The following is the text of the address which
the Emperor delivered in the Council of State,
when opening the proceedings at the Tnileries,
the day before yesterday : f ? /v 1
Gistlewen : I j have felt nnlions to preside
this day over the Council of State in order to
explain to yon in what order of ideas I had
placed myself in inviting the Ministers to sub
mit to you a bill relative to the suppression of
workmen's livrets. Society in our time, all must
admit, comprises many opposite elements. Do '
we not see in fact, on one aide, certain legiti-
mate aspirations and jnst desires of improve- ;
roent; and on the other, subversive theories
and blameaMe cupidities? The dnty of the
Government is to resolutely satisfy the first, and
to firmly repudiate the second. When the pres
ent state of the greatest is compared with what
gratulations on the progress obtained, on the J
abuses destroyed, and on the improvement in
public manners. Nevertheless, if the social
plagues of tho most flourishing populations be j
probed, there will be discovered, under the ap- |
pea ranee of prosperity, many unmerited griev-
ances which call for the sympathies of all gen
erous hearts, and many unsolved problems
which solicit the co-operation of all intelligent
minds.
It is with such feelings that laws have been
elaborated by yon and adopted by the Legiala- I
tive body, somo entirely philanthropical, like
those of public assistance, mutual aid and insn-
ranee in ratio at 'an MdAwt at death; often, I
authorizing the workmen to unite their savings,
1.; oppose the solidarity of wages to that of capi
tal ; allowing them at the same time to discuss '
their own interests at public meetings, and in
fine accrediting their testimony in the courts of
justice. Tho suppression of the livrets—an act
demanded above all as a moral satisfaction in
order to relieve workmen from vexations for- |
nudities—will complete tho scries of measures
which place such persons within the sphere of
the common right, and exalt them in their own
estimation. I do not suppose that in following
that policy I shall dissipate all prejudicial, dis- |
arm ail animosities, or augment my own popu
larity. Hilt of one thing I am well . mvinced
that I shall derive from it a fresh energy for
resisting evil passions. When all useful amelio
rations have been acoepted, when everything
that is right and just has been done, order is
maintained with the more authority; that force,
in such a case, finds its support in the fact of
reason and conscience being folly satisfied.
A New Oath or Office.

Senator Trumbull, on Monday, reported from
the .Tndiciary Committee, without amendment,
tho following bill, prescribing on oath of office
to be taken by persons who participated in the
late rebellion, hnt who are not disqualified from
holding office by the fourteenth amendment to
the Constitution of the United States.
“That, when any person, who is not rendered
ineligible to offico by tho provisions of the fonr.
teenth amendment to the Constitution, shall be
elected or appointed to any office of honor or trust
under tho government of the United States, and
shall not he able on account of his participation
in the late rebellion to toko the oath prescribed
in the act of Congress approved July 2d, 1862,
said person shall, in lien of said oath, before en
tering upon the dnties of said oath prescribed in
the act of Congress, entitled 'an act prescribing
an oath of offioc to be taken by persons from
whom legal disabilities shall liavo been removed,'
approved July 11th, 1868.”
The oath prescribed by this act is as follows:
“I do solemnly swear (or affirm) that I will
support and defend the Constitution of the Uni
ted States against all enemies, foreign and do
mestic; that I will bear true faith and allegiance
to the same; that I take this obligation freely,
without any mental reservation or purpose of
evasion; and that I will well and faithfully dis
charge the duties of tho office on which I am
about to enter. So help me God!"

the newspapers to her fsther, or smoothe the
aching brow of her fevered mother. Always
ready with a helping hand and cheerful smile
for every emergency, she is an angel of love,
and a blessing to the circle. Shoold she be
called ont of it to originate a home of her own,
would she bo any less loving or self-sacrificing ?

naturally asked her if the picture was a family
portrait, and was told that it represented her

sir,” replied the lady, “she died just after her
birth, and I have had the portrait painted to
represent her as she would appear if she had
lived until now."
