DEMOCRATIC CAl'CDSES.
An adjourned meeting of tlie cau
cus of Democratic Senators was held
this morning, in which there was
further discussion concerning the
propased efforts to obtain by amend
ments to the appropriation hill a re
peal of-'tlic laws authorizing the ap
pointment of Federal supervisors of
elections and prescribing test oaths
for jurors, and u modification of the
law in regard to the mode of drawing
jurors. Although no nclibn was
reached, the sentiment of the
caucus was almost wholly in
favor of providing for tlie repeal
of the test oaths sections in the mini-
Her indicated. At the joint Demo-
• eratio caucus held in the House on
; Mondny night, the questions whether
it would l'e proper to attach the prop
ositions referring to the drawing of
juries and the amendment for the
repeal of the election law to an ap
propriation bill were very generally
discussed, ami the prevalent opinion
was opposed to such action. The
statement with reference to the
previous joint caucus being conclusive
as regards the measures in question,
is said by prominent Democratic Sen
ators to be exaggerated, us certain
resolutions were introduced at Hint
meeting which could not be expected
to bo binding upon Senators, and
furthermore that they were not so
4 intended. The final question as to
what course is most practical to lie
pursued will probably be determined
at afuture caucus. The action of the
House in disposing of these matters
dually will have considerable iuilu-
cuce as to how Democratic members
of the Senate will act.

Washington, February 1L—The
Menute committee on railways heard
to-day the argument of Mr. Relff, of
the American Automatic Telegraph
Company, who spoke in f'avoy of the
proposed bill for authorizing railroad
lompanics to open telegraph lines for

public service, and said the bill coil
rerred no additional rights, but raised
questions as to the power of the
Western Union to make exclusive
contracts.
Mr. Lowery replied for the Western
Union, conienuing that the bill
is prompted by the defeated liti
gants and disappointed compet
itors of his company, and intended
to start them in business. If the bill
passed, railroads would absorb all the
telegraph lines and heednie a still
greater monopoly. At present they
fixed the prices "of farmers' produce,
and if they transmitted his commer
cial communications, they would
control his business altogether. Mr.
Lowery will conclude his argument,
to-morrow with special reference to
the company’s contracts, ami Mr.
•Hlnionton, (if the New Fork Associ
ated Press, will state before the com
mittee his company's relation to the
Western Union.
Thecommittee on ways and means
will to-morrow consider the letter of
Secretory Sherman, addressed to
Representative Atkins, on the sub
ject of legislation to supply a sutll-
cleney of means to meet the expendi
tures of the next llscal year, esti
mates having been increased by the
act to pav arrearages of pensions.
'The House committee on Indian
affairs decided this morning to report
to tiie- House -after considerable
amendments the hilt to authorize
the Secretary of the Interior to allot
land in severalty to the Indians resi
ding on the reservations within the
United States and to issue patents
therefor.

SHIPWRECK.
The United States Consul at Dub
lin reports the shipwreck of the
United States brig Don Quixoto.on
the Gaioway coast. The; brig left

of December, ami was lost on the
HOtli. Captain Yorke, Chief Mate
Masters and Second Maty Lunt were
washed overboard during the heavy
gale. On the JJtli of January the
vessel went -ashore on the rocks off
tlie Isles of Arran. The remainder
of tlie crew were saved.

can ship Fanny 1,. Kennedy, from
New York, was stranded on the
Wexf.ird coast. No lives lost.

Washington, Feb. H.—Tlie select
committee of the Senate appointed at
the instance of Senator Matthews for
the purpose ol inquiring into bis con
nection with alleged election frauds
have made public tlie testimony of that
gentleman given several days ago.
On appearing before the committee
tlie Senator said lie did not deem it
necessary for his vindication, that
Anderson should tie compelled to at
tend. Being sworn, he said, with a
view of enabling theconnnittee right
fully to understand ills relation to
the whole subject, it was necessary
he made a statement in reference to
i his visit to New Orleans in Novem
ber, lHTii at the .request of Grant to
witness, with other gentlemen, the

tors. In answer to a question as to

not desire to call any witnesses at

Liverpool, February 14—At a
meeting of the Llver|iool health com
mittee yesterday the town clerk stat
ed that a recent order of the Privy

certainly would not vote for any Ata-
bauia cluim wherein loyalty was set
up.
Butler, of Massachusetts, expressed
ids views on the war claims. So

for damages done during tlie war, so
long would there be a misunder
standing between tlie sections of the
Union, liotli sides desired that “by
gones should lie liy-gones,” and that
all about the war should be forgotten.
There was one thing, however,
which could not lie forgotten, and
that was the valor and patriotism
of those who fought for tlie
Union In the hour of its direst
peril. Nor would the bravery
and earnestness, he might say,
loyalty to tlie cause which they es
poused of those who fought on" the
other side, lie forgotten. He was wil
ling that tlie States should lie put
upon tlie same ground that tlie
Fathers of the Republic hud put
them upon in the war of the revolu
tion by assuming their debts for rais
ing and recruiting troops, and after
that let no claim arise out of the war

abled soldiers; and with that de
termination on the part of (tie people
of the country, both SJorth and South,

the bill, as a war cluim for the use of
damages to property in tin insurrec

Aiken, ok,South Carolina, declared
himself opposed to all Southern
war claims. He was glad to hear
that some members on tlie Republi
can side were liberul enough to vote
compensation for damages to relig
ious, educational and eleemosiimry
institutions at tlie South. For him
self, his independence would not
allow him to do even tliut. The
Southern people should go I Kick to
lirst principles, and go to work
and rebuild such institutions them
selves. They had risked everything

to be placed in the attitude of favor
ing claims for which they had no
sympathy.

Cotton Situation.—The upward Impulse
has not yet disappeared. How long It may
continue, or whether higher figures will la*
reached, nil ean speculate for themselves,
nur weeks receipts have doubled those of
the same period last year, hut the stock
since last Friday’s report has decreased 1,011
hales. Stilus have been larger, mostly for
export. Weather remains pleasant and
favorable to farming. To-night the atmos

\V. K. Parker, a merchant ut Greens
boro, North Carolina, was knocked
down and robbed near ids home last
night, and died from liis injuries to
day. Joe Mendenhall lias been ar
rested on suspicion of the murder,
and is threatened with lynching.
Raleigh, N. C., February 14 —
John F.dwards, tlie murderer of
Rader J. liallard, a peaceful eltlxon
of Job.iston oounty, North Carolina,
on tlie 9th of October last,was hanged
to-day In Smith Held, Johnston coun
ty. His execution was ordered for
January 17th, but a respite had been
obtained.
