Unfinished counterfeit fifty cent fractional
notes to the amount of abont $80,000, together
with a quantity of paper, tools, etc., for coun

About $20,000 had been finished and put in
circulation. Tlie detectives succeeded in cap
turing in Brooklyn, on last Tuesday night,
and committed to jail, the person said to be
at the head of this gigantic swindling enter
prise. His name is Charles J. Itobcrts, an al
leged noted counterfeit engraver.

Franklin D. Williams, vice consul of the
United States at Hong Kong, died in that
city, on-tlic 7th of September, in the forty-
third year of liis age. He had been a resi
dent of China for seventeen years.
Jas. Robb, the great railroad projector and
eminent banker, has returned to New Orleans,
to resume business, with a largely recuperated
fortune.
A number of prominent abolition politi
cians have been arrested in New Jersey, on
the charge of bribery at the recent election
in that State. Among those arrested were
General Kilpatrick and tlie deputy collector
of internal revenue. All the parties were re
leased on bail.
The government has decided to appoint fe
male detectives for the purpose of searching
suspicious women who are extensively en
gaged in smuggling silk, lace, etc., between
Canada and the United States.
The steamer Wamsctt was burned at St.
Louis on the night of the ICth. She was val
ued at $60,000, and insured for $50,000.
Col. Joel Riggs, of Montgomery, died on
the 16th.. He was at one time connected
with the Stafe hank, at Tuscaloosa, was after
wards comptroller, and under, Gov. Watts
was Adjutant General of the State.
M Ardouin, who lias long represented both
the empire nnd the republic of Hayti at the
Court of the Tuilcries, died on Tuesday,
October 31, in Paris, in his seventieth year.
News from Texas states that the Indians
arc creating great alarm on the northern fron
tier of that State.
Advices from Austin say that Provisional
Governor Hamilton, will soon issue nn order
for the election of delegates to a State con
vention, the election to lie held about the
15th of December, and the convention to as
semble abont a month after.
The Germans in Texas arc preparing to
plant cotton extensively, and to raise it by
their own.labor. They also invite tlioir coun
trymen to emigrate to the State.

Whereas the late Convention did ordain, that the
Provisional Governor should provide for the forma
tion of one or more Militia or Volunteer com
panies in each of the counties of the Stair, to act
as a police force, to suppress violence, to preserve
order and to aid tbe civil officer* in the enforce
ment of the laws, under snch regulation* aa might
be consistent with tlie laws of the United States.—
Now therefore, I, James Johnson, ProrWonal
Governor Of the State, do hereby lotboritr and re
quest the people of this State, to organise, accord-
law, in each of the counties of the State,
a volunteer company, lor the purpose of aiding the
civil authorities in the execution of law and the
suppression of violence.
And it hereby further declared, that sorb
companies, when so formed and organized, shall
be auxiliary and subordinate to the civil officer.;
that they shall arrest no person, and Rearch the
house of no person, without a legal warmt regu
larly Issued by some magistrate having authority,
and shall in no cave inflict any panisbmj'nt except
by the judgment and direction of a duly qualified
civil officer, having jurisdiction of tbe offmte.
And whereas, it in teirable to have unlfbrmiiy
in command, and that there should be no conflict
between the military authorities of the State mi
United States, it is farther declared, that said com
panies when formed within their nwpcctiveemm
ties, Shall be under the control and subject to tbr
military commanders of the United State*, com*
manding tbe District; and for a violation of the**
rcgulatiooii, and for any other oflenac committed,
shall be tried and punished according to the rales
prescribed for the government of the army of Ike
United States.
