We, the Grand Jnry, selected and (worn fat
the May term of the Superior Court of Quitman
county, beg leave to make the following gen
eral presentments: We have, through our
various committees detailed for the purpose, ex
amined the records of the various county offi
ciala, as -well as the condition of the public roads
and buildings. We report the records of the
county correctly and neatly kept, bnt would re
commend the Clerk of the Superior Court to in
dex the books of his office, as this would save a
considerable amount of trouble to himself and
parties at interest.
We farther recommend, that the Ordi
nary keep the books of bis office at the Court
house during the session of onr Courts, as they
would be more accessible than where they are,
both to the Qrand Jury and the public. We
find a surplus in the County Treasury of $900
2C; bnt are informed by the Treasurer that
there are several outstanding orders which will
bo paid upon presentation.
There are some repairs needed on tho fencing
around the Court-house, which we recommend
to be done immediately. g r J- "re"
It has come to the knowledge of the Grand
Jury that the freedmen in town and surrounding
country have been in the habit, once, if no more,
of assembling in tho Court-house for the pur
pose of dancing. As tho court-room was intended
for County purposes and not for dancing, we
consider this a perversion of its use, and recom
mend it to be discontinued by tho proper au
thorities. ,
We find the bridge, known as Caraway's
bridge across tho Pataula creek on the road lead
ing to Cuthbert in it bad condition; also, the
ono on tho road leading to Florence across Bus-
tf:hatched creek in like condition, which we re
commend to be lmilt anew, if necessary. Wo
recommend tho Ordinary to assess a tax as a
Poor School Fond of the county.
■ We doom it onr dnty to report that wo have
been informed by persons on oath that tho act
ing Ordinary of the county has, in one case,burned
marriage license to ono and tho same parties
twice, ho knowing that when tho second license
was issued that the parties married under the
first were Itotii living, and hsd not been di
vorced.
Wo can do. no less then reprobate hta act as
damaging to the interest and good order of so
ciety and highly deserving tho ccnsuro of this
body. While upon the subject of public oflloera,
wo would not fail to tako oognizanco of the fact
that a large portion of tho members of onr legis
lature voted themselves nine dollars per day for
their services daring their term of service, and
feeling an indignation at so gross an outrage
upon the tax-payers of the State of Georgia, we,
as the Grand Jury of Quitman county, denonneo
tho act oh impolitic, and a gross usurpation of
power, and respectfully coll the attention of the
Grand Juries of this 8tato to this subject

Tho Amorious Courier of Friday says:

through Marion’, Taylor aud Talbot, gives ns
the following information in regard to the crops,

He was met with complaints and gloomy pros
pects for cotton in almost oyery quarter vis.
ited. The cool weather had so badly injured
the plant as to necessitate replanting, and many
are planting com in its stead, on account of the
difficulty of proouring cotton seed. It is the
general opinion that, even with the most favor-
ablo seasons from (his ont, it would be unsafe
to count on more than a half crop in these
counties.
The com is rather backward, bnt wheat and
oats are lookiug fine. The scarcity of laborers
also, is a source of cocpplaint, but freedmen
who have contracted are doing their whole duty.
As wo feared from the first, many fanners
are complaining of being humbugged in tho
purchase of fertilizers. • •
From Schley county comes a somewhat similar
report from the cotton crop. The farmers gen
erally have splendid stands of com and it is
growing finely.
■> Education of tbe Colored People.
The Homan Catholic Church has inaugurated
a system for tho education of tho colored popu
lation of the South to the Catholic religion, and
they are slowly and quietly, but surely carrying
on the work. A religious community of ladies,
we believe, of the order known as “Sisters of
SL Joseph,” have been laboring in this city for
about a year, for the education and conversion
of the colored people, and the result has been
that some forty or fifty of the very best class of
colored people have been baptized and con
firmed daring the year.
From the following, which we dip from the
Charleston News, it will be seen that the work
is also progressing satisfactorily in that city :
Confirmation at St. Ptter't Church, Colored.
On last Sunday, the lGth inst, was witnessed,
for the first time in Charleston, the administra-
. tion of the Sacrament of Confirmation to the
colored congregation of SL Peter's Church.
The number confirmed was fifty-two, about two-
thirds of whom were females. The Sacrament
was administered by Sight Bov. Bishop Lynch,
assisted by the pastor of the Church, Bev. A- M-
Folclii and Kev. D. J. Quigley, of the Cathedral.
We noticed within the altar railing the venerable
Father O'Neill. Tho Bishop delivered an appro

governments. The third section of the
amendment must be interpreted, he says, in a
manner that shall not make it repugnant to other
provisions of the Constitution in reference to CX
pottfatco taws, and to depriving persons of the
right of life, liberty and property -without due
process of law. The punitive character of the
third section is repugnant to these provisions.
Farther, the decision holds the prohibition to be
in nature of punishment and not as a qualifica
tion. It follows, logically, that any State taw
depriving persons of the right to hold office on ac
count of participation in the rebellion, without
due prooess of law and trial and conviction by
a court, ta repugnant to the Constitution of the
United States. This is another blow at proecrip-
hon, disfranchisment and test oaths.—Sav. Re

Scrofulous poison is one of tho most destructive
enemies of our raco. Often, this unseen and unfelt
tenant of tho organism undermines tho constitution,

then, on some favorable occasion, rapidly develop
