would not object to Spanish control of the

the representative of the American gov
ernment. advised to make the concession
for the next thirty years, so as to secure
the treaty. The alarm of the settlers, es
pecially in the southwest, was so great as
to produce energetic protests and eveu
threats of forming a separate western con
federation.
These threats originated in Kentucky, ,
where the strongest opposition prevailed,
but they never developed into a settled
project’ for congress subsequently inti- |
mated that the right of free navigation of '
the Mississippi would not be sacrificed, |
thus quieting the alarmed settlers.
