ATLANTA.
OKLEIIUATION OF JULY 4TII — SPEECH OF
HON. A. II. BTEPIIKNH.
Tho following dispatch failed to tench
this office:
Atlanta, July 4.—The colohratiou of
the 4th of July hero to-day called togeth
er tho largest ninns-mootiug niueo tho war.
(Mittens ami noldiers nil participated.
Gov. Smith piosidcd. lion. A. 11. 8te
phens, orator of the (luy, made a speech
two hours long. Tho Declaration of in
dependence was his theme, lie reviewed
the cuuhoh leading to American freedom,
and described the grand celebration bail
in J’hilmlolphia, July 4lh, 178‘J. lie
asked : Are these small matters to bring
forth on tiiiu occasion ? Fur from it.
They uro deep footprints of truth im
pressed on our curlier history, fixing the
character of our system of institutions,
which assertion can nover obliterate, ar
gument can never remove, time can nover
erase, and which wars can nover destroy.
They stick to the very imnamouts of the
primitive rocks of our political forma
tion, and only iiavo lo be dug up and
ahnwu w ith their unerring inscriptions to
utterly refute all false theories to the con
trary. This is the time and occasion to
exhibit at least a few of them. We should
over discriminate between principles of
government and tho acts of its adiuiuih-
tratiou ; entire devotion to tho one is not
at all inconsistent with stem opposition
to tho other. This is a centennial period.
Thu grand demonstrations in honor of
the one hundredth anniversary of tlio des
truction of tea at Boston, and tho buttles
of Concord, Lexington, Bunker Hill, uud
the Mecklenburg Declaration, which have
brought different sections into more bar
men ions accord, uro but a prelude to tho
celebration of the anniversary of tho dec
laration which is to como off next yoar in
l'hiladolphia. ‘ The question is mooted
whether wo shall bo represented in that
celebration. In reply I Hay with ull the
emphasis I can command, yes. What
more lilting occasion could bo planned
for tho gathering of tho people to consid
er the nature of their institutions and
contemplate their workings in the past,
especially when administered on the prin
ciples on which they wore founded." Mr.
Stephens closed with, “all honor now
aud forever to the men who, by their
deeds in tho council chamber and on bat
tlefields, achieved our indopondcuce, aud
like honor now and forever to tho princi
ples upon which that independence was
founded." Mr. Stephens was frequently
applaudod for his patriotic sentiments.
Hum ilie Currency lleen Contracted?
On tho ffOth of June, 18<»5, the total
amount of greenbacks and fractional notes
outstanding was, in round numbers,
$450,000,<h><>. iu the following October
tho whole amount of nutional bank notes
outstanding was, in round numbers,
$171,000,000. On tho 1st of October,
1SU5,therefore,the total amount of circula
ting medium of both kinds could not hnvo
boon $027,000,000 since the greenbacks
woro contracted between June and Octo
ber, and the national bank notes wero ex
panded after tho 1st of September. The
present amount of both kinds outstand
ing is about $740,000,000. There has,
Uierofore, been an expansion of $113,-
ooo, ooo, instead of a contraction of more
than one thousaud millions niueo Sep
tember 1, 1805, as stated by a number of
Feunsylvaiiians, of whom Pig Iron Kelley
is supposed to bo one, in their recently
published oull for a convention.—Nash-

A llnil mail inn Canon.
Now York Tribune’s Colorado Lcttor |
Probably tho most remarkable railroad
iu the United States, is that which con*
nects Golden City with Black liuwk, dis
tance 2L miles. It is a portion of tho
Colorado Central, which runs between
Denver and Black itawk. Tho entiro
length of the road is only 38 miles. Tho
tirst 17 miles aro oi tho usual gauge, aud
ordinary in theft character. For the re
mainder ot the distance tho gauge is 3
feet. Tho track is laid in Clear Creek
Canon, side by sidb with that stream,
which is very swift, deep and rocky.
Boforo tho railroad waa projected, the
creek covered almost the entire surface
or bed of the cation. On either side rise
to tho height of from 1,000 to 1,500 feet
the rugged, rocky peaks of the moun
tains. lo luy the road required tho most
extraordinary skill and courage. A por
tion of the bed had to bo formed by blast
ing the inmienso rocks and laying tho
truck on tho foundations thus obtained;
sometimes it was uecossary to turn tho
course of the streams somewhat—a most
dangerous undertaking—aud build a wall
of solid masonry upon which to lay tho
truck, and much of tho way, fo narrow
and precipitous is the cannon, it was nec
essary to blast tho overhanging rocks, so
that room for evou the threo foot cars
might be obtained.
The grade of this road is ns romarkablo
as the roiul itself. The distance fioiu
one ond of tho canon to tho other, as
stated before, is twenty-one miles. Thu
grade iu that distance rises 3,000 foot, au
average of about 150 feet to tho inilo.
But in some places, for miles together,
the grade is from 250 to 275 feet to the
mile, which is said by railroad officers to
bo tlio heaviest grade in tho world, and
tho short curves which tho spurs oi the
mountains make necessary would hardly
be credited wero their proportions nmdo
known. Home idea may be obtained
from the fuel that not 100 conseeutivo
yards of road through this cauon is laid
straight lino. Tho rail is vory
light, and although there are twenty-
ouo miles of it, it is the opinion
of Proi. ilill, of whum I shall speak here
after, thut the distance between Golden
Oily uud Black liuwk, if laid in a straight
line, would bo only twelve or fifteen milos.
Prof. Hill says < he road through the canon
cost $40,000 a mile. It is certainly the
most picturesque and romarkablo road iu
tho country, running us it does beside a
marvelously rapid and turbulent streuiu,
and between spurs of the ltoeky Moun
tains, whose ragged peaks are lost iu the
clouds. Tho road is new, and the stock is
owned, it is said, principally in Boston.
Over this road is transported tho product
of tho principal mining district iu Golo-
rado, the centre of which is tho place at
which 1 dale this letter.
From Black Hawk, tho toraiiuusof tho
road, to Novadu, another mining town,
a distance of about throe or four miles,
there is along tho gulch betwoon the
mountains a liuu of holmes aud milieu.
There aro three post offices and three
distinguished villages or citios—Bluck
Hawk, Central City and Nevada (Balyl
Mountain Post Office.) Black liuwk has
population of from 1,500 to 2,000.
Ooutial City a population of about 5,000,
and Nevada about 1,000 or 1,200. All
threo are called “citios,” of course,
after tho niuunor of tlio Western coun
try. Thcso cities aro litcrully built
upon foundations of gold. Tho iuuuu
tuius on either side aro thickly honey
combed with mines, the mouths of which
in the distance look liko a monster city
of prario dogs, ho near together aro they.
It is a favorite Baying of tho people horo
that this is tho city of the promised land,
,nd thut it is tho only ono known by nmn
to be paved with gold. If you ask for an
oxpluuutiou you uro told that ore and
“pay dirt" have been carted over tho one
street for fifteen years, and that tho oro
nml dirt have shaken through tho wagons
and boon crushed upon tho stroot, leaving
tho gold uugathured. Most of the mill:
and smelting works are at Black Hawk
and thus most of tho ore in carted over
the streets.

tho entire Carlist force iu Valencia uud

direction oi Burbustro. It is believed
that ho is going to Urgol, but as he lacks

is free of mountains aud full of liberals,
it will bo impossible for him to roumiu

kilometres in one day. Their Right libe

ing editorial article, sumnmriiztig the
military aud political situation in Spain,
gives a gloomy view of the Alfonsoists,
cause, and says tlio rocont minor successes

tho rovorses elsewhere. Tlio Carlists
seem about to bogin a forward march.
All tho blight hopes that Alfouso brought
Spain have vanished, llis host generals
are loss active than heretofore. They
havo mot defeat instoad of victory.
Tho King has not boon more success
ful. In Madrid ho has failed to satisfy
tlio Church. Ho hits enraged tho Liber
als, hence his ministry seems ready to
try the effect of ns much religious tolera
tion as will permit Protestants to worship
in tho back streets ; but such concessions
will disgust tho clerical, aiul not satisfy

ENGLISH PARLIAMENT—DISCUSSION IN RE
GARD to Russia’s intention of attack
ing INDIA.
London, July 7.—In tlio liouso of
Commons C«q»l. Buillio called attention
to tho progress of Russia in Central
Asia, which was such as to furnish hor
with every facility for attacking India.
1I» warned tho Government iq’iimst in
difference in tho danger pointed out.
Russia’s brooches of promiso in. the past
was repeated, lie deprecated Filmland's
entering into entangling engagements
with Russia, and urged strengthening
of English influence in Afghanistan,
for which purpose the visit of tho
Prince of Wulus to Indiu afforded
favorable opportunity Ho closed by
asking for tho production of papers
rolativo to tho occupation of Khiva.
Mr. Jlanhtiry, member from Tuumorth,
seconded tho motion.
Hon. Mr. Bourko, Under Becrotary for
tho Foreign Department, replied that
all papers in regard to Khiva had boon
laid beforo tho liouso. Other communi
cations on tho whole quostion of Cen
tral Asia had boon exchanged Ho
was finre when they wore produced
the House anti country would approve tho
course of the Government aud recognizo
tho spirit of friendliness which character
ized tho ontiro correspondence. Nobody
could deny that Russia bud broken hor
engagements with regard to Khiva. Ho
would not discuss this subject for obvious
roasous. Both Ku.wia uud Groat Britain
ought to recognizo tho interest they have
in maintaining a reasonable distance be
tween their respective frontiers iu Asia.
Tho English Government was fully aware
of tho dunger attending an ad
vance of froutior of either pow
er. The Government did not think
an arrangement setting off and
