A Mr. Leftwick was arrested and imprisoned
yesterday on a charge of passing counterfeit money.
He will be examined this morning before Mr. S. T.
Baily, the U. S. Commissioner. We know nothing
of the testimony against Mr. L., but hope he will be
able to dear his skirts.
> We might mention in this connection, that $2,575
in counterfeit fives, which some rascal slyly dropped
in Hasdai's Saloon, in January last, and which has
been held there since in order to trap the man who
might call for it, was turned over yesterday to U. 8.

the Committee on Foreign Affaire reported a res

in their efforts to Becure independence and estab

former resolution authorizing the President to re
cognize Cuba, which was recommitted snd ordered to
be printed.
The tennre-of-office bill was resumed, snd after a
long and demoralizing debate, a motion to concur in
the Senate amendments was defeated by a vote of
70 to 99. The hill goes back to the Senate as a sim
ple repeal.

From Louisiana-
Nsw Osleaxs, March 26.—Auditor Wiekliffe, who
was arrested and detained but a few minutes yes
terday, and released on bond, has published a noti
fication to the public against transacting any kind
of business with the Auditor's office until Re regains
possession; stating that the office has been illegally
seized and held by Gov. Warmoth, and the finan
cial department of the government is virtually sus
pended.
Upon presenting himself at the Auditor's office
yesterday, with bis appointment from Gov. War-
moth, Mr. Delassizo was refused possession by
Wiekliffe, when the latter was ejected by the Su
perintendent of Police.
Legal opinions are that Warmoth had no au
thority to eject Wiekliffe from office by the State
Constitution; this can only be done by impeach
ment, or indictment and conviction; and that there
was no legal vacancy for Warmoth to fill, conse
quently no action of the new appointee is legal or
binding.
Another race was made up to day for the spring
meeting on the Metairie, to be run some time daring
the races which begin on the 6th proximo. The
match to be a half mile dash, for $2,000—catch
weights; Mr. Lipscomb, of New Orleans, naming
Nannie HcNairy, snd Mr. Williamson, of Mobile,
naming the horse Lewis E. Smith.
The hurdle racer Edinboro arrived here to-day,
and is entered for the large stake. There are sis
entries.
Negroes Ineligible to Office.
Sataxxah,March 26.—Judge Schley rendered a de
cision this morning, in the qno warranto case of
Clement vs. White, that negroes were ineligible to
office in the State of Georgia. He quoted the Con
stitution of the United States snd the Code of
Georgia in reference to aliens, etc.
The decision by the Board of Arbitration to-day,
in the Mitchell ond Jones ease vs. the dtyof Bruns
wick, involving over one million dollars, was in fa
vor of tho defendant.

is the case, we have only to say that no people on
this earth ever manifested ench forbearance as
those in that section. Think of it! A devil in hu
man form, springs from his concealment on the
roadside, and seizes two sweet little girls, trudging
aloDg, in their innocence snd happiness, to school;
he cuts the throat of one because she screams out
in terror as she feels his savage grasp upon her, and
the other he gags and violates, and then cruelly
leaves her in her anguish and bound to the oartb for
four or five mortal hours; and yet, we repeat, the
infernal fiend is permitted to live! Wliat forbear
ance! It is so nearly infinite that we cannot com
prehend it. • W
r The New Coubt-house.—This subject is still the
theme of mnch talk in the city, and tho location of
the building gives rise to a vast deal of speculation.
Those who selected the corner of Second and Mul
berry streets, as the most accessible and convenient
point to the centre of business and the heart of the
city, are now silently awaiting the action of others
who may have the selecting of a site for tho build
ing, and are a little carious to seo whether a better
or cheaper location can be found. A cheaper site
cannot, certainly, be obtained than the one fixed
upon by those Commissioners whose action has been
ignored and set aside by the Legislature; as the
site was presented by Mr. Johnston, thus saving to
tax-payers of the county fifteen or twenty thnna.nS
dollars, which it will probably cost to secure a suita
ble site elsewhere in the city. Those from this city
who engineered the bill through the Legislature
seem to he satisfied with almost any site for the
new building, save the one selected by the late
County Commission era—not excepting even the old
site, though they would, perhaps, prefer {he grounds
now occupied by the City Hall and Market House
Well, we have no particular objection to this site
more than it will be much more expensive, perhaps,
than any other that could be selected; but as to
erecting tho new Court-house where the old one
stands, wo would most emphatically object, if tho
objection could be made effective. It is an out-of
tlie-way place, and a fine building there would be
little else than a “light under a bushel.” All whom
we have heard express an opinion on the subject are
opposed to the old location, and we scarcely believe
ten men could be found in this city or county who,
if elected Commissioners, would select it for the
new Court-house.
As yet, we have not heard the name of a single I
gentleman whom it is proposed to run as one of tho
ten Commissioners, to be chosen at the coming elec
tion, on the 3d of April, and it would seem that it ia
about time for this matter to be settled. Ten of
oar wisest and most discreet citizens should be cho
sen for the work specified in the Act for draining the
Macon Reservo and building the Court-house—men
who will look to the interests of the whole oounty
in the discharge of their duties, and will act wholly
independent of the wishes of a few property holders
who hope to be permanently benefitted by these iro-‘
provements. Convenience and economy should be
the leading features in the selection of a site forthe
new Court-house, snd the draining of the swamp
should be done well and thoroughly, and the con
tractors for tho work should not be released from
their obligations until such is the case.
Robbebt.—A negro, named Jasper McNair, came
to this city on Thursday last, from the country,
with a pocket full of money to buy some groceries
and dry goods. Ho soon fell in with two city sharp
ers and gamblers named Pony Watts and Tom
Thompson, the latter of whom is a notorious rascal.
They told Jasper thoy knew a store where he oould
buy what he wanted as_ cheap as dirt, snd if he
would let them have his money they would take
him to the store and be could select such goods as he
desired, snd they would settle for them as if using
their own money, and whatever change was left af
ter paying for the goods, would be returned to him.
Jasper, fool like, believed what they said, and gave
them his money, and the three went off to a store
together. While Jasper was selecting such articles as
he wanted, Ferry and Tom Btepped out with the
money and left him completely fleeced. Their
villainy was reported to officers Foster, Avant and
Plunkett, who soon got upon tho track of tho ras
cals and they were found thkt night abont twelve
o’clock, on the other side of the river, at a negro
house on the Jones oounty road, and engaged in a
game of cards as to which should take all the stolen
money. . This point the officers settled in short or
der by taking it all themselves, and the bodies of
the rascals to boot- Nearly all of Jasper’s money
was recovered, and Perry and Tom were lodged in
jail. They will be examined this morning. If Jas
per has read the Teleobafh for the last month, ho
Boa none of our sympathy; because we have re
peatedly warned country negroes ,qf the danger of
falling in with sharpers of their own color when in
the city. ^

It shows how the fifteenth contitutional amendment
