administrator’s sale; to amend the

new charter for Opelika; to regulate
the practice in the circuit court of Bar
bour county; for relief of Daniel L.
Green and Rebecca Wester, of Cham
bers county; to regulate the transac
tion of business between connecting
railroads; to organize the state militia
and a large number of otheis which

Galveston, March 1.—Mounts and
his suit arrived yesterday at 3:25
a. in a special train. They were <

of the royal train a salute was tired by
the Galveston Artillery, and the ships
displayed their bunting. The oily

bill. The amendments increase the
mount in the bill $25,500 beyond what
was originally appiopriated by the
house. The salary of commissioner
f agriculture is increased to $5,000.
Fifteen thousand dollars is given lor

Cobb, of Indiana, submitted a con
feronee report upon the District ol
Columbia appropriation bill. The re
port states the committee has agreed to
most of the items of difference between
the houses, but that no agreement has
been reached on about a dozou amend
ments. The report was agreed to, and
further confereuco ordered.
Baker, Clyrner aud Wells were ap
pointed a conference committee ou the
fortification appropriation hill.
Springer, of Illinois, chairman
tho committee on electious, reported
resolutions in the contested eleetior
case from tbe third cougqa-ssional dis
trict of Louisiana, confirming tho right
of Acklen, sitting member, to tho seat.
Adopted.
The regular order was then demand
ed by Warner, of Ohio, who said that
he desired to go to the speaker’s desk
to take up the funding bill.
Thespeakor thereupon proceedei
call committees but no reports of im
portanee were submitted.
Tucker, of Virginia, at 12:10 moved
to proceed to business ou the speaker’s
table for the purpose of taking up the
funding bill.
Robesou, of New Jersey, called at
lentiou to the fact that the question o
consideration raised yesterday by Car
lisle, of Kentucky, was s ill undeeid
ed.
The speaker said that the apportion
ment bill had not been called up this
morning.
Price, of Iowa, thereupon called up
hat bid, and Carlisle immediately
raised a question of consideration.
Haskell, ol Kan.-as, moved to recom
mit the apportionment bill.

Cox asked if the gentlemen on the

Price demanded the regular order

Tho house refused to consider any of
them but much time was consumed by
those obstructive motions, the object
of which was to prevent the reaching
oi the funding bill.
At the conclusion of the unfinished
business, Robesou tried to filibuster
by rising to a privilege question aud
moving to suspend the ru.os and pass
a bill relating to the Canadian fisheries
question, but the speaker would not
recognize him for that purpose. Finally
the house agreed to proceed to theoon-
sideiatiou of busiuess ou the speaker's
table.
After disposing of several measures
which had pr.cedenre, the house at
last reached the funding bill which
was then read and passed by the
[•use.
McMi'lan, of Tennessee, moved to
concur in the senate amendments.
Conge*- raised points of order slid ap-
pealed from the decisions oi the chair
until Tucker moved for a recess,
stating that after the re e*>s ho would
the consideration of the bill to its
final passage.
The hou»e then took a recess until
8:30.
The house met at 8:30 and resumed
consideration of tho binding bill.
After several points of order by Con
ger were overruled by the the speaker,
ucker, ol Virginia, chairman ol the

amendments, in which concurrmce
was recommended, and on these

ment of the national bank circulation

Warner offered an amendment to be
proposed by Mills, of Toxas, as fol

treasury notes hereby authorized to
bo issued, the secretary oi the treasury
is hereby authorized and required to
issue United States notes under the
provisions of titles 38 and 39 of tho le-
lsei statutes, to an amount equal to
tho national circulation surrendered
pending and during tho process of re
funding under this act and uo more,
and said notes shall bo paid out in Lhe
current expenditures of the govern
merit, and kept as part of the paper cir-

THE PRESIDENT ELECT ARRIVED
Washington, March 1 —President
elect, Gai field and party arrived by
special train at 9 o’clock ibis morning.
In accordance with the request ot Gen
Garfield, no demonstration was made
upon his arrival. A special commit
tee appointed to receive him at the
