And in 1870 the acme of cotton raining uxm reached / As never beforo had the world been bo stimulated to effort in ono direction, so never will it be again, until the name con ditions obtain. When cotton goes up to 25 or SO eents, and remains there for a series of years, then a prodigious effort will be vnado to increase its production, and not before. Doom your correspondent know thnt the average prioo of middling cotton in New York, for ton years prior to 1870, was over 111 cents ? Since theu it has av eraged but 18*] cents. Now it is barely cents, and yet ho thinks it ridioulonsly high! What “Sonth" says abont the growing crop is scarco worth considering. Any estimate of a crop which has full five months of contingencies beforo it, ninst bo absurd if it be above or below an aver age. Tho probabilities are, of oourso, that an average crop will be made, nnd an average crop this year—taking tho Bu reau's estimate of scresgo and tho average v iohl por acre of tho past six years as bases—would be about 8,750,000 bales. It may be, as ‘‘South’* says, that every thing will favor this crop, and consequent- prices “may bo" 124 cents in New ovk. But it “may bo" also that drought may scorch it, or rain drown it, that worms will end it, or storms scatter it, or frosts destroy it, and prices “may bo" 25 or 115 cents. All, however, that is certain as yet of tho growing crop is, tho aoroage smaller than in any year since 1871, ex cept last, year, and only “ono to two por oent" greater than then, and it in very backward. Ho bases an Argumont in favor lower prices on the fact that spinners in Eu rope and America aro buying sparingly, and have boon for a long time. Admit tho fact and give it delinito shape by lik ing 25,0(10 bales por week for ton weeks as probably within tho truth; then couple it with the further fact that tho visiblo supply-is 250,000 bales loss than same date last year, and you prove, beyond a shadow of doubt thut, in spite of all tho eroakings of spinners and “bears," the consumption of cotton has been nnd is going on at a rate never before equalled. Does this surprise you ? Will “Booth or any one else dispnto it ? If so, let them'oxplaiu this stubborn, indisputable fact of 500,000 bulos lean cotton in the world than a year ago. A further fact may surpriso “South, and possibly many others. Thero is not only less cotton in sight than last yoar, but lenn than at name date in any year since, 1871. What is the inevitable conclusion from these facts? Palpably, that tho con sumption has been greater than tho pro duction. No fair minded man can look sqnuroly nnd candidly at tho figures and remain in tho least doubt. And why should not a comparison of stocks now with four years ago, prove that consumption has outstripped pro duction? What do tho figures on tho subject of consumption say? Without going iuto details, it is sutficient to sny that the best authorities agree in fixing the consumption in 1870 at 5,817,000 bales, and in 1875 nt 7,011,000—an in crease of 1,004,(KM) bulcn! Thirty per cent, increase in live yoars, during which production has absolutely dooroasod! In face of facts liko these, it it absurd to talk of diminished consumption this year. Urautod that some mills in New England run short tirno during a few weeks last full. Were thero not then some nnd many moro closed ouliroly du ring the fall of 1873 ? To such an extent was this tho ease, that tho Financial ( hronicle estimated tho lessened produc tion in conseqnonco nt 150,000 bales. If all tho mills in New England were put on three-fourths tinio for three months it would not have lessened the consumption 50,(KK),bales yot it is notorious thnt only portion of them ran short at all. The truth is, the increased number of spiudios has moro than compensated for any stoppages or short time, even in Atnorioa. In Eng land there is no pretenco of stoppages oi short time, except in so far ns the now law restricts tho numbor of hours some what, and it is admitted that tho iucrcaso in spindles fully of!" »ots tho operation this law. Jovollnr, commander of tho Army of ihe Centro with 28,000, troops is advanc ing by different routes on tho Carlist leader Dorrogoray, who commands 12,000 men. ciiinaI now MONEY WAS STOLEN FROM THE COLORED PEOPLE—PECKSNIFF HOWABD’s SKIRTS NOT CLEAR. Cinoinnatti, Juno 30th.—A special to tho Commercial says, the quarrel resulting from the recent trouble in the Howard University management, is likely to bring to light- tho secret history of the conoorn Prof. Langston, who hns been Acting President and Doan of the Law Depart ment, has just made a publication, which contains some rather startling disclosures. Ho says that from January, 1870, to De cember, 1870, tho institution borrowed money of tho Freedmen’s Savings Bank and other banks to the amount altogether of abont $9(5,000, which is still unpaid, nnd that for the past five years inroads have boon made upon the permanent cap ital of the University at the rate of $35,- 000 a your. He says that a majority of the trustooa are and have been members of tho Congregational Church of this city. Tho churoh is better known as the How ard Church, Gen. O. O. Howard having hocn instrumental in its orgauzation. This church has been a constant borrow er of the University. It now owes the latter Homo $12,000. On this the Univeei- ty receives but eight per oent. interest, while from a failure of tho trustees of the University to press for the collection of any part of the amount duo froiu tho church tho University has been compelled to borrow money at the rate of ten per cent, in terest. At tho sumo time tho Univorsity has paid tho churoh for tho use of the au- dionco room of tho churoh three times a yoar, $500 a for ton yoars (5,000) in ad- vancoof such use. Among other loans made by these Trustees of the funds of tbo University, was $5,000 to tho pastor of their own church, l)r. llankin, who Iiah paid one-half, of which payment $300 was the value. More of tho BAtne sort is promised. VIRGINIA. SUICIDE OF A PROMINENT VIRGINIA OFFOIAL —DEATH OF A MINISTER. Richmond, Va., Juno 30.—Col. Thomas S. DoWitt, for many years Secretary of the Board of Public Works of Virginia, aud Chief dork in Second Auditor’s Office, suicided early this morning, in tho par lor of his residence, by placing tho muz zle of a rifle in his mouth and firiug it, blowing his brains out. Deceased was about sixty yoars old and much esteemed in this community. He was a native of Now York Slate, a prominent Mason and Knight Templar. The doed was caused by general depression. Joromiuli Wolotz, minister of the So ciety of Friends, formerly of Philadel phia, died hero yosterday, aged oighty- two yoars. TROUBLE WITn SPAIN—FIGHT WITH SMUG GLER8—A CONSUL STRETCHES IIIS POWER. Tho Unitod Staton Consul General nt Shanghai, recently tried on American named Glover, in the Chiuoso service ns Commissioner of Customs, for damage oaused by his action in his official capacity under orderH of the ChiueHo Government. It is claimed that tiie Consular jurisdic tion was improperly exorcised. Americans Win Another Victory. Dublin, Juno 30.—Thero was shooting to-day at Dollymount, for tho Bponcor cup, free to all comers. Bruce, Yato, Dakin, GildorAhove, Ballord, Coleman, and Canfield of tho Amerioun Team, and all the members of the Irish Team and Shooting Club, took part. Cotton growing has been ruinously un profitable since 1870, nnd that is reason enough for the diminished production. In it disputed that the growing of cot tou has been unprofitable ? I am sure it will not bo by any ono who ia at all fa miliar with tho present oondition of the great majority of cotton planters or of their factors, who havo been sustaining them daring those years. Does auy one doubt the smaller planting since 1870, and point to the acreage estimates of the Agricultural Bureau in support of their theory? To such I answer, the liurenu undoubtedly does its host, but its means of information on tho Hubject of acreage is mcftgro aud crude even now, aud in 1870 they were still more so. They state thnt shoet copies of directions for approaching tho English coast, and of instructions issued by tho Eagle Compa ny were on board tho steamer, and both warn navigators oi the northerly current noar ochillys, and enjoin tho uae of tho load in thick weather. In opinion of tho court, tho solo cause of tho calamity was tho ontirc neglect of this precaution. Had they been used at eight or oven nine o'clock on the night of the disaster be fore the steamer's courso was altered, the orror in reckoning would have been dis covered.
