“It seems to me," he said, “that a good
deal of the destruction In Charleston is due
to careless and imperfect \vork I li n e
uotiood in very many instances that the
mortar used in the construction of dwell
ings here is of a very inferior kind In
some instances there are hardly am-
traces of lime and cement. Brick's
which are laid in that kind
of mortar will; not remain togetli w
in any. violent shock. The city ought to
have an official to inspect building mate
rial. There are builders, not only in
Charleston, but all over the world who
will take advantage of people and mm
cheap material. I have noticed several
brick buildings standing, the walls’ of
which are put up with an inferior kind of
mortar that will not hold bricks logel her
and that is the kind that I suspect has
been used in many of the buildings that
were shattered. I notice a good deal of
this peculiar kind of mortar all over the
city in the heaps of debris. I don’t mean
to say that houses built with proper mor
tar would have stood the shock of the
earthquake you had in Charleston, but i
am certain that the destruction would not
have been as great.
BETTER CHIMNEYS NEEDED.
‘‘Let me call your attention to another
thing, as most of your city will have to be
rebuilt. The matter of chimney tops is an
important one. I suppose about one-half
of the people killed here owed their death
to bricks from the chimney tops. At least
1 judge so from what I have seen of the
destruction of chimney tops and the way
in which they were thrown down. Now,
you have September gales and cyclones
here, and a chimney top made as yours are
is a very inconvenient t hing to have around
the house in a cyclone or an earthquake.
When your houses are rebuilt abolish the
old, ponderous chimney top. Build your
chimneys flush with the roof and then top
them off with light terra cotta pipes or
pots, as they are called. These are perfect
ly safe.”
