“That every person holding any civil office
to which he has liecn, or hereafter may be, ap
pointed by and with the advice and consent of
the Senate, and who shall have become duly
qualified to act therein, shall be entitled to hold
such office dining the term for which he shall
hare been appointed, unless sooner removed,
by and with the advice and consent of the Sen
ate, or by the appointment, with the like advice
and consent, of a successor in his place, except
as herein otherwise provided.
“See. 2. And be it further entitled. That dur
ing any recess of the Senate the President is
hereby empowered, in his discretion, to suspend
any civil officer appointed by and with tho ad
vice and consent of the Senate, except Judges
of the United States courts, until the end of the
next session of tho Senate, and to designate
some suitable person, subject to be removed, in
his discretion, by the designation of another, to
perform tho duties of such suspended officer in
the meantime; and such person so designated
shall take the oaths and give the bonds reqnired
by law to be taken and given by the suspended
officer, and shall during the time ho performs
his duties be entitled to the salary and emolu
ments of such officer suspended ; and it shall be
the dnty of the President, within thirty days
after tho commencement of every session of the
Senate (except for any office which, in his opin
ion, ought not to be filled,) to nominate persons
to fill all vacancies in offices which existed at the
meeting of tho Senate, whether temporarily
filled or not; and also in the place of all officers
suspended. And if the Senate daring such
session shall refuse to advise and oonaent to on
appointment in the place of any suspended offi
cer, then, and not otherwise, the President shall
nominate another person aa soon as practicable
to said session of the Senate for said office.''

On Saturday evening, theie was quite a large
number gathered in Professsr Grover’s Veloci
pede Hall (in tho third story of Ayer’s Block,)
to witness the proficiency and skill of the Pro
fessor’s pupils on the wooden hone. It appears
that o few of the Professor's most advanced
scholars havo been practicing on an inclined
plane, which has heretofore been placed on the
south side of the room, knt in cleaning the hall
in the afternoon, the decline part had been re
moved, and tho incline part was moved close to
the east side of the hall, so that the highest part
rested on a window sill—the window having been
removed in tho afternoon.
Several of the new beginners bad been show
ing their skill in riding around the room, and
when Mr. Dunlap came into the hall, he was
called upon to ride, and immediately complied,
mounted tho machine, and away he went at
lightning speed around the hall. As soon as he
had got the velocipede up to foil speed, he went
straight for the incline plane (all who were posted
in the movement of the plane, supposed that
Mr. Dunlap knew of the change, and was only
trying “some new trick," but, as the sequel
■hows, he was entirely ignorant of the change,)
up he went like a bird, and did not discover his
mistake until it was too late. Away he went,
through the window, like a flash, and dis
appeared! AU stood spell bound for a se
cond, and then rushed to the windows, ex
pecting to see his mangled body on the
ground below; but he waa not “born to die”
in that way, for the speed at which he was go
ing carried him across an alley ten feet wide,
•nil he sliohted “rinhfc side no” on Carter.
