Atlanta, March 18.
Senate.—The Senate met as usual.
On motion of Mr. Merrel], the 8enate re—
considered its action iD adopting the fifteenth
amendment.
Mr. Griffin made a motion to take np the
fifteenth amendment for consideration, which
motion prevailed.
Mr.' Hinton wss willing to accept the re
sponsibility <>f tbe defeat of the fifteenth
amendment, if the friends of tbe amendment
wished biro to do so. When policy was op
posed to principle he despised it. He said
that tbe principles on which our Government
was organized would be struck down by the
adoption of the fifteenth article.
Mr. Harris wished the Democrats to settle
tbe quest ion. He said that the Republicans
would acquiesce with tbe Democrats, wheth
er they adopted or rejected the amendment.
Mr. Moore would not allow any party to
cause him to forsake principle for the sake of
policy. If bis constituents desired theadop-
ti.in of the amendment, be wonld resign and
allow them to elect some person to carry out
their policy.
On motion of Mr. Wellborn, the Senate
took np and concurred in tbe House resolu
tion bringing on an election at 11 o'clock,
of Home and Foreign Commissioners, as
qnired by the Emigration Bill.
Mr. Brock thought the fifteenth article
eminently proper and just, and ahoald vote
for it. He said that tbe object of the Re
publicans was to make the Democrats vote
against the Amendment, snd that they would
do so eventually.
On motion of Mr. Nuonaiiy, the Amend
ment wss made tbe special order for Tuesday
next. »
* The 8enate here proceeded to the Repre
tentative Halt and entered into tbe election,
which resulted in the choice of Col. G. N.
Lester for Home, and Col. Samncl Weil for
Foreign Commissioner of Emigration. (For
particulars see House proceedings.)
A report from the special committee ap
pointed to confer with the City Council, with
a view to the purchase of Kimball's Opera
House for a Capitol, made a report, which re
port was, on motion of Mr. Candler, made
the special order for Monday.
The special committee appointed to inves
tigate the official acta of the Treasurer and
Comptroller General, made a report, in which
they recommended that no suits be institu
ted on the bonds of those officers. They re
ported that they had found that warrants
bad been drawn and paid without authority
or law, yet they did not believe that either
of the above officers bad been actuated by
improper motives.
They thought tbe trouble bad originated
in the looseness of the General Aappropria-
tion bill passed last'session, and they recom
mended more care in tbe pawing of appro
priation acta in future. They condemned the
publication by the Governor of Executive or
ders appointing parties sub-inspectors of
fertilizers as % needless expense. Tbe report
was adopted.
The subject of reconsidering tbe action of
the Senate in giving extra pay to tbe clerks
was discussed until the hour of adjournment.
The clerks will receive about f25 per day ac
cording to the present appropriations Sen
ate adjourned.
House.—Tbe House met
A motion by Mr. McCullough to reconsider
so much of tbe Journal a; relates to tbe ac
tion of the House on tbe joint resolution con
templating tbe purchase for the State of tbe
Rome Railroad, was lost.
Mr. Tweedy, Chairman of the Committee
appointed to investigate charges of fraud
preferred by Mr. O.'G. Sparksagaiost certain
members in relation to receiving stock in the
Albany & Brunswick Railroad without pay
ing therefor, made a report stating that such
charges could not be substantiated.
On motion of Mr. Hall, of Glynn, the re
port was adopted, and ordered to be trans
mitted to tbe Governor.
Tbe following bills were read the third
time and passed:
A bill for the -relief of J. R. Maxwell, of
Bartow county.
A bill to authorize Bedford Humphrey to
draw pictures without license.
A bill to require tbe State Treasurer to
deposit all State funds in the Georgia Rail
road and Banking Company.
On motion of Mr. Maxwell, leave of ab-
sencu for the rest of the session was granted
to Mr. Tate, member from Elbert, on ac
count ol sickness.
ELECTION OF COMMISSIONERS.
At eleven o'clock thi* Clerk was directed
to info-m tl# Senate that the House was
ready to receive them in their hall, to pro
c«#d with the election of Commissioners,
lioth D imeat ic and Foreign, as required by
the L«nd and Emigration Bill.
The Senate then repaired to the Represen
tative Hall, and tbe'Joint Assembly proceed
ed with the election of a Domestic Commis
sioner. the mrrabcraallvotingeicaeocs, when
on receiving and counting tbe vote it was as
certained that the Hon. George Lester, of
Cobb county, bad received 112^-otes; Gen.
■ Lafayette McLaws, 14 votes, andtHon. C. W.
Howlands 87 votes. Mr. Lester having re
ceived a majority of tbe votes cast was de
clared by tbe President of the Senate duly
elected as the Domestic Commissioner.
The joint Assembly then proceeded to the
election of a Foreign Commissioner with the
following result:
Col. Si Weil received 101 votes; Col. L. C.
Williams, 33; Mr. M. H. Stephens, 9; Capt.
T. O. Murphy, 7; Mr. J. S. Hutton. 4; Dr.
Geo. Schant, 1; Col. Buehler,l; Mr. Nicholas
Guild, L
Col. Weil, having received a majority of
the whole number of votes cast, was declared
elected Foreign Commissioner.
The Senate, after the election, returned to
its chamber, when both Houses proceeded
with the regular order of business.
A bill amending an act incorporating the
Savannah, Griffin and North Alabama Rail
road, was passed.
Also, the following bills:
A bill relieving from double taxation Dr.
H. Beussee, of the county of Clark.
A bill amending the charter of the Central
Georgia Life Insurance Company.
A bill to abolish the office of General
Overseer in the Penitentiary
A bill for tbe relief of J. -RosenSeld &
Brother.
Amotion by Mr. Taliaferio, granting a seat
on tbe floor to the Hon. David Irwin, was
adopted.
A bill to incorporate the Land and Emigra
tion Company.
The above are tbe last of the House bills
for this session.
SENATE BILLS.
Tbe following Senate bills were passed.
A bill to exempt blind persons from poll
tax.
A bill authorizing tbe Ordinaries in the
counties of Stewart and Webster, to levy a
tax for the payment of insolvent costs in crim
inal ca c es.
A bill for the relief of Mrs. Nancy Ingram,
of Union County.
A bill changing the line between tbe coun
ties of Bsrtow and Gordon.
A bill providing for the building of a Jail
in Chatham county.
A bill incorporating the Atlanta Canal and
Water Works Company.
A bill for the settlement of debts on prin
ciples of equity.
A bill to incorporate tbe Atlanta Canal
and Water Company.
A bill to authorize the Ordinary of Lowndes
county to issue county scrip for the purpose
of building a Jail in Lowndes County.
The House adjonrned.
EVENING SESSION.
Senate.—The Senate met at 3 r. m„ and
passed the following bills:
A MB for the relief of tbe Union Branch
Railroad Company. ;y ..
A bill to strike out section 5 of the 2d arti
cle of the Constitution.
The sum of $28,000, or ao much thereof as
may be necessary, was appropriated to pay
the expenses of the Penitentiary, when said
expenses Save been examined and audited;
Drovided they be not expeoaes contracted
prior to Judc, 1865.
The sum of $8,000 was appropriated»o the
Deaf and Donlb Asylum, providing teachers,
etc.
The Senate adjourned until Monday morn
ing.
House.—At its evening session the House
passed the following bills:
A bill to repeal section 2604 of the Code,
so far as it relates to Executors de ton tort.
A bill to prevent tbe levy and sale of pro
duce arising from tbe homestead.
The House adjourned until Monday morn-

Wliat Columbus Is Doing.
To show what Colnmbns is doing, the
success of onr manufactories need bat be
stated. In tbe last six months over $600,-
000 of additional stock has been subscribed,
and at tesat two thirds of that amoont
paid in. Six weeks sgo tbe Etgle and
phoenix Company advertised for $450,000
worth of stock to build another mill of
equal capacity with tbe present one. As
we have stated, conriderably over that
amonnt baa been obtained, and many thou
sands of dollars—enough to build another
small factory— refused. Tbe Muscogee
Company have raised $120,000, all they
wanted, in tbe same time, and the Columbus
Factory all it desired, some $40,000. For
some time past the Esgle and Pbenix, the
Columbns and the steam factories have been
running 13,000 spindles and many looms.
Tbe Muscogee Company have a large brick
building already completed, and will have
4000 spindles in it by next fall—all at work.
Tbe additional mill of the Eagle and Phoe
nix Company will -be in operation in less
than a year.
Tbtn, by next winter, 10,000 epindles will
be running in Columbus, consuming, on an
average, 20 bales of cotton per day; and, be
sides cotton, a large variety of woolen goods
will be manufactured. By nfxt snujtper, st
least 28,000 epindles will bain operation.
Onr people are taking hold of matters in
earnest, and aro not waiting Tor theaction of
Northern capitalists. All tbe money needed
can be obtained in this section.
Columbus has immense advantages as re
gards water power. The Chattahoochee
river, in a distance of three miles, almost in
front of our city, has a natural tall of nearly
150 feet. Bites for mannfactoriea ore num
erous. Abundance of rock can be procured
along the banks and in the bed of the river
for building purposes. We are situated in
tbe heart of a cotton growing region, where
from 50,000 to 100,000 bales ol cotton are re
ceived per season, and where climate favors
its manufacture. In addition wc have peo
ple who are taking advantage of these im
mense privileges. May some in this city live
not only to see Columbus tue Lowell, as re
gards manufacture*, of the South, but of the
