been presented. Regarding Georgia, it seems un
derstood if certificate* from Oorernor Bollock am

Hxaare—Tbo Senate met
Mr. Holcomb moved to reconsider tbe action
of tbe Senate yesterday in relation to tbe per
diem of members, reducing it to $5 per day,
tbe pay of the members of tbo Senate and of
the House; also tbo Secretary of tbo Senate
and Clark of the House, but allowing them tbe
salary of five hundred dollars as provided in
the Code.
He was opposed to resolutions and bills of
this kind being introduced every day, bacanaa
they only delayed time. Every man who mads
a speech against members receiving nine dollars
per diem was accused of making speeches
for bumcomb, and ha did not think that this was
right. He thought there was a better kind of
relief that could bo given to the people. Ho
believed the people paid cheerfully for the State
government, but when they aat there and spent
two hundred and fifty thousand dollars without
passing one good law, it was then the money of
the people was wasted. Hen said they were
not afraid to go before their constituents, audit
m*f be that others thought this would be the
last time they would be allowed to ait here, but
he would ask them, in tbe name of God, to act
with a view to their reputation; and he hoped
that if they were to bo prevented from meeting
again they would at least bava the proud oon-
Kolation, when they went home, of knowing that
they had dona their duty. In other times when
Htephana, Toombs .and Colquitt, and others
equally great, ware in the councils of the State
they were satisfied with six dollars, and ha
thought members eould wall afford to live on

Mr. Normally wanted to know if nine doUare

Mr. Holoombe said that if they were able to
live on six dollars a day in daya gone by, they
ooold certainly live on it now. He did not find
his board ao vary extravagant, and ho would toll
' them that an indignant pcoplo would one day
rise op and meet them with that contempt which
they deserve if they did not change the present
per diem. He hoped the motion to reconsider
would prevail.
Mr. Speer favored the motion to reconsider,
and celled for the previous question.
Tbs motion to reconsider prevailed, Mr. Nun-
aally withdraw an amendment which he offered
yesterday, to the effect that the per diem be aa
follows: All living within forty miles of the
city, 98 per day; A living withm sixty miles,
98 par day; and all living over one hundred
miles, 9* per dsy. Also, that those who live an
the State Road and have free paaeea shell not
be entitled to any mileage.
Mr. Winn defended himself against the charge
of introducing the bill for bumcomb. He would
introdooe any measure which be thought a good
one, regardlaaa of the insinuation of any per
son, and he thought the measure too tenons a
one to be treated aa sport. The bill was predi
cated upon the charge of the people that are are
wasting public funds in tha amount of par diem
which we are drawing from tbe Treasury. The
people said that they had the beet scholars in
tha Butte to represent them for lea money from
time to time, and ha thought the people wera
right. He aaked if they were to treat such a
measure with ridicule. He eould tell them it
waa a matter of life and death to the people. It
ana aid that there were some who would, like
Nero of old, fiddle while Borne waaburnin
and this Senate sod House might fiddle whi
the life of the people area wasting away. He beg
ged them to adopt the bill and show them that
they were satisfied with five dollars per day,
adding that if there were any of them who
oould make more at homo, they oared it to them-
m]ym «nd their families to rwrijm.
Mr. Speer said he would not b* afraid to ran
against the gentleman on nine dollars a day while
he (Spoor) ran on five, and even though ho was
a Radical, he thought he oould beat him Budget
the eeaietenoe of the Democratic party to do aa
Mr. Winn said there waa no doubt the gentle
man was very popular and perhaps would yet be
Governor of the State. The gentleman had
been elected by persona who pay no taxes and
consequently did not care how much they were
taxed, but he oould tell him that be had better
not leave his present constituents and risk him,
self with the honest white people of the State.
(Laughter.)
Mr. Hungerford aaked the Chair whether the
bill or the gentleman himself waa before the
House.
Mr. Winn—The gentleman is the next in im
portunes to the gentleman traan the 2M dis
trict, and he oould only say that every dog had
his day and he (Hungergord) would have his
after awhile.
Mr. Nunnally was for nine dollars a day. The
Legislature of the State had seen fit to put it in
the Code when Georgia was more impoverished
than she is now, they thought then that mem
bers were entitled to that sum, and he agreed
with them. So far aa the Legislature is
earned he supposed that Legislature was aa wise
as this. They knew the condition of the coun
try as well aa this, and he would not consent to
a change, particularly because his constituents
knew when they elected him that he would re
ceive that sum and they did not object to it.
Only one man in his district had spoken to him
on the subject, and that man said he thought the
sum too much. It may have been that he did
not consider my service* worth that amount,
and so, perhaps, it waa with the constituents of
the gentlemen from the 35th and 39th thought
Perhaps they did not think their services worth
any more. He did not care who knew it, but
he was not willing to work for less and he hon
estly thought be was worth the State of Georgia
that sum, and if he was not his people should
not have sent him there. The gentleman from
the 85th had said it was a good move in the
right direction. The gentleman blows hot and
blows cold again. In order that his (Nunnally's)
constituents might know how he stood in the
m.rit. r. he culled the previous question and
moved to lay the whole thing on the table.

Mr. Holcombe reported from the Committee
on Agricultural Manufactures.
Mr. Welbont moved a reconsideration of the
atxian of the Senate yesterday in relation to
hill loaning the credit of the State to the Dalton
and Washington Railroad Company, and for
other purposes.
Mr. Hungerford moved for the previous ques
tion, which was ordered and the motion to re-
ir. rider prevailed.
The yaes and nays were ordered on the pas
sage of the bill an i stood, yaes ri); nays 13.—
he bill was passed.
Mr. Nunnally asked leave to amend a bill in
corporating the Commercial Bank, of the city
of Griffin, and rendering stockholders individu
ally liable for the stock deposited.
The bill waa passed as amended by a vote of
yaes 29; nays 1. Tha bill was ordered to be
transmitted to the House.
This bill had been returned by the Governor
at the request of the General Assembly made a
few days since.
A bill preventing the buying and selling of cot*
ton in seed, was taken up from the table and re
ferred to the Judiciary Committee.
Mr. Holoombe moved to postpone the unfin
ished business of yesterday, which was the
Mitchell claim, until Monday' next.
Mr. Ntmnally thought it better to go on with
the business today.
Mr. Fain thought there was as ranch time to
day as there would bo any other day, owing to
the great number of reconsiderations, and he
trusted they would take it up to-day.
Mr. Nunnally, the Senator from the 39th, has
remarked that we are not very fond of walking
on Saturdays, which waa true, but a this was
an exceptional ease, he would suggest that they
go on, and when the regular hour for adjourn
ment had arrived, adjourn to two o’clock for tha
farther discussion of the bin.
The motion to postpone was put, when the
vote stood yeas 16, nays 18.
The motion did not prevail.
The unfinished business was then taken up,
when Mr. Candler who bad the floor from yes
terday, proceeded to address the Senate.
He said that this matter should naver have
been brou^it before tbe Senate. The ease had
been caucussed and discussed until it waa diffi
cult for men to decide on its legal merits. It
was unfortunate that the friends of tha measure
were known, and it was still more unfortunate
that there were persons outside who presume to
ay what ought to be the action of this Senate.
He trusted they would not be ao short-sighted
a to set upon tbs ripreaantati— of lobbyists
who were like so many vultures prowling in
search of prey, belaboring them st every street
comer and showing them how just the claim
was. Those parties were all interested and he
did not sea why members, whose duty it wu to
know nothing and listen to nothing outside of
that haH, Anriiil allow thsmaelras to ba led sway
by designing men. Thou parties bad eome out
of their banka and stores and law offices and
wore now consulting about this five acrea of
land which Mooged of right to the State of
Georgia. They desired and aimed to deprive
the State of about a half a million dollars’ worth
of property, and ho would be very sorry indeed
if .such an act wore oanetioood by the member*
of that Senate. He denied that the ease wu
for adjudication in that 8enate and the ap-
ilicanta would have taken it where it properly
lolongid OOUTta if they thought they
eould bo sueeeesful there. Ho denounced the
idea that the State had been guilty of misuse
hi the matter, and thought it wu very hard in
deed if In her own house—the State Legislature
—eh# should be deprived of the land which wu
bar’s according to A law.
Mr. Candler argued at considerable length, the
law bearing on the case, and when he had con
cluded, the hour for adjournment having ar
rived, tbe Senate adjourned to 10 a. M., Monday
morning next.
Hotrna.—The House met at the usual hour.
Mr. Beale moved a reconsideration of the ac
tion of the House yesterday one bill introduced
by Mr. McArthur to create a new Judicial Cir
cuit to be known u the Oconee Circuit. Some
discussion of an unimportant character having
taken place, Mr. McArthur aaked leave to with
draw the bill which wu granted.
A morion to reconsider the action of tbo House
in relation to a bill reinstating vendor's lien,
prevailed, after some opposition on the part of
Mr. Anderson and Mr. O’Neil.
Mr. Crawford favored the motion, and said
that ha knew lawyer* wanted the law to etandu
“ was, but the people wanted the vendor's lien.
On motion of Mr. Hall of Meriwether, a bill
for the relief of D. and H. Baccy of Clark coun
ty, whioh wu loot yesterday, prevailed.
On motion of Mr. Williams of Morgan, a scat
wu tendered on the floor of the House to the
Horn George 8. Obear, Mayor of Macon.

referred, recommended it by making it apply
only to Hanks county.

A bill appropriating money to tho Eov. H. C.
Homaday was, after a tid vote on a morion to
indefinitely postpono in which the Speaker had
the casting voice, taken tip and p issed.
A bill to incorporate tho Columbus and West
Point Railroad Company.
A bill incorporating the Georgia Malo and Fe
male Life Insurance Company.
A resolution was adopted requesting the Gov
ernor to refnso permission for holding public
meetings and caucuses, unless the wfcolo peoplo
aro represented, in tho halls of tho Capitol
building.
Mr. Sisson presented a communication from
the Atlanta City Council in relation to tho con
tract rnado with tho Stato for Capitol buildings.
Mr. Sisson accompanied the communication
by some remarks in which he stated that the
city of Atlanta had been most previously abused
and that one would think from tho manner of
abuse indulged in that she was located upon the
of I’cnticost or Passomguddy rivers,
rather than a thriving city in the Stito of Geor
gia, of which every Irn' Georgian was proud.
Atlanta only asked to be set right in the matter
and that could bo satisfactorelly accomplished
by means of the committee asked for in the
communication before you. Tho City Council
was ready to fulfil its contract with the State,
if it had not already done so, nr.d he asserted
that there was not in Atlanta a single citizen
who did not want to see the pledge of the city
fully redeemed. There was no disposition to
evade the roponsibility. He had patiently wait
ed for some chango to bo made by our oppo
nents on that floor but they had the’coolness to
assert that this city should take upon herself the
responsibility of an indebtedness incurred by
the Governor, although in private conversation
the insinuations were very numerous. He
called their attention to the fact that neither the
majority or minority report of committee which
had been appointed to investigate the matter
had contained one sylable of imputation against
Atlanta or asscrted’that she had been guilty of
any derilcction of duty. He hoped the com
mittee would be appointed, and if it was their
opinion that Atlanta should go beyond her con
tract, the people should be made acquainted
with the fact at once.
Mr. Anderson moved a compliance with the
request of the City Council, and the appoint
ment of a committee of six from the House to
take the matter into consideration.
Mr. Scott objected to the resolution. He did
not think the matter should be submitted to ar
bitration, which would be tho result if the
lution were adopted. He thought that the Gov
ernor had expended the money without any au
thority of law, and if he would ask for an appro
priation it would bring the whole matter before
them in a proper form.
On motion of Mr. McCombs, the matter was
laid on the table.
The House adjourned at li o'clock, till 10 a.
., on Monday morning.
Congressman Bingham.
One can see. writes a correspondent, (Don
Piatt.) that a joke can be got into this gentle
man only by a surgical operation. He is calm as
a cowpen, and solemn as a gate post. 'With him
life is real, life is earnest, and he sails over its
sombre main in search of those footsteps which
the shipwrecked brother has left us as a testi
monial and a legacy, to take heart again, or
words to that effect. His solemn countenance
is so written over by the lines of thought. that
it looks as if a bewildered traddle-bng. dipped
in ink, hid run furionsly over it, while the lofty
forehead appears as if it were retiring into the
brain for further reflection. His big gray eyes
gleam at you as if saying, ”1 am my father’s
ghost." while the few grizzly locks OTer his head
look like the nodding plumes of a battered
hearse. In a word, Bingham is a condensed calion -
funeral, and when he says, in deep sepulchral
tones, that come bushwhacking np from the
