sUlon was made to refer tho "vexed
question” that agitated tho country to a

time thorn was no constitutional obstacle

their own right* and wero resolved to do it
by thoir own action. They cannot now

ed by themselves without backing down
from thoir position and yielding at the

it they would derive encouragement to
