SENATE.
The Senate wan called to order at the
usual hour by the President, and opened
with prayer by the Kev. Mr. Evans.
Mr. Nichols moved to reconsider so
much of the journal as relates to the pas
sage of the bill re-districting this State in
to nine Congressional Districts. Motion
lost—ay ok 14 : nays 18.
The report of the Joint Committee to
investigate tho conduct of R. B. Bullock,
lato Governor, was read. Mr. Wellborn
moved its reference to the Committee on
the Judiciary. Mr. Ilintou was excused
from votiug on the question. He stated
that he had, without any solicitation on
his part, been employed for the State in
tho Macon and Western Railroad lease
case, and that he had rendered his servi
ces in good faith. Tho report was refer
red to the Judiciary Committee.
Mr. Reese offered a resolution in rela
tion to funds deposited in the Georgia
National Bank, which waa referred to the
aamo Committee; also, a resolution au
thorizing the Governor to subscribe for
18ti copies each of Bacon’s aud Jackson's
Digests of the Georgia Reports, which
was referred to the same Committee.
Mr. Hinton offered a resolution to ap
point a committee of five, two from the
henato and three from the House, to ex
amine and report upon a digest of the Su
preme Court decisions prepared by W. I).
Elam. Esq., of Rome. Agreed to, and
Mes-ra. Hinton and lister appointed as
the Senate Committee.

to give them mature consideration.

HOUSE.
The House was called to order at 3
o'clock a. w. by the Sj>eak*<r, and prayer
waa offered by Rev. Mr. Strickland. Roll
call dispensed with. Journal of yestorday
read and approved.
Mr. Scott moved to reconsider so much
of the journal as relates to the adoption
of a resolution to print 100 copies ot the
evidence taken by the State Road I .ease
Committee, and 1,000 copies of the report
of said Committee upon the evidence.—
He wanted tho evidence and report print
ed and fastened together, so that in every
instance the whole ease could go before
the country. And to that end dosired the
radio number of copies of the evidence
and the re|>ort thereon printed.
Mr. McMillan called the previous ques
tion and the call was sustained. Tho mo
tion to reconsider prevailed.
Mr. Scott's resolution, offered on yes
terday, providing for the binding of the
report nud the evidenco of the Lease
Committee together, being the unfinished
business of yesterday, was taken up. The
resolution provides for the printing of 3,.
1*00 copies of the report and evidence.—
The resolution was agreed to.
Mr. Anderson offered a resolution in
relation to tho distribution of the rejiort,
which was agreed to.
Mr. Simmons, of Gwinnett, offered a
resolution in relation to the payment of
certain claims ugainst tho Western and
Atlantic Ruilroad. and moved to Hiis|>end
the rules to take the samo up. Tho mo
tion did not prevail.
Leaves of absence were granted to
Messrs. Beasoly, Braddy, MoWnorter and
Fon.
Mr. McMillan arose to a question of
privilege and denounced as infamously
false certain strictures on the Bond Com
mittee which he read from the New York
Times. The article accused the Bond
Committee of making a garbled report,
and said they had recommended the repu
diation of certain Georgia securities, and
otherwise refleeted upon the liouesty and
integrity of the Bond Committee. Mr.
McMillan said the whole evidence taken
by the committee wus given, aud tho mat
ter had received by tho committee the
fullest investigation, and all parties lmd
been allowed a full, complete and fair
hearing, aud the article he read was an
infamous and false slnuder. He was per
sonally responsible for everything he said
and did not shield himself behind his
privileges as a member of this House.
The worst he could say of the author of
the article was that he was worthy to bo
the editor of the New York Times.
Mr. Hall, of Upson also denounced tho
htatements in the article of the Times ss
infamously false.
Mr. Pierce moved to tako up tho report
of the Bond Committee, and resume con-
aideration of the bills therewith connected,

HOUSE.
Speaker Camming called tho House to
order nt the usual hour, and prayer was
offered by Rev. Mr. Jones.
Yesterday's journal wus read nnd ap
proved.
Mr. Ilogn moved to reconsider the adop
tion of the resection declaring null and
void the currency bonds. Ho stated there
whs n difference in the recommendations
of the Bond and Bullock Committees on
a portion of these bonds, and his only ob
ject in moving a reconsideration was that
a conference might ho had and the prop
er conclusion firmed ut. Tho motion to
reconsider prevailed.
Mr. W. I). Anderson, of Cobb, rose to
a question of privilege, and stated that
his remarks upon tho policy of the Public
Friuter in hopuruliug the testimony and
report of the Lease Committee, were in
duced by information that it w».s without
the authority of that committo:'. Since
that time, how over, he bad learned that
tho chairman of the couimittoe had au
thorized such separation of the report,
aud he took pleasure in withdrawing his
animadversion upon tho Printer, whom
he lmd always catceiucd as au honorable
gentleman.
On motion of Mr. Russel, the night

Cartersville and Van Wert and Cherokee
railroad companies and prohibit payment
of the principal or interest on the same.
The motion prevailed, and on motion of
Mr. W. I). Anderson, the Honso went into
Committee of tho Whole to consider this
bill, Mr. Snead presiding as Chttiriuau of
the Committee of tho Whole.
In the Committee, Mr. Griffin, of Hous
ton, made a lengthy speech against do-
daring null and void the State's endorse-
ment of the bonds of these railroads. He
pat his argument principally upon the
ground that the names of a large number
of respectable gentlemen were among the
corporators and tho directors, and this
gave an air of good faith to the issuing of
the bonds that may have caused in
nocent bona fide purchasers to invest in
the same. He also said it was unfortunate
that all tho members of the Bond Com
mittee were Democrats. It would have
Bounded better in Europe if some Repub
licans had been on the Committee.
On motion of Mr. Pierce, Mr. Snead,
Chairman of the Committee of the Whole
House, reported the bill back to the House
with the recommendation that it do pass.
Mr. Fierce moved that the report of the
committee be agreed to, and that the bill
do pass. Upon the passage of the bill
Mr. Hillyer asked for tho ayes and nays.
The bill* was passed—ayes *123 ; nays* 7.
Those voting negatively are Blue, Davis
of Clark. Dukes, Griffin of Houston, Hill-
yor, Joiner and Smith of Covruta—all coi-
ored, exempt Messrs. Griffin of HoiLstou,
and Hillyer.
The report of the Bond Committee waa
resumed and the resolution to declare null
and void the currency bonds issued under
the act of 1870 was taken np. Mr. Glenn
called for the ayes and nays and the call
waa sustained. The resolution was agreed
to—ayes 116; navs 10.
