One of the chief objection* to the admit- ston of the Southern member* is, that the great [body of those who have been elected to congress are men who have been engaged actively in the rebellion, and cannot therefore take the “Test Oath.” Now this appears to U9 a frivolous objection. For if tho people of the South are to be allowed to elect such tnrmbere at all, they must be trusted to elect such men ** they deem most worthy of their confidence. Tho right to elect representa tive would be valueless if not entirely free and unrestrained. Any other rule would confine the selection to so small a nntnbcr of men, who are eligible that it would amount to no privilege at *11, and lie simply * registration of tlie promo tion to office of a set of men who arc not on ly exceedingly scarce, hut who are, as a gen- cral tiling, entirely unworthy of popular sup port. The men of the South who can now come forward nnd swear that they did not participate, cither directly or indirectly, in the rebellion, arc fairly liable to very serious suspicions. They were cither deceiving those among whom they lived during the war, by professing a devotion to the Confederate Government, which was not honest or sin cere, or they arc acting with hypocrisy now.
