Washington, February 5.—Capt.
Owen Finnegan, of Mobile, bus se
cured a contract for a semi-weekly
mull service from Mobile to Selma,
on the Alubama river, to take effect
from the 9th instant.

Bills Introduced—Proposed Relief for
Chinese Famine—House Passes Bill
to Try the Logmen at Once.
NKNATE.
Washington, February 6.—Conk-
ling said he liadrecelveda largo num
ber of petitions from citizens in many
counties of New York in favor of re
monetization of silver. He observed
tliut these petitions were all printed
in one and the same form, and were
tlie product of organized effort. He
denied that they represented the
opinion or conviction of the people of
the State of New York on the silver
ouestion. Among the petitioners he
found a writing below the print
ed mntter, and it wus signed by
sixty citizens of Montgomery, Orange
county, New York. He then rend
the note referred to, in which they
denounce the effort to remonetize sil
ver, and regard those engaged in that
effort as being hulf Idiot and half
knuve. Resuming his remarks, Mr.
Conkling said lie thought it proper
tliut those sixty persons should lie
heard against remonetization as well
as the larger number in favor there
of. Petitions were all referred to the
committee on iinance.
Eaton spoke in opposition to the
silver bill.

Washington, Feb. 5.—Conkling
presented a petition signed by a large
number of prominent citizens of New
York, in regard to famine and suffer
ing in Northern China, and suggest
ing that a commission be appointed
from residents of China, to act in con
cert with tlie U. H. Minister, in pro
curing and distributing relief. They
all suggest that the unexpended bal
ance of tlie money received from
China in 1860, be ussd (o relieve tlie
sufferers.

Knott, of Kentucky, from tlie judi
ciary committee, reported back the
bill Introduced yesterday by Hooker,
of Mississippi, authorizing the hold
ing of a special term of the United
States Circuit Court, for tlie Southern
District of Mississippi, at Scranton,
in Jackson county, on the second
Monday of March, for the trial of
causes arising out of ulleged depreda
tions on the government timber
lands. After discussion the bill was
passed, by 139 to 102.

Washington, February 6.—Objec
tions were made to Hooker’s bill that
this trial of tlie cases in tlie inimedi
ate vicinity of tlie accused would lead
to tlie cmpannelliug of partial jurors
whose sympathies would lie witli tlie
defendants.
The answer to that was that tlie
court might direct tlie summoning of
jurors from other parts of tlie district.
Hooker, of Mississippi, described
tho utter prostration of business which
had attended tlie seizure of tlie logs
and mills in that region, tlie aggre-
gatebusinessof which mills amounted
to some tour million dollars a year.
They had all been stopped through
tlie uction of tlie Government, and
the vessels engaged in the carrying
trade there had been left idle or had
gone into other business.
Frye, of Maine, a member of tlie
judiciary committee adhered to tlicbill
us a measure of justice to tlie Govern
ment and of justice to tlie mill own
ers.
Foster, of New York, opposed tlie
bill as being in tlie interest of timber
thieves. They were no better than
any other kind of thieves. It might
as’ well be proposed to have the
courts for tlie trial of whiskey thieves
removed to tlie distilleries. There
was just us much sense in tlie one
proposition as in the other.
Stephens, of Georgia, suggested
tliut the ollieers of tlie Government
could not possibly complain of tlie
bill. They could ask nothing else
than a speedy, and fair trial and jus
tice.
Reed, of Maine, asked Knott wheth
er it was not a universal principle of
law to remove trials from places
where excitement existed, and wheth
er tills bill did not, in defiance of tliut
principle, propose to send these cases
for trial to tlie very place where tlie
disturbing influence existed.
Knott replied that the United Stntes
Circuit Court had tlie right to remove
the trial of criminal causes nearer to
tlie vicinage of tlie crime, and tliut in
several of tlie circuits tlie same right
existed as to civil causes.
Finally tlie bill was passed. Yeas

resumption act, was adopted by a
party vote, tlie Democrats voting in
the atlirmntive and tlie Republicans
in tlie negative.
BANK SUIT.
York VI. Hi. Louis.
B’r. Louis, Feb. 6.—'The parties rep
resenting the National Bank of Com
merce,of New York, entered asuit to
day against the National Bank of the
State of Missouri for tlie recovery of
$1,500,000. The petition recites an
agreement entered into by the two
constitutions on the 20th of Decem
ber, 1802, whereby tlie first national
bunk loaned the other $1,000,000 in
the form of a continuing loan in tills
amount $100,000 with interest is still
due. It is further claimed tliut the
St. Louis bank is in debt to tlie New
York bank in the sum of $500,000 for
money paid on its account up to the
date of its suspension. Another $500,-
000 is claimed for money loaned in
the course of bunking accommoda
tions to the date of suspension. The
State Bunk of Missouri is now in the
hands of a receiver.

Boston, Feb. 6.—The Mercantile
Savings Bank is enjoined from doing

$205,571 which will be absorbed by

Rumors of the indictment of Secre
tary Sherman and Stanley Matthews
anil others as accessories of the Lou
isiana Returning Board continue to he
circulated here, and appear to he be
lieved by some. In conversation with
your correspondent, to-night a promi
nent citizen of Louisiana in high offi
cial position, and who is in frequent
and intimate communication with
the State authorities, said that lie wus
entirely satisfied that no such action
lias been taken. It seems that the
members of the Returning Board have
not been indicted by the grand jury,
but tire being tried on complaint
and information lodged by the
Attorney General of tlie Slate.
The gentlemen above referred to
said that tlie extreme penalty for
the offense with which they are
charged is live years in tho peniten
tiary, and he thought if they were
convicted, of which there does not
seem to be much doubt, tlie full pen
alty of tlie law would he visited upon
them. He said the State authorities
believed that both Mr. Sherman and
Mr. Matthews were active aiders and
abettors of tlie Returning Board in
tlie violation of the- State laws, and
tiie most abundant proof of the fact
would lie produced during tlie pro
gress of tlie trial. If such proof were
not forthcoming tliut would be the
end of it so far as Messrs. Sherman
and Matthews were concerned, hut if
to the contrary, proceedings would
certainly be instituted against them
cither by indictment or by complaint
of the Attorney General of the State,
as in tliccase of the Returning Board
members. This matter lias been
much talked of among Senators and
members, and many of the Kepuli-
eans relish the impending develop
ments with much more gusto than do
Ihii Democrats.
Several Itenuliliean Senators said
to-duy they tlioiight every one of the
“visiting statesmen" of their party
who went to New Orleans after the
Presidential election ought to lie in-
dieted, and they would he gjail to see
it done. Curiosity was evinced us to
wliat reply Major Burke would make
to the second telegram from the re
doubtable William K. Chandler ask
ing him to produce tlie secret agree
ment, but it appears ho declines to
have any furthercorrespondenee with
him.
Some sensation und surprise lias
been caused here by the denial of
Major Burke as to the existence of
any such papers, as it lias generally
been accepted as a fact. A Mississip-
pi member of Congress said to your
correspondent that lie believed such a
paper was in existence, and that
Shijor Burke personally ussured him
of the fact.
