What has Guatemala Doae ?
" Gen. Grant makes his fourth or fifth negro
appointment of Silas A. Hudson, an Iowa ne
gro, as Minister to Guatemala. We have looked
into the books to ascertain the special reason
for sending a negro to Guatemala, but fail to
see any. We can understand -why a negro was
sent to Hayti. Sambo, in that magnificent em
pire, does not recognize a white man as having
any rights entitled to respect. So anxious has
he been to maintain the purity of the Congo

the amendment ” Those are brother Phillips’
own words of peace and love; and we submit he
would, (but for a slight circumstance;) be en
titled to a patent for producing the best short
hand method of amending the constitution!
What can be more speedy, direct and simple ?
Take the sword, (or a cleaver and chopping
block might answer as well,) cut up the rebel
States “ctry fine," as the cook books say, re
construct them by Ethiopiah and imported
legislatures, and put the amendment through as
many of these “reconstructed States'' as may
be necessary to constitute three-fourths of the
whole number, and then you have it—a funda
mental law of popular self government, duly
moulded and arranged according to the latest
patterns of American Republicanism.
We say Brother Phillips was clearly entitled
to letters patent for the best labor-saving, com
pound, double-action, anti-friction, Constitu
tion-amending contrivance, till Morton put his
nose out of joint by that happy thought of tack
ing on the Virginia, Mississippi and Texas bill
a provision making the adoption of that amend
ment a condition precedent to representation in
Congress. That laid Phillips ont as cold as a
wedge, and consigned his machine to where
they store away old lumber and rubbish.
Morton's contrivance is the happiest idea in
the world; for you see at a glance it vests the
whole power of amending the Constitution in
Congress itself. Congress proposes the amend
ments to the States, and then constitutes the
States its agents for adopting the mendment,
assigning as the penalty for refusing to adopt
these amendments a forfeiture of the rights and
. privileges of States. It is capital punishment

or drove off the mulattoes, and now makes a
pure jet black color a condition precedent to all
influence in civil administration.
Of course, then, if we are anxious to stand
well in that court, we must be represented by
a negro, and in the delicate affairs of diplo
macy no sagacious government will omit any
attempt to conciliate even the prejudices of a
great and influential power with whom it may
be important to maintain amicable relations.
It might perhaps bo a touch of policy to stir
about and s^e if we cannot even out-do Hayti in
the negro business, and send her, if possible,
a blacker one than she can find at home. This
would bring them down at once, like Captain
Scott’s Coon.
But this .policy will not do in Guatemala. The
books say there are very few negroes in that

IMIE undersigned hereby river notice of hi* *P-
country and tlJbse are held in contempt. The
population consists of a few whites who are
mostly planters, and constitute the aristocracy
—then there are Indians, and a minority of
mixed white and Indian, called Ladinos; and
these race distinctions are so rigidly maintained
that two classes of magistrates are necessary to
keep the peace and administer justice. The one
race will not accept it at the hands of the other,
and both hold little mutual intercourse. The
Indians boast of their puTe aboriginal blood,
the Ladinos are inclined to plume themselves
upon their connection with the white race.
It may well be supposed, therefore, that a ne
gro representative of the Government in Guate
mala srill stand at positive disadvantage’ at that
Court. Rut if Gen. Grant is bent, as the Her
ald intimates, on conciliating the negrophilic
furor of the North, with a view to ulterior ope
rations In the way of a coup d'etat or a grand
piece.of party strategy, we think he should send
Sambo to Franco or England. Giro him a first-
rath diplomatic position, where, as is boasted,
his color is no obstacle at all
Wheat.
Mr. H. H. Swatts, of Bamcsville, sends us some
specimen stalks of wheat which grew upon an
old, apparently wornout \peach orchard, about
three and a half miles from Barnes ville, in Bike
county. The soil is of grey Rand. Mr. 8 watts, about
the last of September, turned over the land with
a two-’Eorso Brinley Plow, G to 8 inches deep.
The end of October he cross-planted it with
•a NuUifler Plow; about tho 15»h or 20th of
November sowed it, manuring the land with
ICO pounds of pure Peruvian Guano to the acre,
ploughed and harrowed it The specimens sent
are very flno. The field will average two feet
high,(stalks very thick and promising to yiold,
without anacoident, fifteen to twenty bushels to
the acre, and will ripen, probably, the last of
May.
Mr. Swatts informs us, as showing the advant
age of highly fertilizing, that a corner of the
field in which there was no manure, was sowed
at the samo time, and the stalks are few and far
between and of no account.

and spacious church was burned down in this
place some five weeks ago—on the 19th of
February. Since then our people have gone to
work to try to rebuild another houso for the
worship of God. It is needless for mo to tell
you that 900 members are out doors, many of
whom are almost penniless. But 1 am proud to
inform you, that poor and indigent as they are,
they have gone to work with a zeal, and trust
in God, which augers well for their success.
We have the foundation of a spacious church
already laid, and are adding to it as rapidly os
our scanty means will enable us. Tho whites,
who have professed such great friendship here
tofore, arc proving it now in our distress, by
giving us the handsome sum of nothing. This
is their mode of demonstrating their tran
scendent love for the colored aeople. First,
they bum dottn their (hurehes; then fire noth
ing to rebuild them. I would be glad to have
you read this letter before any audience you may
address,if notinconvenient,or if it does not con
flict with your other duties. And should you
find a generous-hearted friend who might be
pleased to help a poor struggling peoplo, you
will do us a great favorto receive it for us; and
at tho same time assure them our thanks, and
our prayers in their behalf. We are proud to
hear of your great success at the North, in the
cause of equal rights. Your friends here are
praying for you, and hope God may crown your

. The Frost* and Cold Weather.
We think there was little or no frost Tuesday
night in the vicinity of Macon. The weather
was cool enough. At three o’clock on the
morning of Wednesday, tho mercury indicated
thirty-eight, and probably fell somewhat lower
-before sunrise. But the wind was fresh and the
air exceedingly dry, and we see uo indications
that even tender garden vegetables were nipped.
We hear, however, that there was plenty of
ice in Atlanta and, in fact, as low down as
Barnesville, and fruits and vegetables were de
stroyed.
It is reported from some sections of Florida
and Southwestern Georgia that the long contin
ence of cool weather has sickened and in some
instances killed the yonng cotton.

Sun, speaking of tho arrival of Arnold and
Spangler, fellow victims with Dr. Mndd to the
military assassination trial, says: On the ter
rible ordeal of their trial, under the circum
stances by which they were surrounded, it is not
to bo supposed they would delight to dwell.—
Spangler says that from the tortures he endured
he was mostly unconscious of tho proceedings
in tho case, and often knew nothing of what
was going on around him. When the padded
hood was placed upon his head in prison, cover
ing over his eyes snd tightened shout his neck
and chest, with manacles already on both hands
and feet, be was told it was by order of Secre
tary Stanton, the subordinate thus excusing
himself for his action. After arriving at the
fort, and np to the time of his release, Spangler
avers that the sense of his entire innocence
only made his chains more galling, while at the
same time it often kept him free from utter
despair.

Wo are sorry to be forced to
believe him a mendacious and mischievous man.
For example: he charges the tchitee with burn
ing the colored Methodist Church in this city,
when few doubt that the act of incendiarism
was perpetrated by some of the congregation
with whom Turner identifies himself. All. that
is known is that they had long held possession
of a church, the title to which vested in certain
trustees holding connection with the M. E.
Church South; ^hat a- mandamus from court
ordered them to deliver the church over to its
owners; that threats were current that the de
livery shonld never take place, and that the
church was fired at midnight and burned.
Again, of Fyall, who is in jail, if imprisoned
at all, is it for perjury ; and lastly, of Turner's
threats to relieve himself, if Congress does not
interfere. Congress has not interfered, and
Turner has given ns notice in advance that he
contemplates some violence. That he is medi
tating the application of some remedies for
his imaginary wrongs not sanctioned by Con
gress or the law. What they are, we are not
informed; but we see from the fate of the
African Church that such threats are sometimes
executed. He voluntarily puts himself in a hos
tile and incendiary attitude to the community.
All this makes Turner a very fit subject for spe
cial surveillance by the police and the people.
If disorders occur we are forewarned where to
look for the promoter. We advise Turner to be
quiet and behave himself.
