Red Cloud’s Speech.—There was some
thing earnestly patbetio in Red Cloud'
speech to the President last week. One
is almost inolined to take him fully at his
word, with the belief that he will in time
make a very excellent American oitizen,
He said:
“Great Father, look at me. In behalf
of my people I have come to see you
again. This is the fourth time I have
been here. My people say to-day that
they want to walk in the broad road,
that they may grow and prosper like the
white people. God Almighty made the
earth for us and everybody. There are
good streams and good land. I wish you
would piok me a good place to raise my
children. The Great Father advised
me to pick the place where I live
present. My wiBb is to have every
thing for farming, inolnding stock of all
kinds, mowing machines and plows, nnd
I should like to have a school, so that my
ohildren may learn to read and write,
that they may know as much as the
whites. I aui only an Indian, and don't
know how to read or write, and know
nothing about the telegraph. I should
like to have a man to write for me when
ever I have anything to say. I don't
for horses; I have plenty; but I want
wagons to do my work. I feel the same
for my family as you do for yours, and
would like to raise them in the same
way. That is the reason why I ask you
for a wide road. I don't want to go to
the Missouri river; there is too much
whiskey there. If I go there I will come
to nothing at all. In winter the river
freezes up, and we oan't get our supplies.
I want to live well where I am.”
He doesn’t want to go to the new Mis
souri river location, “because there is too
much whiskey there."

SHATTER AND BULLI8 BEOBOSS WITH THEIR
COMMANDS.
Galveston, Oct. 2.—There Is no truth
in the reports telegraphed from the Rio
Grande yesterday, that Sbafter’s and Bul
bs’ commands had met with a disaster in
Uexico. Both commands have returned
the American Bide of the river without
loss. The expedition was unsuccessful,
owing to the fact that the Indians had
been warned of Bu1Hb’ pursuit and ess
oaped. Twelve horses and two mules,
which had been stolen from the American
side of the river, were recaptured. A small
body of Mexican cavalry kept upon the
trail and in sight of the command during
their march from the Ban Diego river to
the Rio Grande, bnt msde no offensive
demonstrations.
chapter's official report.
Colonel Shaffer's official report of the
late raid into Mexioo is as follows :
Crossing of the Rio Grande, \
Ootober 1, 1877.)
To Adjutant General Taylor, San Anto
nio :
On Wednesday, September 26, infor
mation having been received of the loca
tion of the camp of Lipan Indians, acting
under previous instructions, Lieutenant
Bulbs, with a detachment of GO cavalry
under Lieutenant Fhelps, and of the
Tenth Cavalry under Lieutenant Lay-
burn, and the Seminole scouts, 91 men in
all, orossed the Rio Grande and started
for the oamp. On Thursday night they
reaobed the vicinity of Remolino, where
BuIUb expected to meet an Indian trader,
with whom arrangements had been made
to oonduet him to the oamp. The Mexi
can who had agreed to guide Bulbs to the
camp had notified the Indians that Bulbs
was in pursuit of them,so all property that
was not disposed of was destroyed. Four
squaws and one boy were captured,
with twelve horses and two mules. I was
Lieutenant Bulbs' camp on the Rio
Grande when he started, and as the In
dian oamp was reported to have forty
men, and was dose to a town with Mexi
can soldiers in it. I notified him, I would
bo with a force of cavalry at the head of
the San Diego on Saturday morning, so
as to help him on in oase he bad any
wonndod. On the night of the 28th I
crossed with Seven companies, reaching
the head of the San Diego about 10 o'olook.
remained there all day and night, and
learned that Lieut. Bulbs had come dur
ing the night and oarnped about two miles
higher np the stream. Discovering a
party of from fifty to seventy-five Mexi
can cavalry following towards the bend
of the river on bis trail, a bngle
call was sounded and in a few minutes
Lientenant Bulbs made his appear-
anoe, he having discovered them at
the same time I did. He started for
the Rio Grande in haste. My oompanics
were soon formed, and the line of march
was taken np on onr return, one company
of cavalry being pnt ont in the direction
of the Mexicans as a rear guard. As the
Mexicans were about a mile distant and
made no effort to interfere with us and
being insignificant in numbers as com
pared with my own force, I did not feel
authorized to attack them. They followed
in onr rear for a few miles, and then dis
appeared. The horses and mules cap
tured are nearly all American stock. Some
belong near Fort Clark, and were oap-
tnred last winter. I crossed about 1 A.
M., at the point whence Lieut. Bulbs start,
ed op bis scout, half-way between the
Pecos and Devil’s river.

The Moth Scandal.
Mr. Donn Piatt, over bis own signa
ture, charges that Col. ltnfas Ingalls was
in the pay of Cowles & |Brega, of moth
oontract notoriety. Cowles & Brega bad
some patent moth process for preserving
goods and clothing, which was alleged to
l)e valueless, but which through the influ
ence of Colonel Ingalls and General Mar-
cy as Chairman of the Army Board, ap* k
pointed to inquire into its merits, was
adopted by the Government. Mr. Piatt
charges that both Ingalls and Maroy re
ceived a money consideration for their
action, and ho asserts that he iB ready to
submit the proofs. The matter of this
moth contract was investigated by a oom-
mitiee of the last House of liepresenta-
tives, but there was no practical result,
although the suspicions of corruption
w^oh were very generally entertained
were not allayed. Mr. Piatt calls upon
the War Department and the grand jury
of the District to investigate the matter,
and it is proper that both should
respond to his demand. In addition
to whatever may result from such
notion the House will very probably at
the ensuing session raise another com
mittee of investigation, as it is believed
that facts whioh were not attainable be
fore may now be gotten at. General Marcy
is father-in-law of General McClellan.
There are many both in and out of the
army who still believe that be did not
knowingly act in an improper manner,
and they will require more than mere
circumstantial proof before they change
their opinions as to Colonel Ingalls. He
has the misfortune to have drifted into
that famed ring of satellites which bung
on to the Grant administration, whose
oentre was associated with jobs and cor
ruption, and whose revolutions around
that centre were always couoentrio and
never eooentrio. At the time that Quar
termaster-General Meigs was shoved out
of his place and General Ingalls installed
much acrimonious comment ooourred, and
its effects have not been dissipated by
time. He does not, therefore, hold so
favorable a position as General Marcy.--
