It ie very well known that there are at the
present moasent no km than four bills pend
ing before Congr.se, having for their object
either the total abrogation of the State Gov
ernment of Georgia, - or, what ia worse, the
establishment of a gubernatorial despotism.
All of these bilk are alike obnoxious to
the sentiment of our people. If nought is
done to anticipate soma one of them, or, per
haps, n new bill embodying all that Is ob
jectionable in each, may be reported by the
Judiciary Committee. Past experience warm

House of Representatives, before proceeding
to business:

It is with no ordinaiy degree of pleasure
that we greet each other hare to day. Yet
it is painful to know that ooe of onr number
is absent Since onr adjournment death baa
entered here, and suddenly removed from
earth to the land of spirits, onr brother and
co-laborer, the Hon. W. M. Bntt, of Marion
county. So energetic and efficient in bis ac
tions, so congenial and confiding in bis Da-
tare, that “none knew him but to love him;
none named him but to praise.” Peace to
bis ashes.
My duty, gentlemen, as your preaiding offi
cer, k simply to preserve order and to exe
cute, to the beat of my ability, Abe mica and
practice controlling Legislative bodies. I

cumstances, an effort should not be made to
stay the action of Congress, and, if posable,
avert the threatened evil! It ia idle to
question the powers of Congress. With that
body, tbs hard experience ol the recent past
should teach us that its power and its will
are synonymous terms. However much
we dissent from its course, we are
forced to confcte that it has not only
assumed, but, under the forms of law, ex
ercised, whenever desired, the supreme pre
rogative, and that all its acts received the
people's approval in the late general election.
Hence, to directly clash with supreme power
ia simplj suicidal. If it be in the probable
power of (be legislature, by prompt diplo
macy, to avert the catastrophe, non-action ia
crime. The issue we cannot avoid. It must
be met. That it can be met successfully we
dare hope. Ia expelling the negro from bb
seat, the Legislature discharged what it be
lieved to be a conscientious dnty. Holding,
that under the State Constitution he was in
eligible, they simply asserted the fact. Up
to that time Congress had toiled to Indicate
a different construction of that instrument
Therefore, the Legislature did not array
itself against any expressed views of Con
gress. By Congress the issue has been
raised, and the ruling party in that body
would, no donbt, be pleased abonld Georgia’s
Legislature assume a bostik attitude. With
out presuming to dictate aoy specific act on
the part of the Legislature, we do fed called
upon to suggest a general Hue of policy,
which, in our judgment, may be productive
of ultimate good. By all means let us not
furnish Congress with n pretext for presum
ing a disposition on our part to disregard
any of iu lows. It may be well to consider
tbe propriety of presenting to Congress a
memorial setting forth tbe real an'raus of the
Legislature in its put action, and with all
due respect for its recognised powers, with a
view ot bringing tbe matter before tbe Su
preme Court of Georgia, we would uk a sus
pension of further congressional legislation
on the (Object until n decision ahall have
been rendered, the State pledging herself to
abide in good faith the result.
We counsel action; but let it be tempered
with wisdom and moderation.

We passed into tbe Representative Hall,
the centra of attraction—and well it might
be. It was brilliantly lighted np by n mam
moth reflector, which flashed upon the fres
coed wails, from which beamed tba pictured
faces of some of Georgia’s most gifted sons.
This room, seventy-five feet square, and thir
ty-eight feet from floor t# ceiling, with gal
leries upon three aides, was pocked with an
admiring and animated throng, who gated
alternately on tbe triumphs of skill and art,
and on the enchanting vision of female love
lines., moving in a glorious panorama of soul-
thrilling smiles and sparkling eyes. Indeed,
there were some who, in tbe contemplation
of that vision, were almost oblivious to all
things else; and—we might u well confess
it—yu local was "one of ’em.”

of tbe vast structure streamed tbe lights from
eyes- did you ever f We are enchanted, and
no mistake. If tbe editor himself bed not

we expect to live in peace, we must magnify
tbe law and make it effective. Otherwise
anarchy, confusion and blood-abed moat fol
low. Let tu be uni led as one people in tbe
maintenance of law and order, for by thk
alone can we ever expect permanent peace.
Since we last met, tbe nation by an over
whelming majority, baa vindicated tbe re
construction acts of Congress; let us then
this day, as an integral part of this mighty
republic, bury our prejodioies and oar pas
sions and execute the laws of Congress in
spirit and in truth. Aa I said to you on a
former occasion. “This is oar government,”
let us perpetuate it-take it, for with all it*
iaults, it is to-day, tbe best on eartb.
I cannot close theee remarks without re
ferring with pride, as a Georgian,,to tbe
splendor and elegance of this Hall. The city
of Atlanta hat lar excelled tbe expectations
of the most sanguine of her friends. All
that art or money could accomplish baa been
furnished here. Faitblul to her part of the
contract, made with the Convention, let
Georgia, fulfill hern also. Atlanta derservea,

If any one will take the trouble to glance

Senatorial representative does not owe bis
place to gold or intrigue. Tbe Republican
Legislature of New York is no donbt a type
ot many others. Hera is tbe confession of
tbe New York Times on tbe contest between
Fenton and Morgan:
"It seems to be quite generally conceded
on ail hands that money will decide the con
test—in other words, that when tbe lines am
toirly drawn, so as to determine tbe strength
which each can count upon, the one who buys
tbe most voles from the opposition will carry
tba day. This ia not the view of the case
which we should be moat eager to flaunt in
the faces of the corrupt monarchies of Europe,
though the fact that it is tbe one most widely
taken here, by tbe men moat familiar practi
cally with such contests, gives it a melancholy
interest. Of course, political schemes and
combinations will be resorted to first; when
they toil, the cash value of votes will become
n matter of calculation.”
