The foliowing petition against granting
license outside of the city limits, intended
originally to be pointed to the ordinary,
was read.
To the Hon. J. F, Pou, Judge of the Court
of Ordinary, Muscogee county:
We, the undersigned, citizens and prop
erty holders of Wynnton and adjoining
territory east of Columbus, respectfully
show unto your Honor that by reason of
the numerous barrooms, licensed outside
of the city limits, in territory over which
there is no police protection, an alarming
state of affairs exist. Riot and bloodshed
is of common occurrence, and the general
bad order is a source of complaint from
both the white and colored residents of
that neighborhood. Without police pro
tection and a continuance of barrooms
there is no likelihood of a cessation of the
cause of complaint. We, therefore, re
spectfully and earnestly request you not to
grant any more licenses in the territory not
covered by police protection.

Mrs. Julia Andrews, of this city, died
in Atlanta Saturday night, where she had
gone for medical treatment.
Mrs. Andrews was the widow of the la
mented W. G Andrews, and was fifty-
st*\6n \ ears old at the tim«? of her dpath.
The deceased was a most d-vout Christian
bu y, and bad been a faithful and earnest
member of 1 rini'.y church for a long time.
Nbe ieaves four daughters, Mrs. D. W.
Dixon, and Misses Julia, Katie and Irene
Andrews, ail of this city.
The body was brought down from At
lanta Sunday night and the tuneral took
place from the residence of Mr. D. W.

Your committee feel that in no depart-
| ment of the government have the citizens
i realized more substantial returns for the
expenditure of their money than in the
police department, and in behalf of the
efficient officers and men of the force, take
pride in the record of 1890.
During the past year the city was redis
tricted, thus meeting and remedying the
troubles referred to in the report of our
predecessors:
Under the new city charter the police
are permitted, when so ordered by His
Honor, the Mayor, or this Council, to
make arrests within a mile and a half of
the present city limits. Your committee
regard this as a most important improve
ment, and would suggest to our successors
to carefullj consider the advisability of es
tablishing a mounted detail for the purpose
of patroling the suburbs.
We desire, in closing our official connec
tion with the department, to place on rec
ord our unqualified praise of each of the
officers and members of the force.

A petition from the renters of stalls in
the market asking authority to keep the
market open on Saturdays ail day was re

An application from Perry W. Massey
for the renewal of his lease of a portion
of Riverdale cemetery was read,
and on motion of Alderman Kirven, refer
red to a committee of two, consisting of
Aldermen Swift and Tarver.
Bids were opened and contracts awarded
as follows:
For uoiiig the smith and wood work to
Bartlett, Newman A Co., the shoeing of
mules and horses not included.
The Clerk was instructed to advertise
for proposals to be submitted to Council on
Wednesday next for bids shoeing the mules
and iiorses of fire department, etc., at so
much per head per month. Also for bids
for feeding horse used for “Black Maria ’
and for furnishing quarters for wagon and
driver.
For feeding mules to Empire Stables at
$12.50 each per month.
For medicines, to Turner A Bros, at
$1200.00 per annum.
For pauper coffins, to C. L. Torbett at
$2.50 each and $1.50 for wagon carrying
body to the cemetery.
For job printing, to John S. Stewart at
$239.00.
For printing, to Exqpirer-Sun at reg
ular rates with 50 per cent discount with
guarantee that the amount should not ex
ceed $400.00.
For lumber, to Columbus Iron Works at
$1.00 per 100 feet for length up to 32 feet;
$1.25 per 100 feet for length over 32 feet;
anil rough eastings at 2£ cents per pound.
For feed for lire department horses, to
Theo. M. Foley at $11.00 per month
each.
For gas. to Columbus Gaslight Company
at $1.50 per 1000 cubic feet.
For sewer-pipe, to E. Phillips for such
pipe as is needed for repairs and present
system of sewerage. His bid, for coal
(the only one), was not accepted.
On motion of Alderman Curtis, the
board adjourned until Wednesday next
at 3 o’clock p. m.

An Enjoyable Christmas Service.
The usual Christmas service of the Mission
School of Trinity church was held at the
church at 4 o’clock Sunday afternoon,
when an enjoyable program was carried
out, a large audience being present. After
an entertaining lecture by Rector Hunter,
the distribution of presents among the
children occurred. Tlie music rendered
daring the exercises was very fine ami
evvi-yoodv enjoyed the evening.
A Grand Success.—Yesterday was a
great day at Moore Bros’, and in all
probability the biggest in point of sales in
the history of the retail dry goods business
of Columbus.
One thousand ladies is a conservative
estimate of the number that attended the

elry, soap, etc.; lightning rod dealers,
sewing machine agents, dealers “in fu
tures,” dealers in pistols, dirks or cart
ridges, keepers of flying horses or like
game or play, ten pin or like alleys, and
peddlers of clocks or stoves, are required
(under penalty for failure to do so) to
register in Ordinary’s office by January 1
