of population, and large numbers
who, unable to obtain employment,
aggregating consumers above pro
ducers, and thus occasions want

tlie case in Columbus. Our city is
located in tlie centre of an immense
agricultural region. Tlie New Kng-
land mills are not. Agriculture is
tlie basis of wealth. Our city will
always lie tlie attraction for a lucra
tive business. The growing popula
tion in tlie towns gives incentive
to tlie farmer to produce
more, for there is a greater
number to which to sell. Our his
tory proves that as our industries aug
ment, the commerce of Columbus en
hances. This is shown by the steady
advance year by year in tlie sales of
merchants. Though prices have
largely diminished, tlie total business
displays an unusul increase. This is
demonstrated by tlie sworn reports
submitted to the Inspection of Coun
cil. Tho standing of our merchants
is reported among tlie best. All this
has happened while flic manufacto
ries have been largely adding to their
capacity. They have wonderfully
helped tlie planters, for they alone
have taken for consumption tho past
six months some 0,000 bales of cotton.
Not alone has the manufacture of
cotton been Increased hut thebagging
mill, tlie Iron industries and other
establishments been forwarded. All
are going ahead In llie general up
ward movement, and new enterprises
are daily spoken of. lee making is
already provided for. The spirit dls
played by a few at first has spread to
many and Columbus is becoming
known throughout the United States
us a place of vim and pluck
where the advantages of the South
and her recuperative power have been
remarkably exhibited. This will at
tract capital, for success likes to min
gle witli its kind, and money follows
those towns where demonstration has
shown it can lie best employed, and
whose people are not afraid to invest
tlicir own funds. Tills eventually
will lead to a great diversity of inter
ests. Every house in Columbus is
occupied and more are being erected.

Our operatives are not among
those who seek obarity. As a rule

may yet own mills. Wo wish our
river wns lined witli factories and all
were sounding tlie merry notes of
busy life.
All tlie improvements made in
Columbus since Hie revolution can

these establishments. When tlie
city was in ruin the owners com
menced to rebuild. Their example
stimulated others and Inspired re
newed courage and confidence, and
Columbus has gone slowly hut stead
ily ahead, each year showing some
auvancemeiit. Tho corporation
made some investments which it
is now endeavoring to retrieve, but
in spite of these tlie progress has
been upward ami tlie future gleams
brighter than for years. Those who
will examine will find tlie impulse to
our prosperity and present position
was put in motion and lias been
chiclly maintained by those who
have established our manufactories.

tion bills have yet to tie passed by

finished by the House. Tlie Govern
ment can not exist without money,
and an extra session must be called
to provide the ways and means. If
the Democrats perisist in tlicir inten
tion of tucking oil an appropriation
bill the repeal of tlie test oatli for ju
ries and federul supervisors of
election, and the Republicans insist
on continuing in existence these
odious and oppressive laws, a called
session will lie tlie inevitable result.
Tlie present Congress expires on the

Democratic in both branches. If

The bills to vacate the old charter
of Mobile and to organize the port of
Mobile have passed Doth Houses and
become law.
Under the net to vacate the charter,
provision is made for tlie application
of tlie assets of tlie old corporation in
discharge of its debts. Three com
missioners, to he appointed by tlie
Governor, with tlie advice anil con
sent of the Senate, are to collect and
disburse tho assets. Their manner
of discharging the duty is to be di
rected and controlled by the Chancery
Court for Mobile. The commissioners
are authorized to compromise, com
pound and adjust all debts, claims
and demands, including past due
taxes, of every kind which, nt ttie
date of tlie passage of this act, existed
in fuvor of the city, on such terms
und ill such ninnner as having in
view the speedy collection of such
outstanding claims and tlie largest
possible reduction of tlie debt hereto
fore due from or now asserted against
the city, may seem to them best; niul
for the purpose, of so realizing the
assets nnd paying tlie debt, tho com
missioners and receivers, with tlie
leave of tlie Court of Chancery are au
thorized and empowored to sell,
on the best terms tliey can obtain, nil
the real and personal property which
may come to their hands as Commis
sioners under this net, nml not by
existtng laws exempt from sale, nml
so much and such parts or portions
of tlie claims and demands with tlie
collection of which tliey are charged,

The Commissioners are charged
with the duty ol opening communi
cation witli the holders of tlie funded
debt of tlie city In relation to the
same, and with a view to tlie adjust
ment thereof, nnd its settlement; nnd
for that purpose are to conduct nego
tiations with tlie creditors to tlie end
Hint proper legislation may be enact
ed to secure at tlie same time and
consistently with each other, tlie
protection of tlie life, property, secu
rity and iience of the citizens of tlie
territory of late governed by the mu
nicipal organization of the city of
Mobile, and the payment, to the
utmost extent practicable, of tlie
just debt of the city. They
arc to make report to tlie Governor
of tlie State, to lie laid before the
General Assembly at Its next term,
of the result of 'their said negotia
tions, together with tlie draft of such
act for their consideration, as in the
judgment of said Commissioners nifty
lie required to carry into effect any
scheme of adjustment tliey limy
recommend, and secure tlie object
herein declared; ami upon the pas
sage of such net tliey shall apply to
tlie Court of Chancery for such prop-
er orders and decrees as may be nec
essary to secure tlie application of tlie
assets under its jurisdiction und con
trol to the use and purpose which
may be agreed upon, and be declared
by the act to carry such agreement
into operation and effect.
This much for tlie Commissioners.
The net to incorporate tlie Port of
Mobile is familiar to our readers. Tlie
boundaries of tlie port have been
changed in some respects by the Leg
islature from those originally sug
gested, but to what extent we ure not
informed. Fight Commissioners are
to be elected by Hie poople, one from
each ward, to manage the Port, There
is to lie n President of tlie Hoard, a
Clerk and a Tax Colleotor, and such
police otlleers as may be necessary.
The duties and powers of the Hoard
are very like those of a city council.
Looking at it carefully, like good old
Polonius, we would say that it lias
tlie shape of a city weasel aud is
backed very like a city council.
To defray the expenses of police
management the Hoard is authorized
nnd empowered to lay and collect for
each year of its existence, upon all
real and personal property and all
subjects of [State taxation within said
Port of Mobile (except the subjects
enumerated in paragraph 1 of sec
tion 300 of the Code of Ala
bama, and except the tux levied on
polls), a tax not exceeding six-tenths
of one per centum of the value of
sin'll property or subject of taxation
assessed for State tuxution during the
year preceding that for which said
Police Hoard may assess und kiv tlie
tax above provided for; provided,
that where the personal property of
any person does not exceed one hun
dred nnd fifty dollars and his real es
tate does not exceed two hundred
dollars, such property shall be exempt
from taxation.
It is gratifying to know, also, that
tlie licenses are greatly reduced un
der tills net.
The passage of these two acts are a
great relief to our people, and by the
reduction of expenses of municipal
government must eventually redound
to the interest of our creditors and to
tlie i-o-estahlishnieiit of our credit.

tin-lie paper and camphor, treated

A ratiier common imuression that it
contains gun-cotton is a mistake,
which arises from confounding it
with collodion. Celluloid, it is said,
is entirely non-explosive, and burns
only wii'en in direct eontm-t with
flame. When crude it looks like a
transparent gum, amt its color is a
light yellow brown. 11 can be made
as h ud as ivory, but is alwnys elas
tic, and can lie readily moulded Into
every conceivable form. With equal
ease it can lie colored in any tint de
sired, the dye running through the
entire substance, amt being, there
