At a meeting of the oity counoll
held Monday night the retell liquor

five hundred dollars for the year
Adding the stale tax ((60), the reve
nue ((25), and clerk’s fee ($5), it
brings the tax for retailing liquor In
the oity to (680 In fixing this license
the chairman of the finance onimlt-
tee stated that the high license had
worked so well during ihe past year
that there was no desire upon the
part of the committee to char ge it.
He might have gone farther aad
stated that it was perfectly satisfac
tory to those in.. inUrs <>f the council
who opposed an Increase of the
license when It was put into effect
last year, and they vt o rid not reduce
It now If It were In ilieir power to do
so. Nut only this hut the retell d»a'>

worked them no ii jury.
Judge BiookB, ordinary of Musoo-
«ee coun y, gave much aid to the
cause of high license in Columbus
yesterday when he rtfueid to issue
license to retail lique r dealers out*,
side the limits of the clly. He has
the authority to ler ue or not to lesue
such license, just as disore'.ion dio-
fates; he has chosen to issue non e
whatever, and fiom bis decision there
Is no appeal. He baB nc authority to
regulate the price of license, as the
lew fixes it at twtul>-flve dcliars per
y<ar. It is for ibis reason, as well as
ia recognition of wI at a powerful aid
tosobiiely atd gccd cider this will
toe, that he has adopted this course.
Within a half mile of the corporate
limits of the oity are twelve retail
liquor ealoons, the proprietors of
'which are nquiifd to psy a license
l «f only twenty five dollars, though
iln s'a'.e and orunty laxrs, revenue,
etc, It costs them (108 It Is mani
festly unfair for them to he alltwtd
'this prlvih ge when those in the city,
and under police regulators, pay
$580 for the same privilege.
There can hardly he ary doubt
that such prohibition will strve a
goid purpose in the rural eommuni-
tuns of the county, ai d Ju Ige Uroc ks

1 as frequently been argued that in
ihe laigcr cities prohibition is im
practicable, if not impossible, but ex

and shrru of very many of its objec
tionable features, even wl'.bnut its
«ntire abolition. I: Las been demon
strated by an Increase of the lloauee
here In this city. The high Hoarse
movement took root here very firmly
and breught foith substantial fruit at
once.
The restrictions which 11 h pro
posed to throw amend ihtsaleoi
liquors in these high license saloons
are wholesome and beta fleial. If the
©tty council should adopt the recom

TSl si,|ru:l>4 SinUl.Mi,
Hr Cleveland's first message to the
Halted Htales congress has been dis
cussed from every conceivable stand
point. We have yet to see the first
comment by a demccratlo Journal
that is not commendatory of its
merits. The republican Journals
bunted in vain f or some weak point
In which tc attack It, but all to no
purpose. The only tblDg that they
found to criticise adversely was the
length of the document, and this
would have been all right ot It had
•not come from a democrat ic presD
•dent.
It is late In the day, it must be oon-
fcesid, but the Philadelphia Press
Twa charged tTotios ami is now etu
gaged in trying to persuade the demo
crats that they ought to fall out with
the president beiause “theie wsa
more republican than dcmocia'ic
doctrine in the ntiess&ge ” With the
Press the wish Is lather to the
thought aud it says that “n w many
democratic papers are as eager to
condemn the message an they were
to praise it.”
As a rule ihe lesaou always comes
to politicians after election, and es
pecially alter defeat. I{ seems, how
ever, that many of the republican
organs have not pn file 1 by it, and
among these the Press is conspicuous.
The election, taken In a broad sense
ae an expression of Ihe sentiments
and opinions of the people, Is a severe
rebuke to such mw-tapers as Mr
B nine’s organ, which had ra'her
in art present- the facts than tell the
truth when it is aware that,
ihe people know belter. The message
of the president is in full uccord with
the principles of the platform upon
which he was elected. The Press
might as well recogn'ie the fact ibat
the people have come to appreciate
fully that they control the e'eViore
and that out of the candidates pre
sented to them for their selection
they mast choose those whom they
le'leve to be best fitted to discharge
the dutlee of the office to whtoh they
are to be elected. The election of
Mr Cleveland placed the first
corner store of that sold
oundatlon of republican Institutions
which the demcoratic par'y is now
rebuilding after Its partial destruc
tion by the republican par y. The
message shews that the ndatinisln*
tlon of public aflairs Is in the bands
of able, honenI demrerate and the
measures of the party will be faith
fully carried out. The management
of the party is not in the interest of
the few, but for llie greatest gooa io
the greatest number.
very much depends, as very often
the more truth the worse the hurt.
But w) at bothers us most Is why a
northi rn political p»pershould want
to tell ihe truth. When we find a
northern republican j urnal that leils
the truth—even one lime—we shall

A Philadelphia paper sajn

About this time the French R*-
public Is going through a president.al
campaign—and here it is to be noted
that the existing French Republic
has lasted longer than any of its
predecessors. It is not far from fif
teen years old.
This is the season if .he year when
the snort days seem to be either early
in the morning or quite late in the
afternoon, with searoely any middle
of the day at all.

The old saying that “eggs is rgg 3 ”
will have to be modifird, it reportB
of a new invention, corning from
New York, are true. They represent
that an inventor has succeeded in
making artificial eggs so like the
original that (1 ey cannot be distin
guished from the freshest cf country
egg*, by inspection. It Is also alleged
that, like oleomargarine as originally
made, they are chemically the tame
as the things ttuy imitate, and oan
be used as a eubstitute without any
danger that buyers will know tbe
diflerenee. It is bad enough to have
imitation butter and honey taking
the place of the real articles to such
an ex eut that many buyers habit
ually use the imitations, paying full
prices therefor without knowing he
different ; but if eggs are to be added
to the list of snspioious market pro
ducts, the extreme legislation against
imitations will find many advocates
who now deprecate anything further
than regulation of the busireis.
Senator Hoar's bill, relating to
tbe presidential tuocesaion, 1 as
already been amended in a way caN
co ated tojsopard its passage by tbe
present congress, and Senator El-
rnunds proposes to h.-ad It down wub
another amendment almost certain to
insure Hu defeat. This is not ins
putpose, peibaps, but pnrpoie and
effect are two different things—es
pecially in legislation. The bill, in-
si'ad ot being loaded with complica
ted amendments, ought to be made
as plain and simple as possible
After it has passed and become a law
there will bs plenty of time to m: di’y
or chaDge it, and to pasi theo'her
needed law to govern the oountof
the electoral vote. The thing to do
now is to make sure ot early pro
vision for the pre-ldentlat succession,
and that can be done brat by leav'ng
that queition without complications
of any kind.
The Christinas times should save
to remind us that lile, In all its van
ous phases, is made up of receiving
and bestowing, and he who farcies
he can do wubrut ei.ber loses more
than half of lift’s power and happl
ness. The earth welcomes the teed
we give It, epurnli g none, and waa>.
lug none, but developing It io ful
ness and power, until she returns to
ua a rich harvest of a thorn and fold.
So may all men, accepting gladly all
that comes to them, without* false
pride, or false humility, ao mingle it
with their own vitality aud labor, ■
to enrtoh and increase their power ot
bestowing. Then the larger their' place nt which said business shall
