The tenure-of-office bill, as passed, uses the word

the President to nominate for vacancies, within
thirty days after the meeting of Congress.
The Attorney General decides that Geo. A. Halsey,
being a manufacturer or trader, is ineligible to the
registrars hip under tee law creating the Treasury
Department.

Washington-, March 31 House.—A largo num
ber of bills were introduced.

The Election and Reconstruction Committees did
nothing.
Whittemore introduced a joint resolution postpon
ing the Texts election. It was referred to' the Re
construction Committee.
Tno Ways and Means Committee was instructed
to inquire into the expediency of reviving and en
forcing direct tax in tee lately rebelBona Statee.
The Conference Committee’s report on the Tcn-
ure-of-Office bill, as adopted, goes to the President.
The Committee on Elections reported a resolution
■eating Sheldon, from the second district of Louisi
ana.
Burr presented a minority report.
Butler presented a bin removing political disabili
ties from loyal people. In answering questions,
Butler said; “Yee; it applies to everybody—to
every loyal man.” It was ordered to be printed and
referred to the Reconstruction Committee.
The bill requires a petition to the U. 8. Courts of
the applicant, admitting that he believes the Con
federate, General and State Governments rebel
lious and treasonable, and truly repents of the acta

The Mississippi bill was discussed at great length.
Farnsworth, Scbenck and Dawes urging a postpone
ment Adjourned.
Sexatz.—Tbs Senate was engaged in debating tee
House resolution to adjourn. The debate shows
that Georgia, naturalization, find appropriations are
iu the way of an early adjournment.
The Conference Committee on the Tenure-of-Otfice
bill have agreed, tat the character of the compro
mise is unknown.
The Senate is discussing the adjournment reso
lution.
Sumner said it was wrong to discus? it until the
Georgia question, in all its branches, was settled.
He reiterated that Congress had bad plenty of
time. Iu addition to Congressional action and
time, good sense was required.
Mr. Anthony had como to tho conclusion to let
Georgia take care of herself. Ho didn't think it
necessary to do anything to Virginia, Texas or
Mississippi this session. Those States do not seem
willing- to como in, and I don’t think we can
help it.
Sumner supposed then that Anthony proposed
abandoning those States.
Anthony replied, only so far as I propose aban
doning Massachusetts, Rhode Island, and other
States. He was now willing to go homo till the
status of ths excluded States was settled.

position of the Mulberry street ticket on the
drainage question, the article of Quidath in yes
terday’s Telegraph will surely dispol them, and
show to the signers of the petition to the Leg

Gexeesl Remakes.—’Tho wholesale and jobbing
trade of the city during the past week has exhibited
a fair degree of activity. Tho operations in the
leading stspie were much larger than during the
week before, and the demand has been general, at
steadily advancing rates.
There has been no change worthy of special men
tion in the money market daring the week. Ease
continues to be the leading feature. Currency is
abundant, and the demands for accommodation at
the banks exhibit very little increase.
In stoks and bonds, the market continues dull and
quiet, and there is little or no demand. We quote :

during tho past week upon that of the week before,
in point of activity. A fair demand to leading arti-
tides hsa obtained all the week, whilst it has been
very good for tho last few days. Bacon ia now very
firm at quoted rates and the demand active. Coro
ia in fair request and very firm. Flour continues
dull and drooping, and ptioe. have fallen off about |
$100 per barrel during the week. Molasses has
been in light supply and good demand at unchanged
