A great (juefllion before the country
now is civil service reform. It has
been discussed more, and acted upon
less,than any subject which has been
before the United Hta’es congress for
years. It has grown almost thread*
hare In discussion, anti yet there is
no reform. The offices of the gov
ernment, which arc legitimately tlie
property of the people, are used in all
sorts of ways to further the ends of
partisanship and to repay lavors to
those who work in the interest of Ihe
party. It is an old rule that to the
victor belong the spoils, ami all
things else being equal, it will
do very well to award the faithful
with the emolument*! of an office lor
which they are worthy and capable.
What the civil service demands at
this time, and at all other times, as
for that matter, are men in office en
dowed with practical knowledge and
the ability to um* it with an holiest,
faithful performance of the duties de
volving upon them.
This will be a subject that will again
agitate congress when it assembles,
and the people will look with much
Interest to see whether any steps will
be taken looking to this reform, or
whether It will be delayed for the
democratic cot gress, which will con
vene one year hence. The opportu
nity will now he given them to make
this reform as an atonement, in a
measure, for the outrageous character
of the legislation during the last ses
sion. We can think of nothing
that could he more graceful ami
becoming to a great body of
distinguished statesmen, who are to
lie on account of the ovils ami wick-
liiess that they have perpetrated up-
u the people. The bill Introduced
by Mr. remlleton, of Ohio, for the
Improvement of the civil service has
some very excellent points, ami,with
modifications and Improvements,
might obtain support from those who
have the best interest of the govern
ment at heart.
Hut, as this is likely to be the coin
ing question before congress, we liave
referred to it in order to nail attention
to another bill, which has been pre
pared by Hon. Amasa Noroross, of
MassaouBelts, and which will veiy
largely cover the proposed measure.
It is proposed as an amendment to
the constitution of the United Hlates,
which, when ratified by the legislu
ures of three-fourths of the several
states, shall he valid to all intents
and purposes as a part of the consti
tution. We give the entire text of
the hill by sections ami will speak
of it more at length at another time.
The following is the hill:
Mocllon 1. A national body shall b«
created to bo known as tho homo of
electors, which shall consist, of one
rom oach state, elected by the people
of the respective states. Eligibility for
a member of the house of electors shall
he tho same as members of the homo
ol representatives, and the term of
shall he lor six years. The house
of electors shall judge of election of Its
mouthers, and shall have power to ex
pel, suspend or oonsuto.
Hue. 2. The country shall be divided
Into postal districts, and the poslmast-
ors shall bo elected by the people of tho
respective districts, Huhjeoi to on
ation by the bouse ot olectors or by the
postmaster-general. All other civil of
ficers hn provided in artiote 2, section 2
f the constitution, except, members of
the cablnot, embassadors, other foreign
ministers, ami United Stales judges
hall bo elected, examined or continu

f electors shall make all rules govern

ninatlnuH of civil officers.
Section 3. Congress shall determine

make appointments of minor

of all civil officers not appointed by the
president as provided, shall be for the

enforce by appropiiate legislation the
provisions of tills article.

We have hoard but little expres
sion front the people or the pro
reference to the bill proposed by Mr,
Crenshaw for redtotrioting the state
but when mentioned it has been it
adverse critioism. The districts ar<
not only rendered even mote un
shapely than they are at preseut, blit
under its provision they aremucl
more inconveuient. The main
oentive that should prompt in this
matter seems to be disregarded, and
it would be exceedingly unfortunate
to theHtate were the bill to become
law. While we have no special
preference in the matter, we dislik
to see the state redistricted in a man
uer that will cause a deal of dissatis
faction which can easily be avoided,
Civil service reform is to be one of
the leading questions in the next
United States congress. Our offi
holders will find that they must co
to it, and they might as well get used
to it. Mr. Arthur will find that
trading official position as a matter of
merchandise to carryout the scheme
of stalwart partisanship lias cost him
very dearly. His head drops into
the basket with the end of his pres
ent term. It Is never too late to
amend, and lie, as well as the least*
lights around him, might do well to
engage in the business at once.
In redistricting the state rnoun
tains and creeks and rivers, and other
boundary lines,should have uo influ
ence in locating the outlines of a dis
trict. if it were true tiiat this should
be made a cause for complaint, the
“below the mountain” counties iu
the fourth district could not object to
auy change that might be made.
The New York Afar takes the po
sition that a good man in office ought
to be kept there and is surprised
“that a man like {Senator Voorhees
should say that the democratic party
will sanction no act which shall keep
any republican appointees in power
should tlier-* be a change of adminis
tration.“ 'i’liIs is all very well so long
as ability is kept in view, but other
things being equal we see no reason
why a democratic administration
should appoint a republican over a
democrat with equal qualifications.
We fully endorse the following from
the Star : “if we kuow anything of
the temper and pur|Hises of the de
mocracy, they want, first of all
things, good government, honesty
and economy iu the federal ad
ministration, a policy which
looks solely to the benefit of the peo
ple as a whole and the welfare of the
whole count ry. They want every of
fice filled by a capable and faithful
and holiest mull. They want a civil
service system which will tend, in
the long run, to secure the most effi
cient administration. The idea that
they propose to weed every republi
can out of the federal service and put
democrats in their places, and then
fusteii the doorH with a patent lock
no republican cun pick, is revolt
ing to democrats everywhere.
They will not do what they
liave condemned the republicans
for doing. They want no theorectic
nonsense introduced into a matter of
such practical importance us the civil
service. Hut they do want to
stop the abuse of patronage by the
parly in powf r. They want to secure
ail honest, efficient, practical service,
which shall have the confidence and
respect of the country. They
want to protect federal employes
of every gruie from such dis
graceful blackmailing operations as
ttie republicans liave resorted to in
order to raise a corruption fund. They
want to restore to practice the old
democratic Idea that the federal offi
ces belong to the country, not to a
arty nor to a man ; and that every
ieml officer is a servant of the
Jutted States, not the chattel of a
president.
