admit it was by his vote that Qen.

was in New York, however, that it
was polled and not in tlie south. The
most vigorous stalwarts are now con
vinced they made a groat mistake,for
the tables have been turned against
them and that which they did to per
petuate their authority has been used
to advance the strength of their op
ponents.
Judge Tourgee, author of the much
talked of “Fool’s Revenge” in the
North American Review, after quot--
jug from the Htatlstics of 1870, and
giving certain per centages of illiter
acy, Jn which he says in the south
thereare304,000illlterate white voters
aud 819,000 colored, comments as fol
lows:
The sixteen southern atalOH con
tain about one-third of our voting pop-
lation, and almost three-tourlhs of
illiteiacv.
Forty-live per cent, of tho voters
f the southern states are unable to
read their ballot".
3. The illiteracy of the sonth, plus
x por oent. of its literate voters, can
exercise the entire power of those
stales.
4. If this illiterate vote be neutral
ised, by force or fraud, a majority of
tho intelligent voters, or twenty-eight
per cent, of tho entire vote of thoae
states, will exercise their entire natlon-
‘ strength.
Those states have 138 electoral votos,
or, In othor words, thev exercise 72 per
nt. of the power necessary to choose
president or constitute a majority in
he bonso of representatives, and 84 per
oent. of a majority In the senate.
By reason of their ignotance, 45 por
cent, of the vetors of the south are una
ble:
1. To know what is their poliical
duty.
2. To be snre that their votes actually
represent their wishes.
3. To secure ti e c muting ol the bal
lots which they cast.
4. To protect themselves in tho exer
cise of their ballotorial privileges.
Judge Tourgee very truly con
cludes that “the question for the na
tion to answer is whether it can
all'ord to have three fourths of the
power necessary to oontrol the gov
ernment exercised by either igno
rance, or fraud, or violence.” The
question, says he, “is one above par
tisanship, as the safety of the nation
above party supremacy.”
To nono other than the republican
party is the couutry indebted for this
condition. They forced by one act
the ballot on over a million colored
people.
The design of Judge Tourgee’s pa
lter is to redeem republican folly as
far as possible and devote the fund
derived from the sale of public lands
to tho purposes of general education.
He argues well and suggests a plan
by which all obstacles ami objections
may be avoided, which, in brief, is
the payment of the fund direetly to
officers and teachers, on proof that
;hools free to ull have actually been
kept iu operation for a sped lied time,
and the appointment of inspectors,
who shall ascertain and report thq
status of each school.

Did any doubt exist about it before,
the lust rains have settled the ques
tion of gathering the cotton remain
ing in the Holds. All over the south
the weather has been as bad us in
this section, if not worse. The telo-
egrapli brings accounts of terrific
storms in the Mississippi Valley and
Texas. The staple cannot be gath
ered in such weather, and shortly
not any will be there to pick, an all
will be beaten from tho bolls. In the
great centres of trade and the
manufacturing centers the belief is
strong that tho present crop will he
over six million bales. Nothing but
facts will convince them of their er-

the New York Times gives the acre
age at sixteen millions, throe mil
lions more titan reported by the
agricultural bureau. It is claimed
this is uccordlng to fuller returns.
No matter whether it be true or not,
Midi statements have their effect, es
pecially when moneyed men believe
them. Continuous inclement weath
er aud lessened receipts may produce
a reaction, but just now the faith of
the northern buyer is plnued to tho
theory of a heavy crop, and tills
opinion is echoed in Europe. Per
haps it may be true. Ail have been
deceived for a number of seasons by
the alarm of a small crop, aud the
mind of the purchaser is now inclin
ed to tho opposite extreme. Wheth
er they will be convinced of their
error, if it is one, will soon become
apparent. At Columbus we have
had only two dear days this year,
aud elsewhere has exhibited an ap
pearance not more improving. One
thing is very evident, and that is if
the present season realizes six mil
lion bales, which we don’t believe it
can, there is no limit to the pro
duction of the staple, and th©
labor we now have can pick any
amount. If receipts fall off* now the
cause will be attributed to bad roads.

sition to the consolidation of ttie tele
graphic companies is wide and deep
spread. Attempt* are making In
New York to annul it by Injunctions
nnd suits. Several large exchanges
in different cities have protested
against the measure. The directors
of the companies have, however,
confirmed the agreement of th© lead
ers and the compact stands. The op
ponents are not idle. Congress is of
higher authority than Messrs. Gould
und Vanderbilt. Its aid lias been in
voked. The committee on post offices
and post roads, by a vote of seven to
one, lias resolved to report favorably
on Springer’i resolution to inquire
fully Into the advantage und feasi
bility of the government to establish
a postal telegraphy, said committee
to have the power to send for per
sons and papers. England has bad
such a system for years. It has been
self sustaining and has greatly cheap
ened communication. The less cost
per message is counterbalanced by
the greater number sent. The people
in this oountry have no protection
from a monopoly owned and con
trolled by a few men who use it at
will to fill their own pockets. Let
the government take charge of tele
graphic as well as mail communica
tion, and then the question of just
and reasonable rates will belong to
the people to settle.

The decrease for the poet year is

$27,000,000—thus showing an im
provement equal to 40 per cent, in
number, and a saving in losses by

The Ben Harrison in Indiana
elected to succeed senator McDonald,
is a grandson of president Harrison,

rency of the realm.

I do not think I have yet told you
of a new system to make hair grow
on the head, even at tho most ad
vanced age. It has beer tried on
persous over eighty or ninety years of
age, and has always succeeded as yet,
But it requires great patience and
time. Yota must rub tlie head for
half an hour every day, either morn
iugor evening, as you wish; then, if
vour head tie dry, rub it another half
hour witli a stimulating pomatum
If the head be moiat, rub into the
roots of the hair a stimulating wash
made of rum, quinine, cantharides,
etc., which any chemist will easily
aud cheaply make up for you. The
great thing is to rub, rub, rub the
head for fully half an hour before ap
plying the medicament ami for half
au hour afterward. Sometimes, after
one hundred hours, you may begi
to see the hair ready to shot up from
the most ivory-looking pate. The
hair grows slowly but surely, and
takes as many mouths to re-grow as
it took years to fall. Suppose, then
you lost your youthful locks twenty
years ago, it will take twenty months
tor it to grow again to its original
