The Willlano is the Yankee ot South
Jcs; the most active,' enterprising, ingenious
and thrifty of the Spanish-American race,
aggressive, audacious and arrogant, quick to
perceive, quick to resent, fierce in disposition,
cold blooded, and cruul os a cannibal. He
dreams of conquest. Ho has only a strip of
country along the Paoiflo coast, so narrow
that there is scarcely room enough to write
its nams njion the map, hemmed in on ona aid*
by the eternal snows that crown the Cordil
leras and on ths other by 0,000 miles of sea.
He has been stretching himself northward
until he has stolen all the sen coast of Bolivia,
with her valuable nitrate deposits, all tho gu
ano that belonged to Peru, and contemplates
taking actual possession of botli those repub
lics soon. Ho lias boon reaching southward
by diplomacy, os ho did northward by war,
and under n recent treaty with the Argentine
Republic divided Patagonia with that nation,
tailing to himself the control of that valuable
international highway, the Strait of Magel
lan, the unexplored country between the
Andes und tho ocean, and thousands of
islands along the Pacific coast, whose re
sources are unknown. By securing the strait
Chili acquired control of steam navigation in
the south Pacific, and 1ms established a fort
ress at Punta Arenas, by which all vessels
must pass.
Reposing tranquilly now in tho enjoyment
of the newly acquired territory along the Bo
livian and Peruvian border, and deriving an
enormous revenue from the export tax upon
nitrate, the C.hillano contemplates the inter
nal dissensions of Pern and waits anxiously
for the time when he can step in as arbitrator
and, like the lawyer, take the estate that the
heirs are silly enough to quarrel over. It is
but a question of years when not only Peru,
but Bolivia, will become a part of Chill, and
the aggressive nation will want to push her
eastern boundary back of the Andes and se
cure control of the sources of the Amazon, as
she has of tho navigation of the Btrait.
The Chillanoe lead the southern continent
and are the most powerful of all the repub
lics in America except our own. Their states
men are wise and able, their people are in
dustrious and progressive, and have that
Strength of miud and muscle which is given
only to the men of temperate zones. There
is nstrong similarity between tho Chlllauos
and the Irish. Both have the same wit and
reckless courage, the same love of country,
and patriotic pride. AVlicrever a Chillauo
goes he carries his opinion that there never
was and never can bo a bettor land than that
in which he was born; and although he may
be u refugee or an exile, ho will fight in de
fense of Chili at tho drop of tho hat. There
is something refreshing in his patriotism,
even it it be the most arrogant vanity.
' The Chillnno will cut the throat of a mail
who will not celebrate with him the 18th of
September, his independence day, and lhero
is a law in the country requiring every house
to have a flagstaff, and every flagstaff to
bear the national colors on a banner by day
and a lantern by night, on the anniversaries
of the republic. All tho schools must use
text books by native authors, ail the bands
play tho compositions of native composers,
and visiting opera and concert singers nre
compelled to vary their performances by in
troducing the songs of the country. It is
sai-.l that a Frenchman can never be denation
alized. Tho same is true of the Chillauo.
As a soldier the Chi llano is brave to reck
lessness, and a sense of fear is unknown to
him. Ho will not endure a siege, nor can lie
be made to light at long range; but ns soon
as lie sees the enemy ho fires one volley, drops
liis gun ami rushes in with his “curvo.” His
endurance is as grout as his courage, and no
North American Indian can travel so far with
out rest or go so long without food or water
as tho Chillauo peon, or “Roto,” as tho mixed
race is called. As the “Cholo” in Peru is the
descendant of tho Spaniards nnd the Incas,
so is tho “Roto” in Chili tho child of the
Spaniard and the Arueauian Indians, the race
of giants with which the early explorers re
ported that Patagonia was peopled—“inenne t
of that bigginess,” us Sir Francis Drake re
ported, “that it seemed the trees of the for
ests were uprooted and we o moving away.”
They have the Spanish tenacity of purpose,
the Indian endurance and the cruelty of both.
Each soldier, in the mountains of the
desert, carries on Ills breast two buckskin
bags. In olio nre the leaves of the coca
plant, in tiio other powdered lime made of
tho ashes of potato skills. The coca is the
strongest sort, of a tonic, and by chewing it
the Chillauo soldier can abstain from food or
drill): for a week or ten days at a stretch.
The Chillauo soldier is not easily subjected to
discipline, nnd outvandals the vandals in the
destruction of property, ns tbe present condi
tion of Peru will prove. Hu burns and de
stroys everything within his reach that has
sheltered ail enemy. No authority can re
strain bis lmnd. The awful scenes of devas
tation that took plnce ill Peru have nothing
to parallel them in tho annals of modern

The Inundation of the Nile.
When tho time approaches for tho iuiiiidn-
tion the Arab farmer is all expectancy. His
canals are cleared and ho protects hi- homo
by dikes and walls of adobe. This done,
seated at liis door, ho watches with satisfac
tion and gratitudo the rise and upproach of
the water which holds his little wealth, it is
several months rising to its greatest height,
and then as slowly and gradually subsides.
Then appears again to his delighted vision
the husbandman’s farm. His palm trees seem
to rise to a groater rouch, and their waving
brandies add to tho sense of calm and content
which pervades all. Already his well filled
canuls have defined themselves, and liis irri
gating machinery is at once put in repair.
There is no more use for the boats which
have served to carry him from place to place
during the inundation. They ur« hidden
among tho rushes on tho banks of the canal.
Every available person is now pressed into
the service. If the thin deposit of mud left
by tho departing river is kept moist, its value
remains at par. If the hot sun is allowed to
play upon it unopposed, it soon uecomes
baked find curls up into tiny cylinders; then,
breaking into fragments, it falls dead and
worse than useless. Therefore the process of
irrigation must begin at once. The rude
