sentiment of Congresa was undoubtedly
strongly Against tho ratification of that
treaty, and there is no reason to believe,
that on this qttosfion Congress inisrepre-
united the feeling of tho country. Yet
the aeconufs from Washington represent
the J'resident ns importuning Senators, in
a manner as unusual as it was undignified,
to give up thoir views of the treaty and
adopt his--to go counter to thoir convic
tions of duty and right and sustain him
in his policy of annexation. In this case,
as in most others, it has turned out tliAt
li«- who was most profuse in promises falls
far short in performance. Should the
treaty bo adopted, the act will bn nothing
more nor lesa than tho “enforcement” of
G«-n. Grant's policy against the predilec
tion of Congress and against tho senti
ment of the people ; and the country is
not likely even to know the vioium by
wl ieh such a change woh brought about.
