The Politic* of the North—The Virions
Plana of Reconstruction,
The following article from Uu* New York
2 ones affords a glimpse of public .^eminent
regarding the South, and will be read with
interest:
Thk How-to-do-it Policy.—If it l*c troe
that “where there is a will there is a Wmj, n
the prime question Is whether there i* a w'ill.
It ts the having no will to do a rising that
makes what is called an •’impracticable/* and

dent’s plan, which '•pring not so nmrh from
opposition to the partirular mode of rest an
(ion, as to the restoration itsoit. Th.-v are
shut up to. the “foregone conclusion" that the
South ought not, lor an indefinite period
hence, to enjor again its full const itutionnl
powers. In many cases, this cou-.re from an
honed belie! that the Southern white, will
not, for years, l>e fit to be trusted w ith anv
power over tlic race they have so lately lici.’t
ill slavery. In manv other case*:, it is hat the
oflspring of that old vindictive feeling of the
human heart which delights in kcvi.im'
2®** * Prostrato enemy. In other case.
st* 1, it proceeds from a dread of the revived
political power of the South, ns a mischievous
clement inthe future politics of the countrv.
15ut however various the motives, the result
is the same—n jiolicy of vbtniftioj. and /»re-

s how to do to. Objections-.,gainst any pL
which proceeds from such .^condition of
mind are but mere pretext* and have no title
to consideration.
A. good deal has l>ccn said about an ctal>-
hshment of negro suffrage in the Souther*
btntes, as a prerequ.site to their restoration.
But to no small extent this talk lus been hot
a covert For the ulterior purpose of ■
them out at all events. We are forced to Ih^
lievo thi-S because there is an habitual avoid
trace of all discussion of the method bv w hich
tins suffrage is to he secured. The eUfl mil
lion of Southern whites are, almost tea mau
most strongly opposed to it. How is their
will to bo overruled i By the warpowrrof tl„
President f But that power, rrin if it em
braced the question of suffrage, which it can
not, terminates the instant the restoration is
effected; and the States would again l»c free
to do their own will. Shall ncp5 suffrage 1*
secured by an amendment of the constitution -
Thabif practicahlC’ would be the only true
mode. Wc adopted it in respect to negro ftce-
(1 c ci ‘ i' ° ^ ll . not . <rusl to any permanent efieet
of toe Emancipation Proclamation, or to anv
abolition ordained bv the conventions of the
States seeking to return. We have underdo. K1
that the permanent validity of the proclama
tion might be hereafter denied, and that fu
ture conventions might undo the mil...-,
of the present Therefore wc Iiavc insisted up
on tlic interposition of nperpctual intcrriict of
slavery into the Federal constitution, where it
will be for all time to come beyond the reach
ofcray Southern option. But uotthefirst prop
osition has been made for a similar nmendmen t
to secure permanently negro suffrage. Why t
Is it because negro suffrage docs not nans
ns strong a safeguard for its permanency as
nogro freedom ? If the latter, though sup
ported by a proclamation issued with plenary
warpowers, and by the deliberate acceptance
of the Southern States in the most solemn of
»H forms, was not deemed sate unless protect
ed by tho bulwark ofthci'edcral -r lift ■fin*
how could the former, without, either of the
other defences, do without this last great
safeguard t It could net stand a day against
Southern will, after the Southern Stiles onre
reccivcdjback their civil powers. Yet no sign
of a movement lias been made to procure a
counterpart of the anti-slavery amendment in
a pro-suffrage amendment. The requisite
three-fourths majority of the States could
never be obtained, nnd everybody knows It.
After nil the declamation of the last six
months about the right of freemen to tbc fran
chise, those who have indulged in it are still
as far as ever from submitting any scheme for
permanently forcing the Southern States to ac
knowledge that right. They have avoided
this for no other reason than because they
know that any scheme they could devise
would cany its impracticable character on its
face. Affirmatively they confine thcra«olv7*
to mere abstract sentimentalizing; negative
ly, to embarrassing President Johnson’s plan
Rail resolves jtself, as we have said, into a
simple obstructive policy—a poliev of keep
ing the South out tor an indefinite’ period.
The real question is, whether an early res
toration of the South is expedient. Those
who really believe this, find no difficulty iu
supporting president Johnson’s plan, as both
just niul effective—just, because tlic prerequi
sites insisted upon arc all the logical conse
quences of the war, and effective, because the
Southern States can and will accept them,
with a lull purpose to abide by them. T.i
oppose that plan is nothing city than to ’go
for postponing the restoration (if the South
indefinitely. No project could b* warm than
that. Its whole work would l>o to hinder all
good, and to promote all evil. It is of al
most vital consequence to the finances of the
country that the industry of the South should
be established, and the great Southern sta
pics be again produced in something like
tlieir old mighty measure. This cannot
be done_ so leng as the South remain*
under military government, and with a
futnre altogether uncertain. The. capita!
which is necessary for the purpose will not
go to the South without the certainty of a
settled condition of society, which civil safe
guards alone can guarantee. To postpone
the restoration is not only to sink the national
credit, but ia to keep the Southern people
impoverished and humiliated, and to excite
in their hearts the very worst feelings ngain.t
the government. Tlic whole Nort li ha* been
astonished by the universality and the prompt
ness of their submission to’the government,
after the overthrow of tlieir armi. c A year
ago few deemed such a change possible. The
present spirit of the South S -urc-Iv remark-
•able, and we ought to make the in<r.t of it in
using it, while still fresh, to re-cement the
Union. If repelled, it will inevitably turn to
bitterness and hate, and work endhswdiscon I
and confusion. Tlic Union partv would l>e]ie
its name if it tailed to sustain President John
son in his opening of the only feasible way
for a speedy return of the South to it-. <>M
constitutional place in the Union.
Sthanok Occurrence at Palmerston -
Grave.—It is stated that when the Dean of
Westminster pronounced the words “ dust to
dust, ashes to ashes,’’ over the grave of Lord
Palmerston, the chief mourner, as a last pre
cious offering to the dead, threw into the
grave several diamond and gold rings. An
other account stares that tbc vault was so
constructed that it would not permit of the
throwing in of any earth at the most solemn
portion of the funeral service. This novelty
attracted a great deal of notice, and was re
ccived with various degrees of approbation.
To some it appeared a great improvement, as
taking away ali the earthly liideoasncs* of
burial; but others thought that the tradition
al solemnity of the grave suffered when the
dread word.-. “ ashes to ashes, dust to «ln«t'
are got accompanied by the usual symbolic
sprinkling of earth on Hie coffin. tLc chief
mourner responded to the words by easting
several valuiSJS rings into the grave.—Man
chester Owrrixan.
