administration, but since tbe purifi
cation of tbe service was tbe most
conspicuous issue of tbe canvass
which resulted in his election, he
must vindicate tbe wisdom and jus
tify tbe confidence of tbe msjonty by
rooting out of tbe service the un
worthy and Incapable beueficiarits of
the old system of appointment, and
by allowing in his own selections to
fill tbe higher offices that be is guid
ed by some sounder motive tban
gratitude for past political services
In tbe field of legislative action
there remains, araoug tbe undecided
questions of first Importance which
will be transmitted to Mr Cleveland’s
administration, tbe reduction of taxa
tion. Both politioal parties regularly
pledge tbemBelves to undertake this
work. There Is sore need of it. We
are confident tbat tbe unnecessary,
burdensome, aud paralyzing war
taxes will notsurvivethepresidential
term beginning March 4,
Mr Cleveland’s administration
need not be seriously embarrassed by
the singular legacy c t reciprocity and
other treaties which the state
department bas busied itself in
preparing during the last year.
For the most part they will come to
a peaceful end In tbe senate or in the
refusal of the house of representatives
to pass the necessary enabling lueas
ures. The Mexioan treaty by itself
would have been of some benefit to
tbe United States, but when it was
followed up by a long Hue of reciproci
ty treaties providing for an aban
donment of one-fourth of our cus
toms revenues without affording the
slightest relief to manufactures bur
dened by the absurd and mischievous
duties on raw materials, it was seen
that the whole series must stand or
fall together.

to almost the expiring hour of Ar
thur’s administration his nomina
tions made lor positions of trust in
Georgia and Alabama were of such a
character as to cause a strong protest
from houest meu of the two states.
Hardly au appointment was made in
tbe south tbat was not obnoxious to
the people, aud tbe facts were as well
known to Mr. Arthur as to the peo
pie upon whom tbe ludigultles aud
humiliations were heaped. If Ar
thur’s administration has a clean
reoord, may we never witness one
