London, June 13.—To-day’s Observer,
'■ turoughout the home rule cam
iv hostile to the nieasure-s 111
Clads tone, now attack* Chamberlain, and
derides his manifesto and his contemptible
scheme of council chambers. Chamber
lain’s proposals are declared to be mean
and unw ortby of serious consideration by
statesmen and the people of Great Britain.
Hotly ns the Observer lias adhered to the
mutineers, it confesses itself obliged at
last to surrender Chamberlain ss an
incorrigible incompetent, whose pet
tifogging ideas of national reforms
cover him with shame. A new parliament
must be returned by the country prepared
to deal dually with Ireland’s needs, and to
confer on her real home rule, not a Hhum
sueh as Chamberlain would give. Cham
berlain and his group have shown them
selves the victims of inconceivable stupid
ity and narrowness. Chamberlain’s oppo
sition .is based, not on a desire to serve ills
country by showing hostility to Gladstone
and the government of which he was a
member, but on wounded vanity and
personal spite utterly unworthy
a man who pretends to be a
leader of the people. His manifesto was
premature, published as it, was before
Gladstone’s. He should have waited until
the prime minister had led the way. In
his hurry to force himself into prominence
and to give Gladstone a deeper stab, he
unwisely laid bare the impracticable crea
tion of an incensed mind, and left himself
open to Gladstone’s attack. Gladstone’s
manifesto will politically kill Chamberlain
as a recognized liberal leader. Chamber-
lain is no longer an important factor in the
struggle. The real issue now is “Gladstone
and Justice against Salisbury and coer
cion.’’
News from the provinces continues good.
Lord Ilurtiugton himself is in danger of
losing his seat. He sits for Kosendale, a
division of northeast Lancashire. His con
stituents do not indorse his opposition to
Gladstone on the question of home rule,
and are irretrievably split, The Gladstone \
party appear to be largely in the majority j
and resolved to put forward a sound Glad
stone liberal to contest the seat. -Mr Glad
stone- personally lias no desire to have his
late chief counsellor put to the annoyance of
a contested election, and will prbttbly
use his influence to allow Ilurtiugton to be
returned unopposed. The local Gladstor.-
: ;ns are, however, in an ugly temper, and
seem inclined to insist on running a man
of theli own choice. Ilartiugtou’B im
mense majority over his conservative op- :
ponciit at die latest general election was
due less to his own popularity than to his
a ■ceptnliility to the constituency as a loyal 1
supporter of Gladstone. He was defeated
at the election of lHti.H in the same county
before he became identified with Glad-j
stone.
Schnadhorst’s reports from the country
justify the confident belief that the num
ber of liberal unionist candidates have di
minished fully one-half, compared with i
the number reported the day after the di
vision on the second reading of the home :
rule bill, when members were carried
,away by the idea that Gladstone’s defeat
in parliament meant victory for the dissi
dents in the country. A visit .biice to Mnar
constituencies has sufficed to disabuse their
minds of that mistake. In many instances
they have learned the hope
lessness of attempting to re- I
turn to parliament in opposition to
Gladstone for the seats they now occupy.
The “unholy alliance,” as it is called, is ,
'broken in three places, and Gladstone’s j
work is so much easier.
Mr. Sexton and Mr. Redmond have been
invited to stand for Knglish eonst.it uences.
Tlie fervor of the Knglish radical masses
in favor of home rule is a passion, and is
growing by leaps and bounds. If the tories
gain the majority at, the polls the English I
radicals will stand shoulder to shoulder j
with the Irish nationalists in using all con
stitutional means to obstruct public busi
ness until justice is done.

Memphis, June 15.—The democratic ex
ecutive committee have been wrestling for
three weeks with the question, “Is Capt.
John J. Darragli.who has been recommend
ed for boiler inspector of this port, are-
publican or a democrat?” Charges are 1
made that he was a republican, and the
committee yesterduy undertook to invest!- j
gate the polities of the gallant captain.
Cant. Darragh appeared before the com- !
inlttee and stated that he had been a life
long democrat; had always voted the
straight ticket except on one occasion, ,
when he east his ballot for a personal
friend who was a candidate for school vis
itor, which, by the way, is a non-political
office. Thu committee adjourned until j
Thursday, to allow those who are so anx- i
ious to prove him to lie a republican time
to gather their evidence. It Is but just to
(’apt,. Darragh to say that so far he lins re
futed every charge made against him polit
ically and otherwise. He is strongly en
dorsed as a capable officer by all the local
insurance companies and many prominent
river men, steamboat owners and mer
chants.

Indianapolis, Ind., June 14.—Sam Jones
said yesterday that if the people did not ,
come out to his day meetings in crowds he
might feel compelled to either abandon
the meetings or go to Louisville to preach i
every (lay, returning here in the evening.
This did not have the effect of filling Tom
linson hall entirely this morning, but the
attendance reached probably one thousand
and was largely composed of ladies. How
ever, preliminary to his sermon, Mr.
Jones said that lie regarded
this as a magnificent Monday
morning congregation, and an indication
that the meetings would be very suceess-
ful, and he thanked God for tlie spirit of
earnestness and zeal which was noticeable.

The St. Paul Hate War.
St. Pa'.'L, Minn., June 11. -Tlie north
western rate war promises to last for some
little time, and the prospects are that cut
ting rates will lie continued until tickets are
sold for one dollar, good'between St. Paul, '
Minneapolis and Chicago. It is likely that
a rate will be put into effect to-morrow
from St. Paul and Minneapolis to Chicago.
The cut rate from four to three dollars is
said to have been made by the ltock Island,
though the representative of the road in
St. Paul denied all knowledge of such ■
rate. Rumors were also current to day I
that at least one of the lines was continu
ing the five dollar round trip rate made
Saturday to the Minneapolis teachers to
day.

States district court trial was begun to-day
of a suit brought by the government against .
General Thomas Jordan, who was captain 1
and quartermaster in the army during the .
Mexican war and retained his commission
until .May, 1SH1, when he resigned and en- I
ti red the confederate army. It is claimed
that his accounts during tne Mexican war
show a shortage of }17,!>52, and it is sought
to recover that amount with interest. The I
defense is a denial of the existence of the
shortage.

New York, June 14.—Last night Ellen
Hinman, aged 70 years, was found in tv
starving condition in a miserable garret,
and was taken to a hospital and cared for;
but she was too far gone and died soon
afterward. She had oeeti of respectable
standing through life, and, being unable to
work and too proud to beg, had crawled
where site was found, to die. She had been
there for five days without food.
