A committee of the New York Legislature are
now engaged fax an investigation of the manage

find a report of their sessions in the World.
Onr eyes are caught by the testimony of one
witness as follows:
Joseph Sampson: I am an auctioneer, resi

York Companies ; T and a director in the New
York Company; they declare regular dividends
in May and November of five per cent each;
they declare other dividends when they have
the means; the dividends last year were four,
that in May was five per cent.; another of
twenty per cent ; another one, I think, of thir
ty also; at any rate, in the whole, the dividends
amounted to fifty per cent; they have averaged
that for some yean, the capital was $759,000,

Removal or the Capital.—Even North Geor
gia is ont of favor with Atlanta aa the State
Capital. The Rome Conner says:
“Taken as a whole, onr impression is, that
the State is badly cheated in paying two thou
sand dollars a day for such a Legislature, and
the sooner they adjourn the better they will
please the people. Onr impression is, that
Atlanta is a bad place for even the best of Leg
islatures to meet, and we are satisfied that the
sednetivo influence of the numerous parties
there having ‘axes to grind’ is altogether too
strong for the moral courage of many members
of the one now in session.

TJio New President.
An editorial in the Religions Herald, Rich
mond, Virginia, written it is understood, by the
distingnished Dr. Fuller,of Baltimore, given the
following view of the new President and his
probable policy:
The f aturo President has 090 of 61^ most com-
pact and vigorous frame, to be imperturbably se
wn*. self-possessed, and not only reticent but se
cretive. At onr time of life we onght to know
something of men and we cannot be mistaken
in saying that he is unassuming, modest and
really kind hearted. As to his soldierly quali
ties we are no judges; but in thia country, and
in this epoch, when snd where, at every gather-
ing-from large conventions to little churchgmth-
erxngi—we have Cieeroes aud-Demostheneaea,
raying, reciting, maddening in all the true in
spirations of noble eloqnenoe—it is surely a mar
vel and a mystery to discovers human being who
not only “does not rise to make a speech"’—as,
the tedious speech makers always say—but who
do n<* make a spech. He has at least the wise
prddence of one President, of whom the cider
Adams remarked, •‘The great difference be
tween General Washington and myself is that
he known how to bold his tongue and I do not.”
However, one conclusion we formed, after
some little intercourse with these visitors. It far,
that General Grant considers the war as ended
and means officially and really so to treat the
matter that he wishes to hear no more about
“rebellion," snd “treason’ and “loyalty,” as

Read the following letter from o well known citizen
Who is Judos Hoik?—The Haw York Times
uuyu:
Judge Hoar, whom President Grant has ap
pointed Attorney General in hit Cabinet, is a
man universally known and honored in Massa
chusetts, not only for his extraordinary legal
abilities, which are of the veiy first order, bat
for his noble lineage, hia spotless private char
acter, his perfect integrity, his wide range of
learning, his wit and wisdom and his fine social
qualities. We believe it was of him that Dow
ell wrote, that his head contained more wit and
shrewd common sense “than there are mosses
on an old stone fence.” He onght by right,
according to the opinion of most people, to have
been advanced to the Chief-Josticeahip on the
Supreme Bench of Massachusetts, (of which he
is tho ornament,) on the retirement of Chief-
Jnstice Bigelow. Bnt a political, personal, and
local quarrel caused him to be overthrown for
tho time, snd ho remained an Associate Judge
as before. Of powerful and original mind, rare
candor and common sense, high social colters
and polish, snd with a modesty as remarkable
as all, he will add dignity and strength to the
Cabinet in his position. His legal abuitias are
of the very highest order. He has hitherto ta
ken no prominent part in polities, bnt is a sound
and genuine Republican.
Deaf TOTHS Aram.—In the extraordinary
harangue which Mr. McClure, of Philadelphia,
delivered ot General Grant a few days ago, he
said: J W- LM
I ventured to appeal to yon not to give place
in tho Cabinet to any one of the class of men
understood to be embraced in the list in which
it is stated you would make your selection. I
mean men of the type of Geo. H. Stuart and
Mr. Borie. I beg of von not to make the ap
pointment from that class of men. They have
no sympathy whatever with the active Republi
cans of the State. They have no knowledge of
our people, snd the appointment of Uiexn
and the dispensing of the patronage of the State
by them would cause the utter min of the party
in the ooming canvass. I again appeal to yon
not to appoint a man of this class.
Is it not terrible to think that in the face of those
appeals, President Grant has actually appointed
to a place in tho Cabinet one of the very men
whom Hr. McClnre told him must be excluded.
Moxaoi Cocxtt. Ga- Jon. 4,1882.
Mr. Ore. Ihtgdalr, Baltimore, Md.:
Dsza Sim—I made an experiment upon Cotton the
part reason with Booth’s Raw-Bona Fhoiphate. I
used it at tha rate of only On. Hundred Pounds Per
Acre, applyint it in the row with the seed, and the
yield of cotton from land to which tho Phosphate was
applied, was One Hundred Per Cent, treater than
from laud oa which no fertilizer was used: the differ
ence beins so treat that I could see to the very row
where I stopped droppioc tho Phosphite.
I can. with eonfidesee, recommend Baush’s Baw-
Bone Phosphate at beins a reliable and satisfactory
