Charleston, S. C., October 25.—
A machine for picking cotton In tbe
Held has Juet been completed and re
cently tested at Sumter, In this Btate.
Practical farmers say that It Is des
tined to create a revolution In the
agricultural Interests of the cotton
states. A syndicate of Charleston
men has purchased a controlling in
terest in the patents, ’ and the
machines will be put upon the mar
ket for sale, or lease, next aeason. A
charter has been secured, and the
company will be organized within a
few days, and the necessary capital
furnished to enable the rapid manu
facture of the machines.
THE INVENTOR.
The Inventor of the muchiue is
Charles T. Mason, jr , a native o!
Bumter, 8. C., and a master machin
ist of extraordinary skill and ingenu
ity. He Is at this time only twenty-
eight yenrs of age. At the age ol
fourteen he left hiB home and si cured
work in tlie machine shops of George
Page & Co., ol Baltimore, Md , where
he remained two years. Before he
was fifteen yearn or age he built a
complete nnualure steam engine,
which was very highly commended
by tlie Hsc.ientijlc American in 18(19
In speaking of tbe thorough work
manship and fine finish ot the little
machine, this journal said that young
Mason exhibited a mechanical skill
which was remarkable, aud they pre
dicted that he would make a great
name for himself.
WHAT THE MACHINE WILL DO.
A stuff reporter for the New* and
Courier saw the machine tested iu a
eoltou field on Mr. Mason’s place at
Sumter a few days ago, aud although
the cotton was very wet from the
long spell of wet weather and had
been open ready for picking fully six
wteks, tbe machine which was ope
rated by one horse, and one man har
vested cotton at the rate of over 200
pounds an hour, which would bo at
the rate of 2,000 pounds a working
day of ten hours. Mr. Masou is by
no means satisfied with the present
capacity of tbe machine and
changes are now being made
which it Is believed will In
crease its capacity to about 4,000
pounds of seed cotton a day, which is
equivalent to three bales of lint. It
call be very easily seen, even by oue
unfamiliar with machinery, that the
propoeed changes will lucieasethe
picking capacity of tbe machine.
Whether It will Harvest three balesof
colton a day remains to he proved
H'riking a fair average aud putting
the capacity at two bales a day any
cotton planter who is subjeot to the
Intolerable trials and enormous ex
pense of harvest lime will readily ap
preciate the almost Incalculable value
of such a machine.
WHAT THE MACHINE IS LIKE.
It is not an easy matter to write a
description of machinery, which will
be intelligible to the general public,
but the Mason Cotton Harvester is
so simple a machine that au attempt
will be made to describe it iu a way
which will be understood by every
body. Tbe frame of the machine,
which is made of white oak, hickory
and poplar, is four and one half feel
long by four feet wide, and neurly
five feei high. ThiB frame rests upon
the axle of two irou wheels three aud
one-half feet in diameter. These
wheels are situated about the middle
of-lhe name, and upon the right
hand wheel there is a sprocket which
communicates tbe motion as the
wheels tutu on the ground to the
machinery on the iusiueof the frame,
which picks out the cotton. A
chain buml passes over the sprocket
and communicates the motion
to a chain wheel on a shaft which
passes crosswise from one side of the
machine to the other, near the top
and the rear end of the frame. Iu
the centre of this shaft there is an
other chain wheel which communi
cates the motion of the shaft, by
means of a chain band, to another
chain wheel in the centre of auother
shaft, which crosses the frame near
the front of the muchiue. Two pairs
ol bevelled gear wheels on this front
shaft communicate motion to two
perpendicular shafts, from which
radiate tiie stuff.! or fingers which
pick the cotton. These perpeudicu
lur shafts run up from the bottom or
tbe frame near the front of the ma
chine on each side and vary iu height
according to the size ol the machine
which it is desired to make. Upon
these shafts, which are made of the
best steel, are adjusted a series of iron
circles eight incues iu diameter, aud
from these circles tbe picking stalls
radiate like tne spokes of a wheel
from the hub. There are eight staffs
to each circle, the whole number of

hack wards at a speed equal to the for-
waid motion of Hie machine over the
ground. The staffs overlap each
other, thus covering completely the
entire space from oue sideol the ma
chine to the other. At the right hand
side of the machine a pair of shafts
for the horse or mule is attached
to au equalizing bar, which,
while the horse walks to one side
throws the rrsultant of the pull in
the centre. Iu going into a cotton
field one of the wheels goes iu one
ulley, tbe other wheel goes in the
other alley, the horse walks In the
right hand alley in front of the right

officially expressing suitable regrets
at the occurrence. This closes the
incident.
The board of arbitration has de-
elded that the South Stafford colliers
are not entitled to the advance in
wageB which they demand.

that the press used for priutiug nibi
list periodicals has been discovered
in tbe Imperial Marie Institute at
Moscow, and that two female teaeheis
have been arrested in connection wiih
tbe publication of tbe papers.
Germany and Russia have largely
increased their forces on their respec
tive frontiers. Russian villages are
crowded with Cossacks, and German
garrisons and fortifications are being
strengthened.
London, October 26 — A dispatch
from Berlin says that official statis
tics show a decrease of only oue-
ihird of one per cent, on the present
year’s exports to the United Si ales
from Berliu, Bremen, Brep’au, Cnem
uitz, Dresden, Hamburg, Leipsieand
Stetlen as compared with those of
last year. The same figures show au
increase this ytar of 29 per cent, over
the exports of 1881.

latest nihilist proclamation is being
extensively circulated. It demands
that the czar summon representatives
of the Russian people to ask amnes
ty, freedom of the press, freedom of
speech and the right to hold public
meetings as the only means of pre
venting a revolution. Vengeance is
threatened if the demands are (iisre-
gaeded.

A GREAT FLUTTERING.
Washington, October 20.—There
is a great fluttering among the pen
slou claim agents. Fifteen firms have
been suspen led and five more will be
deprived of the right to practice bo-
lore the pension cilice. Two of these
firms are among the most prom men I
iu the country, the chief business ol
which is to mail misleading circulars
aud send out dunning letters. The
charges against these firms are sup
ported by apparently conclusive evi
dence, such, for Instance, as the fol
lowing : The commissioner of pen
sions has a letter from the mo her
of a deceased soldier making the tol-

& Co., pension uttormys at Wash
ington, stating that there were many
who weie entitled to pensions ami

Commissioner Dudley has replied
to the effect that she has no claim,
and that a plainer case of swindling
could not be conceived.
In auother casetheclaim ofa father
was presented by E H Gfison A Co,,
aud rejected. Not long afterward the
same claim was tiled iu the name of
the mother. Two fees were thus ex
torted In this ease, the second fee be
ing sheer robbery.

Hauruel Biehl, aged 24, who had been
working for a week at Pay, Wllliama
& Co.’s glass works, was standing by
a furnace just after a retort had been
placed iu it, when one uf the work
men told him lo stand aside as he
wished to get at the furnace. “So do
I,” Biehl replied, and throwing Ins
pipe on the grnuud, be

ring whence the melted glass is
taken, aud passing over the pot,
landed on the intensely hot coals that

David Moser, formerly Miss Blanche
Gray, of Detroit, Mich,, matried a few
weeks ago iu Bowery museum in

her boarding house in this eily this
morning. She was passing her hon
eymoon at the Dime museum In this
city, lint for Ihe past two weeks had

from Waluut Ridge and other places,
received late last night, say that the

Bt. Louis, October 26.—Fifty
operators in the coat mines of St.
Clair county, Illinois, have been in
dicted for violating the law requiring
scales for weighing coal, to be placed
iu each mine.
Between sixty aud seventy men,
lately engage-1 in a strike at the rail
road yards in K*st Bt. Louis, have
been indicted. Fifteen of them have
be«*n arrested, some of whom g»ve
hail. The others are now in jail. The
strike lias formally ended, and the
business of all the roads is In full
operatlou.

Res Moines, I a , October 26.—In
the circuit court Uulted Htates Judge
McCrary rendered a decision upon tbe
question of ihe right of the state to
regulate intestate commerce. The
case aro emit of the suit against the
IilinolR Central Railroad Co. to re
cover damages ft*r overcharges upon
freight shipped over that company’s
road from points in Iowa to points in
Wisconsin, and originated under the
larifl law of 1874,now repealed. Judge
McCrary held that the act iu ques
tion, if applied to through shipments,
related to a subject iu Its nature na
tional, and that if the power of a state
to pass such an act was con
ceded it would necessarily include
the power to discriminate against
the commerce of other states. For
these reasons such a statute would be
iu violation of the federal constitu
tion and not within the power of one
state upon an intestate line to fix
rates to be paid for carriage within
its territory, for that would, in effect,
give it the power to demand more
tbau its share of a reasonable charge
lor the entire distance. It would be
giviug to the statutes of such a state
extra territorial force.

DON’T LIKE THE TREATMENT.
Army and navy officers are very
much displeased by tlie treatment c f
Lieut. Garlington and Commander
Wildes are receiving at the hands of
the war and uavy departments. There
is a growing impression that aeueta**
ries Lincoln and Chandler, as well
as Ueu. Hazeu, are endeavoring to fix
upon Garlington aud Wildes au
undue and unjust share of t lie re poll-
nihility for the failure of the Grecly
relief expedition. This effort is
fast developing into what appears
to be a persecution. The cor
respondence between Chandler and
Wildes has excited a good deni of
comment, which is decidedly in iavor
of the naval officer as against the sec
retary. It is well remembered here
that before tlie Yantic sailed naval
officers quite generally declared in
private conversation that the vessel
was unfit for an Arctic expedition,
even as a convoy. This opinion lias
now, for the first tim-\ found < llieial
expression iu the letter of Com
mander Willies.
