The following are the declarations
adopted by the late *’national” convention
at Cleveland, Ohio:
Tha preamble recites that oar govern
ment is founded upon and derives its
power from the people. The existing
evils have resulted chiefly from represen
tatives setting party above popular inter
ests. The— are chiefly displayed in our
monetary system and the monopolies
which it h— engendered, this system be
ing monarchical in its principle end sub
versive of republican government To
r—let the enoroaohments of money power,
to stay the tide of corruption and extrav-
agauoe, and to place the control of the
resources end flnanoea of the ooantry in
the bends of tho people, it has become
oar daty to organize an independent
party, upon the following basis, as no re-
uanoe ran be placed in the existing par
ti— :
1. It la the dnty of the government to
establish a monetary system based on the
faith and resources of the nation, in har
mony with the genius of this government,
nnd edapted to the industrial nnd com
mercial needs of the country. To this
end notes qf all national and State banks
should be withdrawn from circulation
and paper money issued by the govern
ment directly to the people in the pay
ment of government obligations, without
the intervention of any system of bank
ing oorpomtione; which money shall be
legal tender in payment of all debts, pub
lic and private, duties on imports in-
■olnded, exoept that the portion of the in
ter—t and principal of the present public
debt that ia by the express terms of the
law oreating it made payable in metallio
money. This money to be interchange
able el the option of holders with regis
tered government bonds bearing interest
at a rate not exceeding 8.65 per cent, per
annum.
1. This system of finance will, by atim-
nleting oar industries aud commerce,
toon make the United States the deposi
tory of the precious metals of the world.
3. The adoption of this system, by
furnishing sufficient money at low inter
rat, will e<4ve the question of cheap
transportation, •because It will enable
railroads and the carrying trade to relieve
themself— of tbeir loads of debt and
lower their rates, end enable the people
to oonstrnot additional lines wheuever in
ternal commerce may require.
4. It is the dnty of the government in
all its legislation to keep in view the full
development of the agricultural and min
eral resouro— of the oo untry and manu
facturing inter—ta
5. The gr—t inter—t of produolive in
dustry olaima ita just recognition at the
hands of the government of the people,
and that through the monetary system
here proposed this interest can be fully
6. As the public domain is tba rightfnl
heritage of tne people, it should not be
distributed to speculators or corporations,
but re—rved for aotual settlers.
7. It is the duty of the government
to equalii# the bonnti— of soldiers end
to bring to a speedy settlement all other
just claims arising from the late war.
8. All rights, privileges, and immnni
ti— recognized by the government
should be based on tho faot of oiti-

ing secured by the constitution.
9. We insist upon and demand severe
retrenchment ana economy in all branches
of pnblle affairs.
10. Rivers and harbors, being under
