in consequence of a quarrel between the conspir
ators, it tarns out that each of them has a jndge
in his pay and able to drag the machinery of jus
tice through the dirt of tte most unblushing cor
ruption. Certainly no spectacle has been exhib
ited in England half so demoralizing to the pub
lic mind as the whole course of the rival manipu
lators of the great Erie railroad. Money has
doubtless great influence upon the British Par
liament, but at least it does not influence mem
ber* in the repulsive form of direct bribery.
The taxation of the country is doubtless deter
mined in a great measure by rich men; but at
least we are not told here that more than half
the revenue escapes through mysterious leak*
highly manured; that at the ratio of decrease
of our negro* for tho past three years,in less rii.u
ten year* the cotton crop will be limited to one
million btlfti. * f ; r
It ia equally evident that it is now past the

power of the Legislator to make efficient labo
rer* out of the negroes, that is, so far as labor is
concerned they are lost beyond redemption, and
after the next two or three crops, we must not
expect to rely upon them; that the supply of
labor will not be materially affected by any white
immigration likely to occur; that, unless the
cotton, tobacco, and rice crop, approximate to
the yield of 1860, the nation must bankrupt. ^
In a previous paper we suggested how immi
gration might be stimnlated by energetic action
on the part of tbe State Government; but it i*
apparent that the class of persons who would
be induced by tho liberality of the State, to lo
cate here, are those chiefly relied on by North
ern farmers, a* laborer*. Hence, the larger the
number who come, tho greater would be the
■eartity of field bands there; and farther, they
would be neoessarily small farmer*, raising pro-
sisions rather than cotton and tobacco; nor
would they cultivate our alluvial lands, which
now produce the bulk of our cotton ..J rice
crops.
These reflections must cause equal solicitude,
whether considered by tho Northern bondholder
or by the Southern planter. Tho one see* hi*
securities rotting, his spindles idle; the other,
his lands—his only source of wealth and commer
cial prosperity—profitless, relapsing into an nn- I
productive wilderness.
It would indeed be ss profitable, as curious
and interesting, for the business men of *>J«
country to speculate what would be the condi
tion of this republic, without a bag of cotton or
bushel of rice. What, think they, United States
bonds will be worth in Frankfort with a crop
of cotton limited to one million bales, and with
foreign production stimulated until the market
in Liverpool ranged under eight pence t That
thia will be the case in ten yean, is as certain
as anything in the future can be. And what is
the remedy ?
We shall reason in tho true spirit of Yankee
enterprise and deal with events aa they
We do not write for Sumner and such narrow
minded fanatics, with their prurient, morbid hu-
manitarianism, for wo believe their race is run,
and before three crops are gathered, their con
stituents will feel for them the same con
tempt, if man can experience contempt tor
microscopic littleness; but address ourselves to
the business men, the worker* of the oountry.
Were it poosible, wo would recommend remit
ting to ala very every African in the South, as
the cheapest, surest and quickest method of
solving tbe problem; but aa this is Impassible,
w» say import mors from Africa and hire them
to planters until they an taught something of
civilization and become efficient laborer*.
And ainoe the phrates, “slave trade" and
“Cooley ayitem,” grate so harshly upon the
sensitive ears of those whose organs an attuned
to tho platitudes of the Massachusetts Senator,
and likewise quick to the harmony of spindles
and looms, let ns propose to bring over these
poor Africans in order to christianize them,^co
rescue thorn from cannibalism and idolatry, and
other “twin relios of barbarism.” The different
cotton Statee can award oontracts to Northern
ship owners to deliver, at so much per head, a
given number of young and able bodied negroes,
and the whole schedule may be run under the
auspices of some missionary or benevolent
society, with headquarters in Boston and its
bank in New York.
Giva Georgia SO,000 thriving young Africans,
and the other States in proportion, let ns man
ege our local affairs, and we will agree to make
4,000,000 bales of ootton, the old crop of tobao-
oo and rice, pay the much ooveted “tax on cot-
tan,” meet our share of the national debt, con
sume four times the quantity of Northern man
ufacture we do now, and in a word become again
the profitable customers of the North that we
were in days’past J. M. M., J*.
