Greer, Resolved, That the Street Committee thoflxed to hire ten able-bodied hand* and six hoys, to work on the streets for the year 1S66. Passed.' The Committee on Public Property, to whom was referred the matter of selecting a suitable site and buildings for a small pox hospital, re port that they have made ah arrangement with Lieut. H. P. Webb for the use of the boildingson the government property near the new arsenal at a moderate rent. Adopted. On motion Aid Turpin, Resolved, That the doty of the Ward Physician shall be to, immediately on entering upon his duties, vaccinate every person in his ward, and_ shall report the names of' those refusing tj be vaccinated, and that he shaH report to the'small pox physician every case of small pox for imme diate removal, and weekly reports of the health of their respective wards shall be regularly made to this Council, and should also report all failure* to comply with tbo requirements of Council, as expressed in 2d section of ordinance, relative to the small pox, and shall attend faith fully to all cases of sickness occurring among the ’indigent poor of his ward. Passed. - Aid. Turpin moved that the Committee on Public Property be authorised to contract with some responsible person to wind the city clock for the ensuing year. Carried. On motion Aid. Wilcox, Resolved, That the small pox physician have entire control of small pox hospital, and author ised to employ all nurses, cooks and aby other istance that may be required to carry out the objects of this hospital. He shall be habitually at the hospital—not practicing in the city during the present prevalence of this disease. Shall keep a strict guahl over the premises, allowing no one to go in or out without his express order, and shall make weekly reports to this. Council of the number of patients received and dis charged. Passed. Dr. Collins then read the following report of the patients treated at his hospital: As a great many exaggerated rumors has gained circulation in regard to the expense the city bas undergone in carrying on a small pox hospital, ‘ flw ipectfullr submit this, my report to tho May- id Board of Aldermen, to set the facts before 1 the proper light: 1 he hospital was organized gets , w . JJnly last. J went to a great deal of trouble and some expense to fit it up with suitable furznture,sucb as bunks, matrasses, bedding, cooking utensils, Ac.. Ac. I fitted up the hospital with a capacity of 60 beds. The hospital supplies did not cost the city one farthing, not oven hauling them to tho hospital. CoL White, Commandant of the Post, gave ine an ambulance to convey small pox cases from the caty to the hospital. This ambulance was used by the government authorities as*well as by the city, and 1 can show that it was an expense to me. By authority of the Mayor and Aldermen, I employed three (3) hospital attendants. One 1 gave $60 a month. He lias been steward and ward-master in a small pox hospital for the last three years, and is conversant with the treat ment of the disease. He is strictly honest, and one of the most faithful men in the discharge of his duties, I ever saw. I require him to be at the hospital all the time, both nay and night, to see that the rations are properly cooked and issued to the patients, and to give all medicines pre scribed by me. The other attendant is a negro man wfc $S a mouth as ambulance driver. Tho third is a negro woman whogets$ouraonth as cook. As I needed 20 tables, and as many benches for the comfort of the sick at tbe Hos pital, the City Council authorized me to have them made, and also to have some work done on one of tho buildings to accommodate more pa tients. This I accomplished with an expense of $50 to the City. * No rations have been drawn from the gOVern- men(*for our Hospital for 45 days. Wo have ob served economy, however, and. saved enough rations to carry on tho Hospital up to tho pres ent time, with about $60 expense to the City. I have had*only two cords of wood furnished me since thelfospital was organised, This has caused me some embarrassment and trouble, but I have managed to surmount it, and to get along ralescent patients and attend- _ of the Hospital* and cut .old logs and brush. About the 27th of last month' I received an rderto turn over the ambulance that was in my barge, to Lieut. Barney, of the* Freedman's Bu- eau, which I did. and since then I have used my wn team to carry all cases of small pox- out of the City tot’-e Hospital that were reported to nffe, froet of charge to the City. Since the organization of the Hospital, I have admitted and treated nbd\it 300 eases, all of which negroes excent a boat 25.
