early agitation and discussion of that question

It should not discuss or determine the
question of the right of the frecdmen to sue
and be sued, or to testify in our courts, or
set as jurors. These'questions are eminently
proper for the election of the State legislature
and it is not important, nor may it be to our
interest, that they be decided immediately.
A little delay will do no harm.
The convention should not intefere with
thq personal code : it should only provide in
tw constitution for appropriate courts and
sptedy trials. It should not interfere with the
.Muscogee Cowwtt.—O^judiciaiy arts, or with the law of evidence.
All these should lie left with the legislature,
which has proper cognizance.

Let each public officer make his report, as
I heretofore, to the legislature, which should
decide such questions—as has been the usage
for half a century. That body, just from the
people, can more properly make all necessary

This clearly points to a still further exten
sion of the notorious "Morrill Tariff," which
was engineered through congress some four
years ago, and already amounting almost to
prohibition. By dint of turning to good
account the clap-trap cry and pretence of
“protection to home industry" and “enlarg
ing the national custom house revenue,” they
have succeeded in blinding the people to the
merits of the sound commercial and interna
tional principle of—Free Trade.
The prime authors and movers of this odi
ous system of monopoly, which the experi
ence of all nations (of Russia eRpecially).lias
proven to result disastrously wherever intro
duced, are the manufacturers of New. Eng
land, and the iron founders of Pennsylvania.
So cunning and expert are the New England,
men, that although the populations of all the
six New England States combined, scarcely
exceed in number the population pi the sin
gle State of New York, yet was it noticed a
