which I desire briefly to notice. 1st That at

in the Conrention. The speaker showed that
the Sonthem cotton interest, which, before the
war, used to bring in §250,000,000 gold, has
been demolished by the results of the estllta-
ion: that since the outset of the war, a
coUossal conspiracy, initiated by British capi
talists and manufacturers, and joined in by me
government* and capitalists of other nations,
M^nas been at work for the establishment of cotton
satisfied that this vastly rslnable property has
been well and judiciously managed. When it is
remembered that the net earnings of tho road,
with more business then it ewer bad before, ere

called upon in a respectful manner by a citizen
of the State, high or low, offidal or no official—
especially by one who had voted and used all
hia influence in the House of Representatives

of my hands—to explain the reason of the dis
crepancy, I could not reconcile it either to my
convictions of, dnty to myself or to the people
to promise- to make a satisfactory explanation

or frankly acknowledge my inability to do it.
2nd. As to die second idea, it amounts prac
tically to nothing. He mi^t recommend till
doomsday the acceptance of the proposition of
Gen. Austell, on certain conditions, and in the
absenoe of a legislative enactment to that ef
fect, the proposition could not be seceded to.
General Austell’s proposition is now important
in one light only, and that is, in his judgment,
ho can make the Boad pay better, and the judg
ment of ruch « man hat great Height with me.
I make no charge of malversation against any
one I know of hero. I know of none. I sought
only an explanation upon a matter of meat and
general importance, thinking it would be given
with pleasure. Please publish this. I will give

Dear Sir : Your favor of tho 6th inat. was
received during my neoeaaary and unexpectedly
prolonged abeenoe from the city on business of
groat Importance to the Western and Atlantic
railway, and, through this work, to the people
of Georgia. But for this your communication
would have reoeived earlier attention.
At the proper time, and in the usual and prop
er manner, I shall report, at required by law,
upon the management of this grest interest;
when I expect to be able to show to the satisfac
tion of all unprejudiced competent gadget, that
it has been so managad aa to arownote the intcr-
ests of tht people, and, especially, the develop
ment of the State's resources.
In regard to tho remark of Gen. A. Anatoli,
repeateoby Hon. Mr. Angior in hia letter to
you, I beg leavo to say: -
If Gen. AnffisH, or any other gentleman with
oqnally responsible oo-oontractors, will take the
Btate, (W. A A.) railway, as it is, for ton years,
and will give ample and satisfactory security
that it will be returned at tho expiration of that
timo in the same condition, and with an equal
ly good working outfit as when reoeived; and
wifi bind themselves to pay into the Treasury of
the State, daring the ten vesrs, forty thousand
(40,000) dollars per month; and, also, to keep
the tariff of freights where it now is, to that the

cy has so far succeeded that, even in 1864, thir
ty-nine sources, exclusive of the United States,
contributed, for instance, to the supply of cot
ton at Manchester; that Australis, Jamaica, the
French West Indies, Greece, Turkey, Brazil,
Portugal, Morocco, Egypt, Italy, Austria, Hayti,
Malta. Japan, China and Venezuela, were among
the producers; that the average fibre of foreign
cotton in fourteen instances, was equal, for
average purposes of manufacturing, to the
American fibre; and that in several, in fact in
most of tho countries named, cotton cannot be
cultivated and exported to England at cheaper
rates than American planters can afford. Gen.
Alcorn thus illustrates how the war ♦!*» pol
icy of repression pursued by Congress towards
the South, has paralyzed an industry which fur
nished over three-fourths of the exports of the
eountry. Hs proposes, aa a remedy, which he
declares to be a national dnty, the-construction
of levees along the Mississippi. The uplands
at present available for cotton, yield from 200
to 600 pounds per acre. The rich bottom lands
would yield from 1600 to 2000 pounds per scre-

Crop* In Northwestern Georgia.
A letter from a subscriber in Walker county,
dated La Fayette, May 29th, says:
Wheat promises better up to this date than
it baa done since 1805. If the rain holds off
eight or ten day* until tho grain is fully grown
and the bloom falls, we will make good crops.
Com locks badly—small for the season, owing
to the wet and cold weather in April and the ear
ly part of May. Oar fruit crop has gone up—a
very slim chance (hia year. A large number of
our planters concluded to work against nature
and climnto this year in planting ootton; but
they havo found that cotton growing is an up
hill business in Walker county, with such cold
springs as tho ono just passed. Numbers are
ploughing up their cotton and planting com in
place of it.
Politics are at a low ebb in Walker. Can't
you stir up the monkey ? The Bads look bine

JSdilon 1 degraph: Crops have improved
much in Thomas and Decatur counties since the
recent hot weather— planters hopeful, labor
good—rapid improvements in Bainbridge—sev
eral large brick buildings being erected. Mr.'
John Sharon, the popular, polite and most ex
cellent proprietor of that fine hotel, the Sharon
House, is enlarging the asms. . An [addition is
being made to tho hotel 60 by 70 feet, three
stories high. .
Goods are sold low in Bainbridge. It has the
doable advantage of railway communication
to Savannah, and water to New Orleans. It
has a bright future before it. There are now
two good newspapers here and a fine school and

The Fence question.
Our highly intelligent cotemporary, tho Co
lumbus Sun and Times, responds to the request
of the TxuKmarfi, that the Georgia press would
express its views upon tho matter of dispensing
withplaaiatloofisneas, as follows:
The above, we find in a late number of the
Macon Txlzgkapu. As one of the parties whose
attention has been called to the subject, we
havo only to say, that tho Tri.ro mm has ex
pressed our sentiments. When tho fences that
are now around tho plantations in Georgia ore
rotted down, they cannot be replaced.
In many sections of the country there is not
the requisite amount of timber, and no plant
ers can afford to devote the necessary time and
labor to the job, under such prioes as he is now
oompallsd to pay freedmen. If a system of
fencing in stock could be agreed upon, and sanc
tioned by legislative enactment, two very im
portant results would be at once obtained, viz:
the improvement of all kinds of stock, and the
successful propagation of grasses for meadow
lands. Agricultural dubs and societies should
devote immediate attention to this matter, and
an effort should be made to get the Georgia
Legislature to turn from the discussion of Bul
lock, Kimball & Co’s swindles to the considera
tion of a “Fence Law.” We are no longer on
the fence.
BalakoIBW Toad*.—The New York World
bad an article upon this topic, which presents
a very unfavorable—not to say alarming—view
of (he business relations of our eountry with
other nations. We make an extract:
The figures of the foreign commerce at this
port for tho week ore startling enough to awak
en even tho most dull as to the critical condi
tion of those merchants who are predicating
their affaire on gold at 130 to 135. The impor
tations of merchandise this week are more than
double the amount of last years, being the enor
mous sum of *7,074,090 in gold against $3,470,-
371 last year. Tho drygoods imports are in
creasing about 60 per cent and the general mer
chandise about 140 per cent The produeo ex
ports for tho week are less than those of last
years, being 8,871,328 in currency, equal to
about *2,700,000 in gold, showing-tin excess of
*,800,000 in oor imports beyond exports for the
week. The comparisons for the last three years
are most unpromising. They show a steady de
crease, equal to over 20 per cent, in the exports
of produce, and an increase of over 33 per cent
in tho importations. The climax of excessive
imports and decreaso in exports must be reach
ed some time or other. When that time comes
the explosion in credit will bring ruin on all ex
panded firms.
A Bedel Again.—The Bam Atlanta, captured
near Savannah by the Federate, during the war,
has been fitted up and sold, (so it is said,) by the
U. S. Government to the Mexicans. She will
go to sea on a trial trip and never return—ma
king her Toyage to Cuba under the Mexican flag,
and when she arrives there, will once more fly
rebel colors.

Ret. Hxxbt Wabd Bssuhsb, on Sunday 30th
preached against the scheme of Church union,
whether planned by Pope, Protestant or Pagan,
taking the novel ground that the strength of the
Christian religion lies in the number of the ex
isting denominations. He hopes to see the
sects increase in number rather than combine,
and prefers to have tho Gospel preached by
wicked men rather than not have it preached at
all. He did not claim originality for the novel
ideas but showed that they were in oonsom
with those of that astute lawyer, Saint Paul. As
regards the preaching tho Gospel by wicked
men he proves his faith by his works.
Extenditcses fob June.—It is ascertained by
the Treasurer that the demand for the expendi
tures for. June will be so large that a currency
balance of some sixteen millions will be requir
ed to be kept on hand. Tho expenses for May
wexe thirty millions. It is not likely, therefore,
that the Secretary will go into the market to
buy additional bonds; on the contrary, it was
telegraphed over to Wall street to-day, that he
intended to sell another half million of gold to
keep up a large currency balance in the depart
ment.
Wine Dkesexso.—The San Francisco Pacific
says, that common wine, in the wine-growing
regions of California, is cheaper than milk, and
more freely used. In somo places the wine is
thirty cents a gallon, and milk fifty. One large
wino raiser offered his lot (between four and five
thousand gallons), at 23 cents per gallon if any
would take it In the best grape-growing region
of the State, grapes to bo used in making wine
sell at the mill, in loads, for one and a quarter
cents per pound. Little children, ten years of
age, frequently have their glasses at the family
table, drinking this wine. Many young boys
carry constantly their bottles of wine in their
pockets, to drink when they choose. Even re
spectable women and members of churches get
exhilarated on it.
Dmiawi or the Foreign Coxrxnsaiosru or
Immigration.—Col. Wiel, the Georgia Coimnis-
sR-ncr of Foreign Immigration left Atlanta for
Europe yesterday. Col. W. has promised to
drop us a hint about his progress and prospects
from time to time.
Mu. Spdaoue’s Speeches.—We arc indebted
to Senator Sprague for a pamphlet compilation
of his speeches, delivered in the Senate of the
United States during the months of March and
April.
Fibst New Flock.—Mr. Jeremiah Cartledge
yesterday exhibited to us, says the Columbus
Sun, a sample of flour ground from wheat cut
this spring from his place near Columbus. It
was the first flour ground here from new wheat;
was ground at the Palace Mills, and appeared to
be of very good quality.
The wheat crops in this vicinity are generally
represented to be better than usual, though
there is some complaint of the number of heads
without grain.
