It is further provided that these allowances shall he duplicated every five years. By the act of September 22, 1881, it is en acted that every person who, at tlie time of his enlistment, was a citizen of this state and who hns, since the act of 1879, become a bona fide citizen of this state, shull he en titled to the allowances made, although he may have been a non-resident when tlie act of 1879 was passed.
