with the Chronicle. That paper pub

sources showing that similar views
are entertulued by northern Journals
Among them we Had this from the
Uoelou Herald:

It la 'unnecoeesary for us to go into
argument or lo produce figures to
show that the south has superior ad
vantages in the manufacture of cot
ton goods over any other locality. It
la the "revival of tha healthiest kind"
to whlcii our rntemporaTy refers,
that we deal re to discuBs for moment.
No one will question that a revolution
has taken place in manufacturing
circles during tbe past twelve
months. This revolution means that
American gooda must be produced
for less money. There baa been a
steady Increase of spindles, a phe-
nomlnal Increase of capital invtsted
in Ibis Industry and n steady decline
in the experts of ootion goods. Tbe
United States has beet me tbe great-
fat manufacturing country on the
globe and must now claim the world
as a market. No (hinkiugman can for
a moment doubt that the only reason
our export trade dwindles Instead of
growing Is that we ask too much for
our goods. In discussing this ques
tion lest October the Enquirer-Sun
used this language:

The above words come now almost
In the nature of a prophesy. It la
peculiarly fortunate for tbe working
man that while tbe panic meant a
new plane for values, and, oonao
qnently, a new schedule for labor,
tba'. the accompaniment was cheep
aupjlles. The pay of operatives is
now in generous fairness with the te-
lurn on capital invested, and this
meant “the healthiest kind of a re*
vival." Tbe hope of the oountry lies
in the great middle classes—those
who work. Lessened wages they
have been able to bear and make It
to their advantage, and the whole
question of labor and wages has never
before been so satisfactorily adjusted.
Aside from everything else, this
gives the healthiest symptom of gun-
ulne prosperity and of healthful
business.
China is perhaps the more disposed
to make peace, as the prospect of a
war with Japan is anything but re*
mote. The island empire is divided
between conflicting parties at this
moment. The ablest statesmen in
tbe mikado’s oounoll favor the main
tenance of peace. The people gene
rally are for war, as Is shown by the
demonstrations In the great oltiea
and the offer of volunteers in all the
provlnoea. Bo two ambassadors have
gone ta Pekin with Japan's ulti
matum. Oue of these represents tbe
peace party, and Is the longer headed
man of tha two. Tbe war party Is
represented by tbe Japanese commie*
sloner to the centennial, a ohief ot
the famous Bateuma c'an, and
brother of the leader Saigon, umler
whom it rose in rebellion in 1876
The former goes to negotiate, (he lat

grievance grows out of the Intrigues

for tbe timely and courageous action

would have been less excited,

To eeoape this the Corean rulers have

protection of their nearer and more
