being re
ceived, if not with* cordiality,
with a grin-and-bear-it fortitude which
did credit to the self possession if not
to the pride of the parlies imposed npon.
Bather early in the d ty two negro idlers
sauntered into the billiard-room of the
Kimball House—the handsomest in the
oity—and, after a little hesitation, and a
question from the bar-keeper if they
wanted to play billiada, said they did
The bar-keeper, who, until that momeat
was disposed to consider them aa loafers,
and hoped to drive them out by the oevert
end irooioal rebuke, discovered that they
ware in earnest, and told them they could
not play there; that the billiard-room was
no part of the hotel, was a private siloou,
and he hoped they would not come there
again. They slowly retired, bat after a shorr
while approsobed the olerk, and asked him
ia they might play a game of billiards. The
olerk replied that he had nothing to do
with tha billiard-room, whereupon they
retired. Daring the morning two ne-
f roes went np to the bar of the National
[otel and expressed a desire to play bil
liards. The bar-keeper was surprised,
and was disposed to treat the matter as a
joke, bat learning that they were aerious,
told them very emphatically that they
could not play, after which they left.
This afternoon two daakiDg mulatto bar
bers went into the National billtard-room
and one of them asked permission to play
a gams of billiards. The keeper told
him to leave the room. He did not obey,
whsrtapon the keeper seized him by the
arm and poshed him ont, the negro say
ing meanwhile “Don’t yon strike me!
don't yon strike me!'’ They retired with
out any farther distarbsnoe.
Two negroes to-dsy went pompously
up to the bur of the “Beading Boom,” a
niee genteel saloon on Marietta street,
where only beer ia sold, and asked for
some beer. The proprietor, every olev-
er German, told them he bad none for
them. They showed the money and
again asked for beer, end were again
told that they oould not obtain it there,
whereupon they left, apparently mnd
and exalted, mattering threats. Two
negroes also want into one of the pop
ular saloons, and politely in a matter of
coarse manner asked for drinks and were
supplied without any dispnte or parley.
The proprietor said he had good reason
to believe that be would be proaeouted:
that a negro had already prosecuted a
saloon-keeper, and bad refused $.100 as
a compromise, and be could not aiford
to inour the risk of a prosecution.

will doubtless be a disturbance at tli9 very

It ia reported that the authorities of the

The recent decease of the most emi
nent Mayor of Now York, perhaps sines
DeWitt Clinton, leudss melanoholy inter
est to the following incident, wbioh oc
curred during the earlier years of my ac
quaintance with him:
At the time of which I am speaking,
Mr, Havemeyor had been Mayor, bat was
so no longer. He held, however, many
important private trusts, and was a recog
nized power in oor commercial metrop
olis.
One evening we chanoed to be strolling
np Broadway together, on onr way to onr
respective homes, nnd aa we were chat
ting along we met a gentleman well
known lo ua both, who had long been in
some respects an objeot of sympathy to
his friends. He was about of the same
age as Mr- Uavameyer, had enjoyed in
bis youth the advantages of a refined
home, good schools, an established sooial
position, powerful connections and every
apparent guarantee of worldly prosperity
and success.
His life, however, had not kept the pro
mise of his youth, lie had not been pros
perous at all. Though leading, to all ap
pearance, an exemplary life, and seeming
ly indisposed to vicious associations of
every Bort, and domestia in his habits,
bis life had been, humanly speaking, as
great a failure as the Mayor's had been a
success. He had tried many kinds of busi
ness, bat had not succeeded in any. He
was always needy, and had pretty mneb
exhausted the liberality nnd patience of
friends who were disposed to assist him,
so that his visits were rather avoided, and
no one was proud of h's acquaintance.

look of belonging to no one and of no
body belonging to him. I will call him,

“X and I,” said the Mayor, “need
lobe school-mates. We used to carry
odr dinners with us to school, which was
some distance from our respective homes.
It was my habit to begin my dinner with
my cold meat and bread, and when that
was finished I ate my pie or eake, or what
ever delicacy my mother might have pnt
into my basket; while X , I observed,
always began with his pie or coke, and
finished with his oold meat. I remember
one day asking him wby be ate bis pie
first.”
“Beettise, I prefer to eat the good
things,” he replied, “when I am most
h't'iK'y, for then I oau enjoy them most.
When I have eaten all my meat, the pie
would not taste half so good.”
“But,” said 1, “you spo 1 your appetite
for yonr cold meat, whioh yon would en
joy when hungry, and after which yon
would enjoy yonr pie, also.”
“Neither my reason! ifbr my example
convinced him. As ha made his bed be
is lying on it, In his yonth he ate bis
pie and had his sweet things; now, in his
old age, he is worrying down his ‘hard
tack,' os you see. Had he learned a little
self-denial when he was young, he wonld
not have been oalled upon for so mnoh in
bis old age. He started life with every
advantage apparently over me. His
parents were rich, mine comparatively
poor. He was sent to oollege and edu
cated for a liberal profession. I was
obliged to leave school early and earn
my living. If he had taken advan
tage of his yonth end strength to
do what it was then comparatively
easy to do, if he had deniod himself the
luxuries of idleness and extravagance
then, he wonld now have leisure, wealth
nod consideration, instead of being be
holden to his friends more than half the
time for money to purchase hia dinner
with. He ato ail his pie when he was
young; he must snstain eld age npon
what is left in his basket.”
This story made a profound impression
npon me. Thongh it is twenty years
since I heard it, it seems to me, whenever
I sec any of my fellow creatnres indulg
ing any taste or appetitein a disorderly
way, I immediately think what an ad
vantage it would be to them to learn
while lads to control themselves, and to
take tbeir duties and pleasures of life in
their proper order.

—A girl sixteen years of age, who
fatally stabbed a youth of seventeen,
claiming that he had seduoed her, was
subsequently found drunk in a boose of
ill fame.
—Twonty inches of snow fell at Wilkes
Barre, Pennsylvania, on Monday. The
roof of the market house and other build
ings yielded to the weight. No lives were
lost.
Governor Hendricks, of Indiana, has
called sn extra session of the Legislature,
the last having failed to pass Borne indis
pensable bills, including the general ap
propriation.

patoh to the Timet, from Ooneord, New
Hampshire, says the oampaign ended last
night with great enthusiasm. The larger
oitieg of tbs State are claimed by both
parties. Both parlies show by their can
vass that tha State ia sure, and it is im
possible to predict the result. There osn
be no doubt that both parties are in a
better condition than ever before. The
Prohibitionist* aw soarody heard of, and
tbs feeling is that they will vary general
ly vote with the Republicans. Abont
Congressman, there is little talk, the in
terest being in the Gubernatorial oontest.
It is thought the first distriot will be oar-
risd easily by the Republicans; tbs sec
ond will be saved by a small matority,
and tha third will go Demooratio. The
exoitement over the naturalized frauds) is
great. Yesterday two arrests were made.

Boston, March 9.—Dispatches from
New Hampshire, up to this boar, indi
cate an unusually large vote by each par
ty, and a possible Republican victory
through the Prohibition vote, whioh ia
very generally being cast for the Repub
lican nominees. The Republicans already
o'.aim the Governor and the Second and
Third Congressional Districts. The elec
tion of Frank Jones, Democrat, the Con
gressional candidate in the First Distriot,
is oonoeded by tbs Republicans.

The Senate, on Thursday, will deter
mine the qnestiou of Sergeant-at-Arms,as
between French, the present ioonmbent,
and Chas. Kennedy, of New York, who
contested the plcoe with French in 1809.
They will then consider whether it is ex
pedient to make changes in other offices.
The Democrats have been accorded the
chairmanship of the Committee on En
rolled Bills. Some committees have been
inoreased from seven to nine, upon
which the Democrats have three mem
bers.
The Stats Department has a cypher
dispatob that the Virginias papers haw
been signed. Five hundred pounds are
allowed the family of eaoh viotim.
Cargoes and vessels wbioh arrived at
a port and were regularly entered at the
Custom House, but not discharged at tbe
time the new tariff became a law, are ex
empt.
It may ba safely stated that U. S. Mar
ch il Lake, of the Sontbern Distriot of
