Busftoil lately made an important epnech on foreign affdirs He referred nt coneiderable length to the American question ; justified England In recognising the Confederates as belliger ents; answered some imputations brought by tho peopio of the North, particularly the spo«ch of flonator Humner ; and re plied to tho complaint of the South, io regard 10 recognition and tho blockade, and assorted that although self-interest demanded that England should break It, pj>© preferred a course of honor, os it ^H.l have been infamous to break it. Tie showed that the Government had not sufficient ovidcnco to detain the Ala bama, until after she had sailed, and ex plained the difficulties in the way of in terference In such cases. Ho drew a lino between ordinary vossols, equipped for war purposes and steam rams, which in themselves woro formed for acts of of- funce and might bo used without ever touching the Confederate shores, and as serted that tho Oovornment was ready to do anything just to friendly nations, such as they would wish dono to themstlves, hut would not yield a political right to tho menaces of any power. Ho compli mented tho Federal Government and Mr. Howard upon their fairnoss in tfi« discussing tho motlors of difl'orenco, but said that others, including Honator Hu in ner, had acted differently, and denounced their efforts to croato trouble betwoen Europe and Ainorica, and with expres sions friendly to Ainorica, asrorted that all Ills efforts would bo usod to maintain peaco, in speaking of Poland, ho dofendod England’s position, and remonstrated against that of Husain, but did not think that England should go to subject. Ak regards Mexico, ho thought if tho Mexicans upproved cf what was boing dono for them they should bo allowod to do a Tho Timon says that Kussoll in this speech, means that vessels will bo de tained, uvon if tho existing law is in their favor. European political nows is vory unim portant. Richmond, Oct. 12.—A dispatch from Rosocruns’ headquarters on tho Otb, says that no one whs hurt by tho robol batto rioa on tho 6th ; tho mon continued to work as u Altai. A telegram from Nash villu Oil Ilia Ht!i nnyn n luram pi avails that tho robol cavalry captured and en tirely dostroyod Shollbyvillo, Tonn., tuk- Ing tho forcos thoro prisoners. Tho Nashville correspondent of tho Fhllndolphia Inquiror says McIMiorson is advancing from tho Wost by ono route while Sherman withjdio 13th army corps js moving up ty a shortor and bottor ono, ami tgo corps under Howard are moving up tho country. Under tho di rcctlon of Oon. Joseph Ilookor a movo- mont has boon mndo which will insure our possession of tho rail road to Illoh- inonfl east of Knoxville. A spoeial dispatch from Washington to the Now York Uorald *ayj» that for two months past, tho question of settlo- mont ot tho impending difficulties betwoen tho North and South without furthor bloodshed, has boon under consideration between Washington and Richmond, negotiations have not yot reached any doflnito propositions. A conaidorablo forco of robots from Mamiaduko's oorni fednracy relating to those officials, lie refers to communications addrossod to tho State and Confederate authorities by two out of the throe British Consular agents remaining here, in which it was stated that they had received instructions from their Government to pursue a course of conduct in regard to persons of British origin, resident within the Confederacy, Which Benjamin says ii is impossible to tolerate. After an explanation of tho provisions of tho Consciiption Law, and a statement of concessions made to foreigners at tho instance of British Consuls, Bcnjnmin al ludes to the recent correspondence of Fullarlon and Bunch, asserting tho ex istence of instructions from their Govern ment counseling enlisted soldiers to judge for theinselvos of tho right to exemption. This unwarrantable assumption by For eign officials of jurisdiction within our Territory—this offensive oncronchinent on the sovereignty of tho Confederate States, has boon repressed by the Presi dent's order for tho immediate departure of all British Consular ngents from our country. Tho next letter is from Benja min to Fullerton, briefly recapitulating the evidenco of his assumption of juris diction and ordering him promptly to dc- part from tho Confederacy. Tho next letter is from Benjamin |o Mason, dated June lltn, and consists chiefly jof an explanation of iho cuut-os of tiio dismissal of Mageo and Cridlend. Richmond, Oct. 14.—Tho. Petersburg Register learn* that General Fostor, from Nowbom, 1ms conoonlralod more of his troops at Fortress Monroe. Gon. Pillow arrived hero hint evening on officiul business. Benjamin's dispatoh to Mason relative to tho dismissal of Magoo, an appoint ment credited by Lord Lyons, as noting English Consul at Mobile, was, by direc tion of tho President, communicated to Russell. Russoll, in a letter to Mi asserts that Her Majesty is tho sole judgo of tho conduct of Mageo; but hois wil ling to admit that Clio so-sfylod Confeder ate States are not bound to recognixo tho authority dorivod from Lyons, but it is vory desirable that persons authorized by her Majosty should have tho means of representing at Richmond and elsewhere in the Confederate Htatos, the interests of tho British subjects who may in the courso of tho war bo grievously wounded by acts of suhjoclion to its officers. This has boon done in othor coaos of Staton not recog nized by her Majesty, und it would bo in conformity with tho amity professed by tho so-stylod British nation, if arrango- moots oonld-bo mado for correspondence between tho agents appointed by her Ma- josty’s Government to rcsido in tho Con federate Statos and tho authorities of such States. Mason in reply says if It is his lord- ships pleasure to tnako this proposition, it will doubtless receive tho consideration of tho govorrimont. Richmond, OcL 14 — A prominoi.t offi cer in a loiter to his wife, in this city, mentions tho capture of 700 Yankoos at Warrontlon on Monday.
