The Central railroad directors declared * 4 per cent, dividend yesterday oil the -earnings of the road for the past six months, payable on and after December -20. There has been a good deal of specula tion during the past week as to what the dividend would be. The general impres- nion was that it would not bo over 3* per cent, at the most, mid those who havo been watching events closely said that ■.they would be sati .fled with 3 per cent. A GENERAL. SURPRISE. The announcement of a 4 per cent, divi dend was a surprise to everybody. The earnings of the road sinco September 1 show an increase of fSK),000 over the cor responding months last year. The market was not affected by the announcement, «nd the stock remained Arm. General Alexander arrived here from Atlanta yesterday morning. He was warmly welcomed by his friends and spent most of the day in conference with those who are backing him in the fight for the presidency. THE STOCKHOLDERS LIST. One of the objects of this visit just at this timo is to look after the contest that has been begun over the stockholder’s list. A formal demand was made last week on the part of a number of Savannah stockholders, among them were Maj. A. L. Hurtridge. Capt. Henry Blun, Dr. J. B. Read and others, acting in Gen. Alexan der’s interest, for a list of the stockholders of the company. The object as stated was that the petitioners might know who are their co-partners in the property. The matter was referred to the directors and was acted upoii yestorday. They declined to accede to the demand,stating that in the opinion of tile board a majority of the stockholders do not desire the list pub lished. ACTION OF THE DIRECTORS. The petitioners were at once notified of the action of the directors, and General Alexander stated last night that the mat ter had been placed in the hands of attor neys and that legal proceedings will be in stituted at once to compel the company to open its books for inspection. IN THE EIGHT TO STAY. “1 am in the fight,’’ ho said, "and am in to stay.” General Alexander went on *o say that the issue between himself and Captain Raoul is not whether the management of the road shall bo a Georgia management or a New York management, but whether or not it shall be managed in the interests of the stockholders. "My position,” he said, “is fully explained in my letter which was pub lished iu the Morning News last week. I went into the fight reluctantly, at the solic itation of my friends, but now that I am In I propose to stay. The issuo involved is one of management and policy. A major ity of the stockholders understand my position and the Issue remains for them to decide.” - GENERAL ALEXANDER’S FRIENDS. General Alexander said that the 4 per cent, dividend was a surprise to him, as it doubtless was to many others. He be lieves, though, that tho road can be made to pay a much larger dividend still. Gen. Alexander will remain in the city several days. A conference of his friends was held at the Screven House last night. Pat Cal houn, Esq., Dr. West, of Augusta, and a number of others were present, and the situation was thoroughly discussed. Free Trade. The reduction of internal revenue and •'.the taking off of rovenno slumps from Pro prietary Medicines, no doubt iias largely benefited tho consumers,as well as relieving tho burden of home manufacturers. Democratic voters ware prevented from voting the ticket and the utmost disorder and violenco prevailed. The ono white man upon whom we could rely, and tho only white manager whom we could get to servo was openly threat ened when he went out of the polling place for a moment, and three times dur ing the day tho polls had to be closed be cause of the row going on outside. 4> « « * „ * “Wher. this one white manager was compelled to go outside of the polling place to try to stop the row, there was not one white inan left in the polling place, all the occupants being colored, and this lasted for fifteen minutes. There is not the slightest foundation for tho charge that the box was thrown out because of technical irregularities. “The only other matter that came up be fore the state board was one box bom Orangeburg. Tho board did not consider this, because no action had been taken by Smalls before the county board as to that poll, and consequently there was no appeal to tho state board. But if Smalls be allow ed this box and all others that he claims to have been thrown out anywhore for any cause excepting the two thrown out by the state board, Col. Kliiutt Replies to the Charge That lie was not Fairly Fleeted. Oreenvllle News. The statement wo have received says tho statement we printed, that Smalls lias been defeated by the official negligence of democratic officials appointed by demo cratic authority is not true. It adds: “There were no contests made before any other county boards” (except in Berke ley and Beaufort), and no subject from any other county was brought up before the state board excepting one from Orange burg. * * * Tue result of all these contests on both aides from Berkeley and Beaufort was the throwing out of only two polls, and neither of thtpn on the ground of neglect of democratic officials. The poll in Berkeley known as the Brick Episcopal Church was created in 1885. and it seems that there was no provision rnaed by law for registration for the precinct, and consequently no book was provided for it. The other box was the brick church on 8t. Helena island, in Beaufort county. This box was thrown out because of in timidation of colored democratic voters, bribery of voters and the interruption of voting by violence. We made the protest against the box because the colored dem ocratic voters insisted that we should make it and because we have made up our minds not to stand any longer the violence and outrages perpetrated every year at these “land polls, aud because, moreover, it is our duty to protect tho colored people "whom we have induced to become demo crats. We had good reasons to believe that we would nearly divide the votes at tWs poll, and yet it gave Smalls about $60 majority. Men were threatened San Francisco, December 2.—The hii duty on opium makes the smuggling of it profitable. Close watch is kept on all the Bteamers from China and many devices are tried to escape the revenue officers. A big seizure was, made last Sunday of opium that had been thrown overboard from some vessol in pursuance of a preconcerted plan. This gave the customs officers a now cluo which led to a large seizure this morning on the Rio Janeiro. The steamer was due early, and the revenue cutter Rush, having on board Sur veyor Fogarty and a detail of customs in spectors, went outside to intercept her be fore sho crossed the bar. She was sighted about twenty miles off Point lteies, and tho Rush immediately headed for her. When ten miles from the point the two vessels were not more than a mile apart. Deputy Fogarty and Inspectors Blethen, Shipman and Breeze then left tho cutter in a small boat with the intention of board ing the steamer. They signalled for her to Btop, but not the slightest attention was paid to them, and they and the cutter were soon loft astern. Chose was given and when the shore limit was passed the order to stop was obeyed and pretty soon Deputy Fogarty and the inspectors went aboard tho steamer. “Take the fire-room first,” said Fogarty, as they were going up tho ship’s ladder. “These rascals saw us outside and that is why they were so anxious to leave us be hind.” With these words the officers hur ried through the Chinese steerage and dropped through tho manhole one after another upon the pile of coal In the fire men’s department. Soon packages of opium were found worth nearly $4000.' An ingenious plan for sinking and float ing the bundles when they should be thrown into the water was also found. The packages wore made water-tight and fastened to a metal can filled with salt. These cans are about as large as powder cans and the specific gravity of the whole apparatus is so nicely adjusted that when the salt is solid everything will stay below water, but if the salt is dissolved the can only will come to the surface.
