Washington, October 27.—The New York World to-day contains the following significant interview with “Willie Walter 11 Phelps, Mr. Blaine’s banged henchman : “Since declining the doubtful honor of being a defeated republican candidate for f yvernor, Congressman William Walter helps has been waging a vigorous cam paign for re-election in his own behalf. That he aspires to the position of running mate of the “Plumed Knight." should the latter be nominated in 1888, is firmly be lieved by his neighbors, who are also convinced that one of the most massive brains in the country is shaded by the witty Jerseymau's neatly cropped bang. Just before Mr. Blaine started on his tour through the states he entertained Mr. Phelps at his down-east home. This was ■considered significant by quite a number of very wise people, and a World reporter asked the congressman about it. “Yes,” he replied reflectively. “Tdid go ■over to see Mr. Blaine, but it was only a social visit, and I didn’t talk politics. 1 can’t tell you anything about him. There is no need of it, for he is always ready enough, I am sure, to speak for himself.’’ “Will he be a candidate in 1888? ” “I don’t know, and I don’t suppose he does. It’s two years yet, you see. You may be sure he won't be unless the minority of the party—those who opposed' hi8nomination last time—ask for it in 1888. They will have to bring him into the field. We, his old personal friends and sup porters, shall not aid in such a movement. We have had our chance. We thought if they would nominate him New York could be carried for him, but it was not. So we feel estopped in that direction." But it Is “But it Is claimed by Mr. Blaine’s friends that New York was lost by accident.” “Yes, I know it was by accident. But in politics, as in war, there must be victory and not excuse for it; and we didn’t carry New York, so now we shall step back. The anti-Blaine republicans of 1884 may make the nomination, and we shall sup port him with whole hearts, too. Of course, we would rather they would name Blaine, but if they don’t, we shall not com plain, but do our best to elect whoever may be their choice. Blaine men are re publicans first and Blaine men afterward.” Most Kxcollcut. J. J.
