The American, especially a Southerner, would
Ijo greatly astonished to see the difference in
Germany as regards social intercourse here and
at home. And I cannot see how he conld ever
be phased with it Let ns take the case of so
cial meetings with young men snd women. In
onr best society this is unrestrained, each rely
ing npon the honor and proper conduct of the
r - •fere, a young man may meet, for the
hist time, a young woman at a ball; she pleases
him, but he cannot continne the acquaintance;
cannot visit her, as with us, without being at
onco considered a suitor for her hand; nor can he
dare to recognize her afterwards on the prome
nade, or bow to her. During the ball they chat
gaily, fly around in whirling waltzes and schot-
tisches, bnt the next day he is as great a stran
ger to her as ever. Bnt as human nature cannot
always be controlled by the barriers of society,
such a state of things obviously favors, and in
many coses, leads to secret meetings, fall and
remorse. And when so sad a thing happens,
the punishment of the world falls upon the un
fortunate weaker sex alone. The marriages are
bnt few and far between; the foundation of an
existence is so difficult that bnt few are favored
by fortune to found their own home and hearth.
When this happy event takes place, a betrothal,
exchange of rings and conditions of marriage,
of dowry, etc., mnst invariably precede—the un
happy couple after that, tangle in worry and ex-
pcction for five or six weary months before they
become man and wife, to satisfy the inexorable
laws of stnpid German custom. If they have
some money, the wife may have a few happy
years. If earthly goods are scant, she becomes
at onco a drudge, and works harder than one of
onr colored maids-of-all-work. I speak, of
coarse, of the great middle classes, comprising
the majority of the German people, and I leave
for to-day, unexplained, the condition of the
nobility, and of the peasant and laboring classes!
In common with many Americans, I hod an
entirely erroneous view as to the present cost
of living in North Germany. Although I knew
that prices had risen 100 percent since my last
presence in Germany fifteen years ago, yet I
had no idea that we live actually much cheaper
at tho South than tho^orth Germans do here.
It will be interesting to many fo know tho.act
ual state of the case, as it has Been astonishing
to my Gorman friends when I communicated to
them the result of my investigations.
According to an exhibit of the prices of the
most important articles of consumption in the
Prussian monarchy, furnished by the Royal De
partment of Agriculture, In the years 1867—
1868, when compared with those of the two
years preceding, the rates have risen in • most
remarkable degree; asTor instance, wheat, per
Imshel, from 76 to 116 silver groschen the Ger
man bushel, (two American bushels—one Ger
man bushel, and 80 silver groschens—one green
back dollar;) rye from 55<®75; barley from 44

The disparity in the prices of flour I can ex
plain through the inferiority of tho German
mills, where more is wasted in inferior grades
than in the United States. Rents and wood are
likewise high, wood much higher than with ns.
I have compared the prices of clothing, and
I can obtain a cheaper outfit in New York than
in Hamburg. How the poor people can live is
a mystery to me—their faro must be, under
these high prices, exceedingly lowly. I have sat
down to table with a plain Southern farmer, ru

so well cooked, than I can find here in the house

In regard to the rate of compensation paid

this Department that a murder was committed in the
county of Wilkes, on the 30th day of March, ultimo,

persons have fled from justice:
I have thought proper, therefore, to ifsue this my

dred Dollars for the apprehension nnd delivery of the
said unknown person or persons, with evidence
sufficient to eonrict. to the Sheriff of said county and
State.
And I do moreover charge and require all officers

persons in order that they may be brought to trial for
