[rum DISPATCH**. ]
Louisville, Sept 3.—The National
Democratic Convention met to-day in
Common Pie ah Court Koom of the Court
llouiw. Previously and during the as-
Doubling of the dologat«a,thff 2d Regiment
National Hand, of Philadelphia, played
various airs.
At about 1 o'clock, Col. Duncan called
tbc Convention to order. Rev. Dr. Platt
addressed the Throne of Grace io a prayer
for concord and peace, and freed from sec
tional jealousies throughout the line.
Col. Duncau then apoke aa follow*—
(t'nitlnnrn of the Contention : It ia tny
duty to call this aaaemblage to order. Its
objoctH are well known, and require no
explanation. We have been characterised
aa bolter*, mercenary, do., by editors and
politicians who have sought an alliauoe
with a faction of the Radical party, and
who have abandoned all tba principles
which have hitherto characterized our
organization. It is not my province to
cost reflections upon the motives of those
men, in whose wisdom and judgment we
bod unfortnnatoly confided. Their action
is invalid and void ; it has no binding
effect upon other individual members of
tbo party, and it baa already been repu
diated by hundreds of thousands. No
spirit of presumption or forwardness in
duces gentlemen who aoted with me to
appeal to Amorioan Democrats against the
flagrant violation of |>arty faith, and tho
utter negation of principles involved in
the nomination of Greeley. We did it
with a higher and nobler motive; we did
it to vindicate truth, and to protest
against tho offered reward for political
treason to one who had occupied a life
time in bitter animadversion of those
whose support ho now has sought. If
our call had boon a failure, our duty
would have boon nono tho leas performed;
but there was u sympathetic chord iu the
American heart which responded in en
thusiastic and harmonious tones to the
musical touch. There ia a love for hon
esty and for principle, a deop-rooted
desire for n reform in the hearts of the
Amurioau people, and tho aaaemblage that
in before me to-day oviuoos an earnest
intontiou to uphold that banner which
liad fallen from nerveless and incompo-
tout hands, and to prove that tbo old
organization wmt not dead but only sleo}i
mg. |ApplaiiHo. |
It haH not diod of its corruption us lat
ter-day suiutN preiuiso who are no oager
fur its destruction. It will not hold out
hopes of rewurd for party troaaoti, nor
bribes to secure Generals from the one
tny h camps, j Applause. J
Tho eyes of tho wholo country are di
reeled to this convention and mauy anx
ious hope* are to ho verifies 1 or blasted
according uh wisdom nr its negative shall
be the controlling spirit of our delibera
tions.
Wo cau make this body n famous ono in
history hm a source from whioh the futuro
|Kilioy and destiny of the couutry ia to be
*ha|ied. Wo oau make it equally insig
nificant and destitute of influeuoo. We
waut no bydra-hoaded platform, whioh
ran be construed according to tho wishos
of the rcudor, for wo have clear and un
doubted the oyes (?) whioh have but one
interpretation, whether expounded in the
North or in tho South. We can have no
iutoiit to re-open tho queationa of the
post whioh tho sword ha* so blindly de
cided. (G real applause.)
We will givo no ouoouragomont to
ought that leads towarda revolution, nor
con we, whilstsubmittingtothe inevitable
and powerless to rovorse what had been
accomplished, stulttify ourselvo* by com*
mondntion of acts performed in violation
of tho Constitution. (Great applause.)
We must seek our ollianoe upon principle,
nml we must if wo can, impress upon tho
minds of tho luboring olaasee, who oonati-
lute a vast majority of our imputation, a
full conviction of onrhoneaty and our sin
cerity iu behalf of meatrarea tending to
iieuoflt them, and we should prove our
friendliuoss by actions whioh may appeaso
conflicts botwoou capital and labor* thro'
wise compromises, acceptable to both,and
whilst capital has rights whioh we ahonld
nook not to infringe, labor, whioh is an
essential for carnoat consideration, for U
is a paront of wealth. It ia a laborious
work to attompt reorganization of party,
nud to create ita neoosaary machinery.
For two months overy thought of my
brain has been monopolized, and every
energy of my mind and body directed to
the accomplishment of that objeet. The
" r of my motives should avert crib
•inoority
iciam, and if there have been errors of
omission or commission, they should be
overlooked, for the spring of my notion
lias been intent to do right, and to aid
in the preservation of tho party and the
perpotnation of ita principles as a safe
hope for tho future of theoountry. (Great
applause.) And now, gents, weary as I
am in mind and body, there iznn absolute
sensation of relief that I oan terminate
for myself imposed duties and abdicate
my fuuotions. (Great applauae.)
Duuoan introduced Lev! B. Ohatfleld,of
Now York, as temporary Chairman.—
Cheers foliowod, three eheers also being
given for Duncan.
ChaMUld was unanimously oboaan.

understood that O'Conor's nomination ia

WiLMiMOTON, Dsn., Sept. 4.—The elec
tion in Wilmington show heavy Demo
cratic gains. Joahua L. Simmon* (Deru.)
is elected Mayor by over one bund rod
majority. This is the first Democratic
Mayor sinoe 1800. There are Republican
losses in every ward.
Louisville, Sept. r».~Ohio cast four
votes for Feudletou, and refused to
change them, beyond this the vote waa
unanimous. George Francis Train mode

biasing.
Amid confusion the Chair announced
the vote: O'Conor GOO; Pendleton 4.
A letter was rood from John Quiney
Adams, announcing he would support
O'Conor and accepting the second place.
Adams waa nominated Vice President
upon the third Imllot.
A telegram from Charles O'Conor, in
reply to tho notification of liia nomina
tion, urges the selection of some one else,
and lonvo him to private life, but at the
same time he declares his unalterabilly
and fidelity to aud sympathies with the
Louisville movement. As he foils to say

strued an an indication that ho will uccopt
if the Convention should still insists on
his acceptance.
Uailuoad from Uknkva to Taluotton.
Tho people of Tslbotton have for some
timo contemplated a branch railroad from
their town to Uoueva, or somo other point
on the Kouthwestern Rood. A committee
of tkoir citizens have appealed to our City
Council for aid, aud our Mayor, on Mon
day afternoon, was imitriiotod by Council
to appoint a committee from among our
best citizens to cau vans tho city for sub
scription* to that enterprise. We do not
believe that a railroad from Tulbotton to
Goueva, or any poiut oast of the latter
place, would result in much benefit to
OoluiuliuM, unless our merchants can hold
out inducement* suflleient to draw the
trade of Talhot county. It is estimated
that two-thirds of tho trudn of that county
has gono to Macon for year* post, aud
have uo doubt but that it will continue to
take that direction for years lo come, with
or without a railroad, uuIohh, uh wo have
said, our buaiues* meu oan eonviuoo those
people that we oau hold out equal, if not
superior inducement* to thoso extended
by Maoou. Notwithstanding this view of
the ease, we trust our citizens will make
au effort to get up o conditional subscrip
tion to the root], as theroby we will oou-
viuoo Tslbotton and Talbot county that
we are not indifferent to their welfare, or
uuwilliug to aulwurve our own interest in
that direction. Therefore, let our tuor-
ukauta, warehousemen, factors, aud other
monied men do what they cau to push
forward tho oontoiuplatcd enterprise, as
theroby wo will at least bo able to retain
the foothold we now have among the
people of that section.
CoLiTUonpR Colleue.—By roferenoe
