The striko of the weavers in Preston ia at on

per oent. of their wages. Seventy strikers were,

to leave for America. The emigration from
Liverpool to the United States ia unusually large
this year, and increasing almost every week.
Fbahce.—The character of the elections in
Paris is deeidedly anti-dynastic, while thoy re
united in tho departments with the rejection of
the moderate opposition, either in favor of tho
ltadicals or the Imperialistic candidates. Tho
old parties, as the Oricaniats and Legitimists are
entirely discarded, the disciples of Victor Hugo,
tho implacable enemy of the Emperor, are tho

a state of fermentation. We may soon hear

Emile Olivier, who favors s liberal and par
liamentary empire, was defeated by Bancel, on
ex-ropnblican of 1848 and conspicuous by his
Iwmbastiq tirades against Napoleon; the con
test lietween Jules Favre, tho famous advocate,
and Ilonri Rochofort, editor of La Latrme, ia
notdeeidedyet Napoleon, it is affirmed, will
consider tho election of Rochefort, who, in his
paper, directed the shafts of his sarcasm against
tho private life of the Emperor, as a personal
insult offered to him. Also, in Nantes, Lyons
and Marseilles, ulra-radicals wore elected. Tho
final result shows, without a doubt, that the en
lightened part of tho nation is deeply dissatis
fied with the personal regime of tho Emperor,
for whom there Is noehoioe loft but to suppress,
with an iron hand every mark of discontent, or
to initiate liberal reforms, which will complete
tho long promised “crowning of the edifice.”
Mr. Woahbumo will start from Paris for the
rtertag place of Homburg, Germany, to ro-
stoTo his failing health, leaving the American
Embassy in charge of tho First Secretary, Mr.
Hoffman.

to hold office under the common taw, nor by
statute since ho waa made a citizen, but that
tho Convention voted down the proposition to

week with copious showers, which wore contin
ued Sunday and yesterday. The ground is now
thoroughly wet, and a week of genial sunshine
will put com and cotton forward amazingly. It
is feared that whoat which has not been gar
nered WiU sustain some damago from tho wet
weather.

Two persons, however, were killed and several
wounded. The Republicans did not take any
part in the festival.
The new Constitution is very liberal. It graqts
the liberty of the press, the liberty of speech
and religion, tho right of assemblage mid peti
tion, inviolability of peron and domicile, free
dom of education, responsibility of the ministers
and officials, etc., etc.
The elections to be hold in Partorico aro fixed
on the 30th of Jane, those in Cnba will take
place somewhat later.
The bin for a regency until the election of a
King was read for tho first time. The Minister
of Jnstioe, Romero Ortiz, has brought in his
biU for introducing civil marriages and conferr
ing the legal sanction on those which have al
ready been concluded. There is no doubt but
that it wiU be adopted. Senor do Bodos has left
already for Cuba.
Gebxiant.—The Customs Parliament has as-
sembled. King William and Bismarck are about
to start for tho free city of Bremen, which has
prepared a magnificent reception for them.
From there tho King will proceed through
North Germany to inaugurate the naval port of
the Jade, on tho German ocean, where several
ringUsb men-of-war are expected for his saluta-

According to a recently published decree,
Prussians in tho militia are allowed to enter the
Papal army withont losing their rights as Pras-
mm citizens.
The full capital required for establishing a
steamship line between Stettin, on tho Baltic,
and America, is said to be subscribed.
A seminary has been opened in Berlin, in
eonngfction with tho Evangelical Johannesstift,
for the purpose of educating young men, of
whom there are already seven in the establish
ment, to fill the office of clergymen and teach
ers among tho German immigrants in the
United States. The constant stream of emi
gration from Germany to America makes the
want of educated pastors and schoolmasters felt
4r more and more every day.
Acstbia —The army budget has been pub
lished. The estimates of expenditures are five
million of florins higher than last year, and
calculated for an army of eight hundred thou
sand men. The Hungarians disclaim every in
tention of interfering with the progress of Ger-

ss anticipated. Peach trees are not heavily

this account. The exportation of dried fruit
from this point is a source of much profit, and
earn that preparations are being made to
dry it on an extensive scale, in some sections of
this and the surrounding oounties. Those who
havo targe orchards are erecting drying kilns,
in order tb put thoir fruit in market as expedi
tiously as possible.

rr»HE undersigned ia ^now ready to grant licenses or

improved appliances for converting the astrinfent
properties of Oak Bark into an imperishable extract
for Tanning and Coloring purpoief, requiring there
for a small royalty per gallon, ora reasonable con
sideration for Factory or Territorial rights.
: The cost of a Factory, with all the requisite ap
pointments (less motive power) capable of producing
50 barrels eveir twenty-four hours, will not exceed
30000, while a factory of the capacity of 25 barrels per
twenty-four hours will not exceed $5000. Three thou
sand dollars will—where lumber is cheap—meet the
entire cost of a factory eapable of producing from 12
to 15 barrels per day, (lees the motive power) which
may be of steam or water, and of from 15 to & bone
power. These estimates include the cost of building,
tanks, (which are of wood) mill, condensing apparatus
and every requisite, save the motive power, required
in the manufacture.
These new^ devices, for manufacturing concentrated
extract, are in practical use, and are pronounced by
good judges to be the most perfect, simple and the
