A Just Cause of War.

Gen. Diaz and the Mexican administra- .
tion are undoubtedly friendly to the United
States, but their friendship is powerle. 5 to
protect the American Hag from insult or
American citizens from imprisonment and
judicial murder at the hands of the Mexi
can states along the Rio Grande.
The situation is full of difficulty for Sec
retary Bayard. Either the case of Rasures
or of Cutting is a jnst cause of war unless !
immediate reparation is made. At present
there is no likelihood of such reparation.
Rasures has been kidnapped and foully
murdered by the state of Coahuila. The
state of Chihuahua holds Cuttiug in ille- 1
gal imprisonment , defying both the United
States and the central government of Mex- ,
ico. The Diaz ad mini rat ion hesitates
when called on to enfe. e justice for the
United States, because it cannot make the
attempt without danger of a revolution. |
Knowing its own weakness it is exhaust- :
ing all the resources of diplomatic delays |
in attempting to induce the United States 1
to forget grievances and pocket insults.
Nevertheless the duty of the United 1
States is plain. When 011c American '
citizen is murdered and another kept iu
a dungeon, it is not the part of this eoun- .
try to concern itself at all with the in- !
ternal aflairs of Mexico. President Diaz
and his administration may stand or fall
in the attempts to coerce the governments
of Chihuahua and Coahuila, but the j
United States is concerned only with j
Mexico as a whole, not with the separate
anarchies of which it is composed.
If President Diaz cannot make proper
amends for the murder of Rasures and
deliver up Cutting immediately, the choice
left the aepartment of state will be between
war and national disgrace.
Novel Inventions.
A vulcanizing process, by which rubber
is said to be made as hard, smooth and
white as celluloid without the use of cam*
phor ; has been patented by a Long Island
City inventor. ,_ ,
A factory has been established at Rush-
ville, 111., for the manufacture of fence |
posts out of clay. The posts are hollow j
like tile, and are eight feet long and four ;
inches in diameter. Staples are placed in |
the posts for the fastening oi barbed wire. |
The frost bell is doubtless the means ot
saving many tons of grapes in the northern j
portions ot California. It consists of a
wire running from different parts of the |
vineyard to the house. On the vineyard
end of the wire is an apparatus that rings j
a bell &t the house when tlie thermometer ■
descends to a certain degree. '> hen the
bell is let off the occupants of tlie house
immediately repair to the vineyard and
light fires in different quarters to keep oti
the frost.

It is. therefore, ordered that the said defendant
pay into Court on or before the first day of the
next term thereof, the principal, interest, attor*
ney’s fees and costs due on said notes, or show
cause to the contrary, if any she can : and that on
the failure of the defendant so to do, the equity
of redemption in and to said mortgage premise*
be forever thereafter barred and foreclosed.
And it is further ordered that this rule be pub
lished in the Columbus Fn-ofirer-Scn. a public
gazette printed and pubeshed in said city and
county, once a m mth for four months previous to
the next tenn of this Court, or served on the de
fendant or her special agent or attorney, at least
three months previous to the next term of this
