Austria.—The Emperor and Empress marched,
as usual, at the head of the Catholic procession
that parades Vienna on Corpns-Christi day. The
use of the Polish language was introduced for
the official communications in Galicia,
Russia.—Russia makes advances to Rome,
hoping that the Pope will aid her to introduce
the Russian language into Poland. %
There is a rumor current that the government
intends transferring the capitol from St, Peters
burg to Kieid, where it would be considerably
nearer to Constantinople. Jarxo.

Great Britain $11 31 J. This is estimating our
population at 38,000,000.

lying away in England. No farther commenta
ries are made on the probable instructions of
Mr. Motley, which are said to direct him to wait
for new proposals from-the British Government.
The Irish Church Bill engrosses the public in
terest. Though the Tories had called imposing
monster demonstrations in the great manufac
turing cities of the kingdom, though two hun
dred thousand people, assembled in Manchester,
adopted b monster protest to be presented to the
Earl of Derby, the chief of the Tory party, the
Government is supported by a majority of th6
nation. Possibly tho Conservatives may still
succeed in sustaining the Irish Church for a lit
tle while longer on ita tottering basis, but
its final doom is sealed.
There is every reason to believe that the Lords
will pass the bill at the second reading; and
Gladstone can eventually cripple the opposition
of the Tories by creating as many new Liberal
Peera as will secure to the Government a ma
jority in the Upper House. The Archbishop of
Cantcrbnry advised the bishops in the House
not to vote against the bill. Yet over-zealous
defenders of the faith, as the Bishop of Derby,
prophesy as the natural consequence of tho
adoption of the hill the downfall of the Anglican
Church, seeing already, with their mind’s eyes,
the Pope rule once more over seagirt England.
The latest news by the cable report that the
Peers passed the Irish Chnrch bill at the second
reading on the 19th of Jnne.
France.—The riots in Paris, Nantes and sev
eral other great cities seem to have been more
serious than was at first imagined. We receive
intelligence to-day that tho remains of the riot
ers killed in tho late disturbances in Paris, were,
with the attendance of an immense crowd, con
veyed to their last resting place. As the citi
zens, as a body, did not lako part in the riots,
perfect order is now re-established. But the
government was obliged to decree nnmberli
at reels,as many as six hundred In one day. The
quarter part of those arrestod have, however,
been already discharged.
It is a sinister omen, when France rings with
tho battle song of tho Marseillaise, which was
not heard Banco 1852. Yet Napoleon, who has
already proved himself equal to so many emer
gencies, may succeed another time in conjuring
down tho dark powers of the revolution. But
we must not forget that the Emperor has lost
many of his truest friends, who stood by him
in the December night, who were his ever watch
ful, faithful counselors. Tho Marshal de Saint
Arnaud expired in tho Crimea ; the Duke de
Moray, a step-brother of Napoleon, departed in
1863; the Count de Walowski, a son of Na
poleon I, and the Polish Countess Walowski,
died not long ago in Strasbourg. All these men
had a keen eye for tho signs of the times.
It ia rumored that Napoleon does not intend
to make any change in the actual system for the
present.
The Corps Legislator is to be convened on
the 38th of Jnne.
General Clnseret, who was banished from
Franoe, will leave for New York. »
Baron Hansmann, the police prefect of Paris,
has rosignotl.
Ismael Pasha, tho Viceroy of Egypt, had on
interview with the Emperor. Tho objectof the
great European tour of the Viceroy is to invite
all foreigners to be present at the solamn inaugu
ration of the Snez canal in October next. He
wishes likewise to negotiate about the revoca
tion of tho Capitulations, which place all for
eigners living in Egypt under tho jurisdiction
of their respective consuls, thus depriving tho
Government of the power to bring to justico
the criminals in the large cities, where the
Greeks ore conspicnons as cut-throats.
Italy.—Though tho Ministry of Menabrea
thought to have strengthened its position by
. tho compact with the Piedmontese party, it has
suffered several defeats in the Italian Parlia
ment. It appears that Menabrea is considered
too obliging toward France witharespect to tho
occupation of Homo by French troops. Inter
pellations are announced regarding the position
of Italy to the Ecumenical Council. Violent
demonstrations are looked for.
The “Italia Militare” brings favorable reports
about the suppression of brigandage in Lower
Italy. Sinco March, lefts until April. 1869, two
hundred and thirty-seven brigands were cap-
tnred in the provinces of Terra di Lavoro,
Aqr.iln, Molise and Benevento.
Spain.—The military, naval and civil officers
through the land are required to tako an oath to
support and defend tho now Constitution. Those
unwilling to comply with the request are cash
iered.
Navarre spoke in the Cortes, favoring tho
' Duke of Montpensier as a candidate for the
Spanish throne. Prim replied, that it was im
possible to fix on a King in the present unset
tled state of affairs; but that after the estab
lishment of a regency candidates enough could
be found.
Magnificent speeches were made by Castelar
^ and Olozaga. the former attacking France, the
latter defending her.
Dating the debate about Mexico, a member
called the Mexicans cowards. Prim felt called
upon to vindicate Mexican honor, and declared,
that a nation capable of defending its territory
against foreign invaders did not deserve that
epithet. He concluded by bestowing great praises
upon the republic of Mexico, and calling Juarez
emphatically the “Great Republican.’’
The bill for establishing a regency under
Marshal Serrano, passed the Cortes; 193 yeas,
45 nays. The new Regent in the presence of
the Cortes took the oath to adhere to the Con
stitution. Prim is minister of war.
