lector Merritt, of New York, Is the
purest humbug compared with the
late actions of the do facto and his
abinet, so-called. He tells Merritt
he wants the office conducted on
strict business principles, and re
minds him of previous circulars and
letters. All this reads well in print,
hut the first parties to violate the
civil service rules were Hayes and
his crowd. The difficulties with ex
Collector Arthur arose from the fact
that the lutter would not appoint
men to office at the suggestion of the
acting President and his advisers.
Mr. Hayes lins rewarded all the re
turning lsiarders, lie gave u valuable
consulship to tho man who stole and
burned the Republican cipher dis
patches, has removed man after man
to give place to Ids favorites. Now
this dolefully virtuous composition is
given to the press agent to be tele
graphed all over the country. YVhut
a thorough fraud It all is.
Mr. Hayes is the most consumate
hypocrite that lias ever been ruled
even by John Hherman. He ostensi
bly makes a rule, then deliberately
violates it. He Is proven such by the
cipher disclosures. There is no doubt
he and the rest connived at tho spir
iting away of the Republican tele
grams. Tho man who purloined
them is consul to Cologne. Neither
is there any doubt of the fact that the
votes of Louisiana, of Florida, and of
Booth Carolina wore for sale. The
Republicans got them and the Dem
ocrats did not get them. That the Re
publicans bought a part or all these
votes will hardly ho doubted by any
sane man. That the persons who
consummated the disgraceful trans
action have been rewarded hy Mr.
Hayes for their corrupt work is a fact
of history. Hy the action of Mr.
Hayes in tills matter lie has become
]>articr))n criiiiinin after tho fact,
however Innocent ho might have
been before it. He lias sealed the
villainy hy ids own “image and
superscription,” and lias thereby
contributed, in the most public and
official manner, to the degradation of
politics and the corruption of the
ballot. History will brand him with
the guilt which lie sanctibued and
confirmed.

From Mr. A. J. Twiggs, we learn
that Plmonti, the Italian who was
convicted of attempting to murder
Joseph Guiffrlda, with a hatchet, and
sentenced to ten years at hard labor
in the penitentiary, refuses to work
and has eaten nothing since last
Monday morning. At that time he
ate a hearty breakfast and worked
afterwards for ubout ten minutes, but
then threw down the spade and de
clared that he would work no more,
lie was tied up and severely whipped,
hut this had no effect whatever. He
laughed during the infliction of
the punishment and told ms
guards it was no use. He
was flogged a second and a third
time, hut witli the same result. Mr.
Twiggs, seeing that Pimonti was de
termined in his course and and that
punishment availed nothing, told the
keeper not to whip him any more.
He says that he does not intend to
eat again unless he is given a new
trial. He is getting very weak, and
canirot live much longer if he perse-
veres. Mr. Twiggs asked him r ri-
day afternoon if he did not suffer
from hunger. “No,” he said, “hurt
first three days; very nice now
nothing no hurt me.” Then, picking

men regret the matter, which is proba
bly ended.

dents, who have studied the lust cen
sus reports, the election returns, tfie
movements of population from State
to State and immigration statistics,
conclude that, in 1880, our popula
tion will number 47,058,371. If the
basis of representation remains un
changed and no new States are ad
mitted, the increase in members of
(’ongress will lie 00. The only States
whose representation will remain un
hanged are Uolorado, Connecticut,
Delaware, Florida, Louisiana,
Maine, Nevada, New Hampshire,
Rhode Island and South
Carolina. After the next ap
pointment, the national House
of Representatives will consist of 350
members and the electoral college of
435—*J78 coming from the North, and
thus sensibly diminishing the power
of the “solid South.” The New Kn-
gland States will gain one member,
the Middle States 10, the Western 32.
the Southern 10 and the Pacific States
4, or an aggregate of 47 to the North
and 10 to the South. Minnesota,
Kansas and Texas show the most
rapid growth, and It is probable that
the last named State will be entitled
to 10 members of Congress by the end
of next year. The 4tli of July orators
will not have renewed occasion
put out the fact that “we are a great
country.”
The eulogies of Cox, of New York
and Fryo, of Maine, delivered in tho

tion ho said that if members of both
sides could be brought more into per
sonal and social contact than the de
mands of thoir constituencies on their
time would allow, that tho sectional
fooling would soon ho obliterated. He
said that tho war, in bringing men of
both sections into close though dospo-
rate relations, had uiudo each have a
more kindly and appreciative feeling
for the other. The great gulf between
tho peoplo of the two sections he
thought was more imaginary than real.
Cassius M Clay made himself a candi
date for oflleo on an abolition platform
and was billed for a speech at Frank
fort. Young Blaine declared ho would
reply to him, and a gentleman now
living loaned him ten dollars to pay his
expenses. History doesn’t say w hether
ho answered Clay or not, but tho party
who loatiod the money says ho still has
tho plumed knight’s promiHHory note.

The Rev Henry Ward Beecher de
mands a national conscience. Some
thing of that kind would till a want
long felt in this country, but it is im
possible to got a national conscience
mado to order in a day, and if that

Ho insists that lie didn’t have a fair
trial: that lie had two "provers” who
would have sworn that Guifi'rida had
threatened to kill him on sight. He
says that he doesn’t mind working
ten years, but that a negro named
Williams, who was convicted of lar
ceny at the same term of the court,
was only sentenced to four years.
This he contends was not right, as
the negro’s crime was far worse than
Ids. He is under the impression that
if he were sent to Atlanta he would
get another trial. Mr. Twiggs told
ldm if lie would eat he would write
to (lie Governor, but Pimonti only
smiled and said : “Well, you write.
Mo live five or six days longer.”
"But,” said Mr Twiggs, "you may be
dead when the answer gets back,”
“Then,” replied Pimonti, “you write
to magistrate (Governor) and tell him
man dead; take no more trouble.”
Mr Twiggs says it is undoubtedly cer
tain that lie has not eaten a morsel
since Monday morning. He is not
at all violent and gives no trouble be
yond Ids refusal to eat or work.
Whenever told that he must go to
work, he shrugs Ids shoulders and
says : “ Bring de strap, meaning that

cold water upon Mr. \Vindent's colored
emigration scheme. Douglass is by all
odds, the most eminent man of his
race, and tho most experienced in the
ways of politicians. “Where,” he
asked his colored auditors, arc we to
emigrate without taking ourselves
along?” He said ho could remember
the day when Massachusetts was as
Mississippi is now reported to be, so
far as the negro race is concerned.
Douglass treated the subject liken phy-
losopher, and the whole teifor or
his discourse was to impress
upon the colored people the
fact that in the struggle for existence
they must take thdr chances with the
rest, ami to open their eves to the real
ities and reaposibiltties of their situa

The excessive corpulency of a Cer
tain United States Senator has long
been the butt of editorial wit and
spicy ban mots from the pens of
Washington correspondents. Few
persons nave suspected that his ol>-
seity was a disease, and liable to
prove fatal. Yet this is the sad fact.
